Other new projects in the SEZIPT Alabuga are:

·  The creation of the Synergiya Industrial Park of Automotive Components with an area of over 70,000 square metres to host small and medium-sized businesses. The design work is currently underway.

·  The 5th Element Industrial Park for launching various production projects by small and medium-sized businesses. It is planned to host the companies both with a SEZIPT resident status and without it.

The medium-term strategy of SEZIPT Alabuga development (with planning horizon of 2012) suggests completing all kinds of SEZIPT infrastructure facilities (utilities, customs, business) by this time, some 35 residents will be registered in the SEZIPT to manufacture diversified products: cars, buses, automotive components, heat pumps, building machinery, hi-tech electronic equipment, aircraft components, oil products, polymers, building materials, household chemical goods, pharmaceutical products, etc. Placing the production facilities in the territory of the SEZIPT Alabuga would create some 30,000 new jobs and would bring investments into the country’s economy in the amount of no less than US$2 billion.

4.2. Procedure for obtaining a resident status in a special economic zone

Federal Law No.116-FZ of July 22, 2005 “On Special Economic Zones in the Russian Federation”

There shall be recognised as a resident of an industrial production special economic zone a commercial organisation, which has been registered in accordance with the legislation of the Russian Federation in the territory of the municipality within whose boundaries the special economic zone is located and has signed with the authorities of special economic zones an agreement on the conduct of industrial production activities in accordance with the procedure and subject to the conditions which are envisaged by this Federal Law.

To become a SEZIPT resident, a resident company should sign the Agreement on the Conduct of Industrial Production Activities with SEZIPT authorities and to invest in its production assets located in the SEZIPT no less than €3 million, including at least €1 million during the first year of its development.

Documents required for signing the Agreement on the Conduct of Industrial Production Activities:

1. An entity intending to obtain the status of a resident of a special economic zone submits to the authorities of the special economic zone an application for the conclusion of the Agreement on the Conduct of Industrial Production Activities, which must contain:

o  information on the applicant’s proposed activities which correspond to the type of the special economic zone;

o  information on the area of the land plot which is required for the applicant’s proposed activities;

o  information on the proposed amounts of capital investments, including the amount of capital investments to be made within a year from the day of signing the Agreement on the Conduct of Industrial Production Activities.

2. The applicant encloses the following documents to the application for the conclusion of Agreement on the Conduct of Industrial Production Activities:

o  a copy of its certificate of State registration;

o  a copy of its certificate of registration with a tax authority;

o  a copy of its foundation documents;

o  a business plan, the format of which shall be established by the Order of the Ministry for Economic Development and Trade of the Russian Federation No.75 of March 23, 2006;

o  a favourable opinion on the business plan submitted by the applicant, prepared by a bank or other credit organisation which meets the criteria established by the federal executive body.

The application is considered by the authorities of the special economic zone within 10 days from the date of receipt of the documents and, in case of favourable decision, is brought for the consideration of the expert board on industrial production special economic zones.

In case the application is approved by the expert board, the investor signs the agreement on obtaining the SEZIPT resident status.

5. Industrial and investment sites

5.1. Innovative Production Technopark Idea

Innovative Production Technopark Idea is one of the largest ones in Europe in the areas occupied. The advanced infrastructure available in the Park allows it to render to innovation companies located in its territory a full range of services required for the establishment and development of their science-intensive operations. The infrastructure of Technopark consists of 3 main subdivisions: Innovation Business Incubator, Innovation Technology Centre, and Business Park.

In the territory of Technopark Idea such brands are represented as GE Money Bank (data processing centre), Siemens (engineering centre), DHL (main operations office in Tatarstan), and Yokogawa Electric (main operations office and engineering centre in Tatarstan). By locating in the Technopark, the divisions of these companies provide additional inflow of investment to the republic, raise investment attractiveness of the Idea site and the region in general, and create additional jobs (up to 700 in one company). Some 30 per cent of investments in the Idea Technopark are private ones.

