1. Summary of the course
The process of technological innovation has become intricately linked to the globalization of the world economic system. The shift from largely domestic activities to more complex international relationships demands a fresh look at policies that seek to integrate science and technology into economic strategies. The course opens: basic concepts and types of innovation in the knowledge-based economy; describes the innovation system, its structure and functions; considers the process of regulation of innovation activity on the part of States; the features of the innovative policy of the developed countries of the world; the forms and sources of financing of innovative activity.
Highlights also the most important components of the innovation economy, such as infrastructure reproduction technologies, intellectual property, etc. The basis of the course is to introduce undergraduate in political science with the main categories, the problems and the theoretical approaches of modern Russian political and economic thought as at the level of theory and practical perception of innovation policy in the 21st century. Together with the Strategy defines the long-term guidelines of development of the subjects of innovative activity, as well as benchmarks sector financing of fundamental and applied science and support of commercialization of developments.
Students in the process of teaching disciplines should:
• - to get acquainted with the content and categorical apparatus of the training course;
• to learn the methodological basis of research studies;
• - to receive and assimilate the knowledge, providing the ability to quickly and correctly assess the socio-economic situation and possible implementation of elements of innovation policy in practice, to solve a variety of increasing in scope, the quality and complexity of the tasks;
• - get acquainted with the peculiarities and problems of the integration of the national economy in the system of international economic relations;
• - get knowledge, allowing to evaluate the choice of innovation development strategy.
In the process of teaching are used as traditional methods of teaching (lectures, seminars), and methods, aimed at facilitating the exchange rate student, use the best world and Russian practice on the issues of innovative development of the States, territories, companies, etc.
Student discipline should be borne in mind that the full realization of the course is possible only in the case of regular attendance of lectures, where each topic will be considered in more detail, the study of literature, the list of which is given at the end of each topic. FOR this course the student must pass the intermediate certification (on completion of the subject), if this is omitted, (with good reason) to prepare and defend a written work, as well as pass the exam.
After the passage of the discipline the student should know:
· basic principles of innovation policy of the state, formation and functioning of innovative economy at the macro and micro levels
· the mechanisms of financing of innovation
· the infrastructure of the commercialization of technologies, methods of technology transfer
· the fundamentals of the state innovation policy of the experience in formation of national innovation systems
· methods of legal protection of innovations.
