UNIVERSITY
I was given the choice of going on to the University of British Columbia, a traditional conservative university with high academic standards, or of going to the brand new university of Simon Fraser. I, of course, wanted Berkely in California, but that was out of the question. My father, in his usual inimitable way, helped me make the decision: he announced that if Lin and I opted for U. B.C. – both universities were some half hour’s drive from my parents’ house – then we could make our own way there. If on the other hand we agreed on Simon Fraser, he would buy us a car. The friendly persuasion worked, and we acquired a Volkswagen.
Simon Fraser had been built on top of a mountain overlooking Vancouver: the long curvy road that led up to it added to the sense of isolation and remoteness. My first year was simply an extension of my schooldays: a continuation of middle-class respectability. I was a good student; I excelled in sociology and won myself a first-class scholarship.
The second year everything changed. As a university Simon Fraser was an exciting place to be. The classes were kept very small. And the architect of the place, Arthur Erickson, had had the ingenious idea of modeling his university on a Greek academy, with the central mall off which opened the library, the theater, the cafeteria and the lecture rooms. Staff and students were quite literally forced to mix as they moved about the campus, and so to speak and get to know each other.
Student activism in Canada was born my second year, 1966. And that mall provided a natural forum for student meetings and for spreading the word if anything happened.
I was studying political science, sociology and anthropology, and my education took place continuously both inside and outside the classroom. The dean of my department was Thomas Bottommore, a Marxist scholar who influenced me deeply. There were Maoists and Liberals, Conservatives and Trotskyists among us.

SCIENCE AND RESEARCH: THE INTERNATIONAL PROGRAMME FOR THE DEVELOPMENT OF COMMUNICATION
The information age is upon us. Who today doubts the power of the media in “spreading the world” – whether that world be the latest news, educational material, development issues or even social values? The millions of people around the globe without access to radio, television or newspapers, are distinctly disadvantaged, i. e. cut off from the rest of the world with no voice to represent them. UNESCO’s International Programme for the Development of Communication works to right that situation by encouraging the growth of an independent and pluralistic media.
If the IPDC didn’t exist, many communities that are isolated physically, linguistically or mentally from the mainstream media would have no access to information and no voice to make themselves heard.
The IPDC was created in 1980 by UNESCO’s General Conference with the aim to increase cooperation and assistance for t he development of communication infrastructures and to reduce the gap between various countries in the communication field. Since then it has allocated almost $ 60m to some 600 projects in more than 100 countries, setting up national and regional news agencies, providing audio visual equipment for radio and television stations, and training journalists, technicians and managers.
The achievements of its decade were undoubtedly significant. The key change came in 1992, when the IPDC agreed to support projects submitted by private and non-governmental media organizations. This sector has grown in leaps and bounds in recent years and provides the best opportunities for the development and pluralistic media.
The main problem with this new approach is choosing which projects to support. In Africa, for example, hundreds of newspapers have appeared over the past few years but very few have managed to survive: only five newspapers out of the 30 created in the euphoria of Benin’s democratization are still being published three years later. A new system of obligatory and through evaluation of projects has also shown the need for more rigour.
“There is too much IPDC equipment – too many computers and transmitted – standing idle around the world because follow-up training for their use and maintenance has not been sufficient,” says the Danish IPDC Chairman, Torben Krogh. “We should not approve projects that are exclusively based on technology transfer. Training should be a key component,” he added.
Thus, the Programme has become much stricter in selecting the projects it chooses to support.