Anchor residents do not enjoy privileges in the Technopark territory and ensure the inflow of private investment into its infrastructure. Small business residents are granted privileges at the expense of the Technopark and its partners and enjoy easy start-up opportunities.

The Technopark is also a home to the Laser Centre.

The total area of the Technopark site is 2 hectares, and the floor area of premises after reconstruction is 29,642 square metres.

Privileges granted: Free accommodation in Building 26 up to 6 months, subject to a decision of the Technical and Commercial Board. The preferential rent for small businesses in the Sviyaga Business Incubator (Building 23) is from RUR 220 per square metre.

Number of residents is 95 companies, of which 5 are the anchor residents.

5.2. Technopolis Himgrad

Technopolis Himgrad, a cutting-edge industrial complex, is intended for hosting small and medium-sized businesses engaged in the chemical sector and processing of polymer products.

The total area of the Technopolis is 131 hectares. The floor area of industrial and warehouse real estate is 500,000 square metres. It offers land plots and production premises with an area ranging from 10 square metres to 2 hectares. Himgrad suggests placing the manufacturing facilities, warehouse premises and offices in a single location thus optimising business processes, facilitating operational management and quality assurance. The Technopolis renders to its residents a full range of services along the entire value added chain from research and development to identifying the logistic flows of finished goods.

The number of residents is some 300 companies. The estimated output is RUR 16 billion a year.

Himgrad is hosted the project of ZAO Danaflex in the area of nanotechnologies with participation of the State-run Rosnano Corporation. The amount of investment in the project totals RUR 2.4 billion, of which 49% are allocated by Rosnano.

Privileges: property tax reduction from 2.2% to 0.1%, reduction of land rent ratio down to 0.1, income tax reduction, transport tax exemption.

5.3. Technopark in the sphere of high technologies (IT Park)

The mission of the IT Park is the accelerated innovation development of hi-tech sectors, production of new kinds of high technology products based on scientific, educational, and industrial potential of the Republic of Tatarstan.

IT Park is a complex with the state-of-the technical infrastructure intended for ensuring the most favourable conditions for the starting or developing IT companies at the stages of design, creation and market introduction of a new hi-tech product when they would be provided with resources, technologies and methodologies based on international standards.

The Park is a unique business platform intended to concentrate the IT potential of Tatarstan. The IT Park is designed using smart building technologies to create favourable and comfortable conditions for business development to its resident companies.

The IT Park comprises:

-  The up-to-date Business Centre with open-office planning and an opportunity of arranging of up to 1,500 workplaces;

-  The Call Centre;

-  The Convention Centre with a conference hall, press centre, and training & demonstration centres;

-  2 hotels for the Park residents;

-  The Data Centre;

-  The Centre for Certification, Licensing and Training.

A special infrastructural component of the Park is its Data Centre with high fault-tolerance level, which is located on the 5th floor and incorporates:

5.4. OAO Kama Industrial Park Master

КИП Мастер OAO KIP Master is established in accordance with the Resolution of Cabinet of Ministers of the Republic of Tatarstan No. 149 of March 26, 2004 and represents an infrastructural complex for the development of small and medium-sized businesses that are primarily engaged in the production activities.

The main tools in achieving the objective are as follows:

- Low rent of production and office areas. According to the Naberezhnye Chelny land rent market research, the KIP Master offers lower rent rates than in the city on the average.

- Ensuring the mutually beneficial cooperation of small and medium-sized businesses with large business entities and the Government. In particular, OAO KamAZ recognises the residents of OAO KIP Master as its privileged partners, being supplied in exchange with high quality products on advantageous terms, and the Government renders its comprehensive support to the residents while creating a larger taxable base.

Another important activity of the Kama Industrial Park is rendering the infrastructure support services to resident companies of OAO KIP Master. The complete range of services rendered in its territory covers customs broker’s services; carriage of goods by railway; loading and unloading ramps for motor and railway transport with cargo-handling facilities; leasing services; banking services; comprehensive accounting services; legal services; cleaning services; UPS courier services, and others.

In light of the successful development of the KIP Master project, the leadership of the Republic of Tatarstan Management made a decision to apply to the Ministry for Economic Development and Trade of the Russian Federation for the consolidated financing of KIP Master Phase 3, which was approved in 2007 thus making it possible to increase the office and production areas by over twofold.

While preparing the KIP Master for launching, an essentially new format of public-private partnership has been worked out, that is, the creation of business units. The project suggests the purchasing of the production equipment being of interest for the businessmen and granting them a long-term lease of this equipment based on the competitive selection procedure. In view of the fact that the equipment is acquired towards manufacturing products for the reliable customer, the businessmen will only have to organise the work of their new enterprise. At present, 7 business units have been launched under this programme with a total of 150 jobs, to which the Government invested over RUR 168 million.

It should be noted that the expertise of creating this kind of infrastructure support for small and medium-sized businesses under the KIP Master model draws enormous interest in other regions of the Russian Federations. For instance, the Yaroslavl Region is planning the creation of a similar industrial park, and OAO KIP Master is involved in this project as an adviser for the preparation of project documents. There are also plans to sign a Trust Management Agreement for the property portfolio being created.

As of now, the KIP Master is a home for 151 enterprises involved in various spheres; the total number of employees is over 2,000. The aggregate turnover of all residents was estimated at RUR 6.9 billion in 2010.

On the initiative of the Tatarstan Cabinet of Ministers, the budget efficiency study of the KIP Master has been conducted with the following results. Since the beginning of its activities, a total of RUR 1,265,793,000 was invested to the creation and development of the KIP Master. In the meantime, the aggregate tax revenues from KIP Master’s residents to budgets of all levels in the same period made up RUR 3,866,829,000. With this in mind, it may be concluded that the revenues to budgets of all levels exceed the costs for creating the KIP Master.

The following projects are underway today in the territory of the KIP Master:

o  Production of brake pads for KamAZ trucks;

o  Production of hubs for KamAZ trucks;

o  Battery charging operations and delivery ;

o  Production of lighting equipment for KamAZ trucks, GAZ vehicles, etc.;

o  Production of electronic devices;

o  Production of polyamide tubes for KamAZ trucks;

o  Glass company;

o  Building organisations;

o  Production of metal-cutting tools;

o  Furniture factory.

In addition to domestic enterprises, projects of foreign companies are being implemented in the territory of KIP Master, including:

o  Leoni (Germany) – production of wiring harnesses;

o  ERK Otomotiv (Turkey) – production of plastic elements for truck exteriors;

o  Tirsan Kardan (Turkey) – production of cardan shafts;

o  Mercedes Benz (Germany) – assembly of Mercedes trucks;

o  Fuso (Japan) – assembly of Mitsubishi Fuso light-duty trucks.

5.5. OOO Innovation Technopark Idea-Southeast

OOO Innovation Technopark Idea-Southeast located in Leninogorsk is a significant actor of industrial activities in the southeast of Tatarstan, its mission being the innovation activities aimed at the development of small and medium-sized businesses in the southeast of the republic through the creation of new and reorganisation and renovation of existing production facilities; involvement of the unoccupied areas, equipment and skilled personnel; rendering of consulting and outsourcing services; and working out of business plans.

Total floor space is about 40,000 square metres, including:

o  Idea Business Centre (former Leninogorsky Agregatno-Mekhanichesky Zavod) with 13 buildings of 15,085.8 square metres total floor space;

o  RЯDOM Business Centre (Leninogorsky Priborny Zavod) with 3 buildings of 5,216 square metres total floor space;

o  Premises of former Leninogorsky Zavod Radiopribor with 11 buildings of 19,848 square metres total floor space.

Implemented projects:

1.  OOO Agro-Idea: The core business of OOO Agro-Idea is the production of attachment equipment and screwdriver assembly of agricultural machinery for the needs of the republic’s agricultural producers. The total floor area of occupied industrial and office premises is 5,994.14 square metres. To date, it employs over 50 people.

2.  OOO Azalea-Southeast: an enterprise established in Jalil working settlement by OAO Tatneft and OAO AChNF Alsou for the production of hosiery, which provides for the creation of over 100 jobs in the settlement.

5.6. Industrial Park Kamskiye Polyany

A work is underway to create an industrial park for small and medium-sized businesses in the immediate vicinity of Kamskiye Polyany urban settlement. In 2009, Phase 1 of the Park was completed. The area of Industrial Park Kamskiye Polyany is 150 hectares (with eventual increase to 250 hectares). The total project cost of the Park construction is estimated at RUR 1.7 billion.

It is most likely that an anchor enterprise to be served by Park residents will be OAO Nizhnekamskneftekhim. Processing of Nizhnekamskneftekhim polymers would be a core business of the Industrial Park.

In the course of the project implementation, the creation of new and renovation of existing utilities are planned, such as power facilities, communication networks and systems, sewage, water, heat, and gas supply installations, which are owned by the Kamskiye Polyany Municipality.

OAO Industrial Park Kamskiye Polyany has been created within the framework of the republic’s Programme of Innovation Activity Development for .

Major shareholders are OOO NKNH-Invest (51%), OAO Nizhnekamskneftekhim (25%) and OOO Managing Company for Small Business Development (24%).

 In 2009, the production under two investment projects was launched on the equipment of SML (Austria):

-  polypropylene multifilament yarn, output: 1,000 MT a year

-  stretch film, output: 9,000 MT a year

A total of 52 new jobs have been created.

In 2010, three new projects were launched:

1. Increasing the output of multifilament (polypropylene) yarn up to 2,016 MT a year;

2. Production of polymer grids with an output of 7.8 million square metres a year;

3. Production of reinforced stretch film with an output of 15,000 MT a year.

5.7. GAU Volga Region Business Incubator of Light Industry

The mission of the Business Incubator is to support small and medium-sized businesses, which were established for the purpose of manufacturing the competitive light industry products, at early stages of their activities by providing them with rented non-residential premises and rendering consulting, accounting, legal, and other services.

There is a system of preferential rent in regard to the premises of business incubators:

-  First rent year: 40% of the rate of the state-owned property rent;

-  Second rent year: 60% of the rate of the state-owned property rent;

-  Third rent year: 100% of the rate of the state-owned property rent;

-  Period of rent is up to 3 years.

To date, 7 residents have been registered in the Business Incubator.

Investment Memorandum of the Republic of Tatarstan for 2011

1. General

1.1.  The Investment Memorandum of the Republic of Tatarstan (hereinafter, “the Memorandum”) establishes the basic priorities for the development of investment activities in the Republic of Tatarstan.

1.2.  A responsibility centre for the implementation of provisions of this Memorandum is the Ministry of Economy of the Republic of Tatarstan (hereinafter, “the Coordinator”).

1.3.  The Memorandum is aimed at achieving the strategic objectives of the Government of the Republic of Tatarstan, that is, the formation of the fundamentals (outlines) of the future economy, the economy of knowledge, that is, the economy which would enable the further improvement in the quality of life of our people up to the international standards based on the sustainable dynamic development of the Tatarstan’s economy and eventual transition to the development trajectory of the world’s leading countries.

1.4.  The Memorandum is recommended to investing entities as a basis for developing and approving plans of investment activities.

1.5.  The monitoring of fulfilling Memorandum provisions is carried out by the Coordinator.

1.6.  The wording of the annual Memorandum is included into the list of public information resources of the Republic of Tatarstan.

2. Major directions of investment policies

2.1. The major directions of investment policies of the Republic of Tatarstan are as follows:

-  shaping the favourable investment climate in the republic;

-  developing the infrastructure for investment activities;

-  enhancing the efficiency of the government measures aimed at supporting the investment activities;

-  strengthening the measures aimed at redirecting the investment flows into high-technology knowledge-intensive industries (with high level of performance and added value);

-  information and human resources support for investment activities.

3. Actions to implement investment policies of the Republic of Tatarstan in 2011

3.1. The main actions to implement the investment policies of the Republic of Tatarstan in 2011 are as follows:

-  creating the favourable business climate through improving investment legislation;

-  developing the inter-sectoral and territorial clusters;

-  encouraging the development of small and medium-sized businesses;

-  encouraging investments to the projects aimed at shaping the up-to-date infrastructure of the national innovation system, increasing the competitive ability of the basic industries;

-  substituting the products (jobs, services) imported to the republic, developing the raw materials sourcing and increasing the efficiency of using the resources, developing the agro-industrial complex, removing the infrastructural constraints for economic growth (including the development of the transportation sector), renovating the housing and utilities sector, reconstructing the economy of the single-industry towns in the republic;

-  supporting the investment projects complying with the priorities of the social and economic development of the Republic of Tatarstan;

-  attracting federal investment resources to the economy of the Republic of Tatarstan;

-  efficiently using the institutes for economic development established by the federal public authorities;

-  providing the financing for the actions within the priority targeted programmes of the Republic of Tatarstan;

-  optimising the budgetary expenditures;

-  developing mechanisms of public-private partnership;

-  developing mechanisms of long-term and associated lending of the investment projects;

-  encouraging the increase in investment activities of the enterprises in the Republic of Tatarstan, including the same through the full use of depreciation deductions for the renovation of production and reinvestment of profits;

-  creating conditions for increasing the wages of employees in all spheres of activities;

-  building a positive investment image of the Republic of Tatarstan and creating the conditions for the improvement of investment attractiveness of enterprises and organisations of the Republic of Tatarstan;

-  rendering the governmental support for manufacturers through granting tax privileges and investment tax credits within the framework of the current tax legislation of the Russian Federation, through developing leasing mechanisms and reimbursing a part of interests on the banking loans for enterprises implementing investment projects, through promoting products manufactured by strategic enterprises of Tatarstan to international markets, and through participation of the government in investment projects;

-  supporting the industries standing as potential sources for economic growth:

o  petrochemical and chemical industries;

o  mechanical engineering, automotive industry;

o  aircraft industry;

o  agro-industrial complex;

o  food industry;

o  production of building materials;

o  light industry.

-  supporting the enterprises (organisations) implementing priority investment projects laid down in this Memorandum.

3.2. The actions for the implementation of the investment policies specified in this Memorandum are subject to adjustment following the results and new priorities of social and economic development, as well as changes in the legislation.

4. Investing entities

Investing entities may be natural persons and legal entities including foreign ones, as well as states and international organisations acting as investors, customers, contractors, users of investment facilities, and other participants of investment activities, including those implementing investment activities in the territory of the Technopolis.

5. Interaction with investing entities

The procedures for interaction with investing entities are established within the framework of the legislation in force and are governed by the regulations to be worked out by investing entities in accordance with international agreements of the Russian Federation, federal laws and other regulatory legal acts of the Russian Federation, laws and other regulatory legal acts of the Republic of Tatarstan, regulatory legal acts of local authorities.

6. Objectives of public authorities of the Republic of Tatarstan and local authorities in the Republic of Tatarstan

The major objectives of the public authorities of the Republic of Tatarstan and the local authorities in the Republic of Tatarstan, which are determined by this Memorandum, are as follows:

-  achieving the target values for estimating the efficiency of activities of the local authorities aimed at improving the quality of life, which are determined by annual agreements between the Cabinet of Ministers of the Republic of Tatarstan and municipalities;

-  monitoring the implementation of the priority investment projects in the Republic of Tatarstan by the ministries within their respective terms of reference;

-  creating efficient mechanisms for attraction of investment in the real economy by the authorised public authorities of the Republic of Tatarstan.

7. Priority investment projects for 2011

The priority projects for the implementation in 2011 are as follows:
