International Film Festival of popular science and educational films “The World of Knowledge” 2009
REGULATIONS
1. The aims and tasks of the festival:
• Organization of the open creative competition of popular science, elucidative, educational and television films, created by television companies and film studios regardless of pattern of ownership;
• Encouragement of films and programs creation, revealing difficult and deep themes, for the renascence of the most effective maintenance means of people intellectual level and creative potential of our nation;
• Concentration of public attention round the problem of popular science films and telecasts artistry and imagery;
• Collaboration with Russian film studios and television and radio companies and also with CIS and other foreign countries; organization of experience exchange, creative process activation and professional level increase in the popular science films and telecasts production;
• Traditions consolidation of the international dialog between scientists and cinematographers for the decision of actual problems in the development of modern science, culture and new technologies.

4. Main prize of the festival
The official main prize of the film festival is a statuette «The Tree of Knowledge», porcelain composition, covered with gold and platinum (The author is the People’s Artist of Russia, L. S.Solodkov).
5. The terms and basic requirements
Audio visual works on tape with format of 35 mm with an optical phonogram, and also DVD and Betacam can take part in the programs of film festival.
The works, produced only in , take part in the creative competition of festival.
The time-study of competitive work must not exceed 60 minutes.
The films, created in foreign language, must have a translation printing text, simultaneous translation in Russian language or sub-titles.
Participation in the film festival supposes a right transfer for the translation of film fragments by Russian and foreign TV channels (10% from total film length, but no more than three minutes). The same rights are assumed for broadcasting in the Internet network.
Competitive showing
Competitive works are submitted until September,1 2008.
For participating in the film festival competition, it is necessary to present to the address of organizational Committee:
1. An application for participating in the competition, filled in on the proper form for every nominated competition participant. The application must be signed by one of the leaders of the representative organization. In the case of the program presentation by a private person, the application is notarized with a personal signature. The application for participation with the basic dates is a document for including of works in the list of competition participants.
2. Disk of DVD-R format or video cassette of Betacam format.
Every disk must have titles (company name, work name, issue date, time-study).
Films and programs with image or sound damage aren’t permitted to the competition.
3. A photo of the producer
4. All works, presented for competition participating, are included automatically in video collection and Festival Catalogue.
5. Accommodation and food services for competition participants are paid by festival organizers. Traveling expenses are paid by competition participants themselves.
6. Accommodation, food services and traveling expenses of Jury members are paid by festival organizers.
6. Out-of-competition showing
Out-of-competition and retrospective films (programs) will be demonstrated on festival working area. The festival organizational committee takes a decision to include telecasts and films in the Festival agenda and determines demonstration order.

The competition jury of the film festival is approved by the independent decision of the organizational committee:
Persons that take part in creation of films, presented to the competition, can not enter in the Jury staff.
8. Summation
The official main prize of the festival is «Tree of Knowledge».
The Grand Prix of the festival is awarded to the best competitive work which is rewarded with the festival official prize and jury diploma.
The works-laureates in each of nominations are rewarded with the official prizes and Jury diplomas.
The prizes are handed on the closing ceremony of the film festival «The World of Knowledge».
Reward ceremony of laureates and prizewinners of the Third International Film Festival of popular scientific films «The World of Knowledge» will take place in Saint Petersburg in October 24, 2008.
10. Financing of the Festival
The festival is conducted with the support of Federal agency on culture and cinematography for organizers and sponsors funds.
A sponsor acquires a right:
• To place information about himself or his company in the publicity rollers of film festival, in official records, presentations, press-conferences, press-releases and during all film festival activities;
• To place the company logotype in printed products and in television version of Film Festival Winners Reward;
• To hand a prize in nominations which are confirmed by the organizational committee, and also to speak in public a welcome word in the name of sponsors’ company during the Winner Reward Ceremony;
• To place exhibition stands on the working areas of the film festival;
• To participate as honored guests in all festival activities conducted within the framework of the film festival.
Services for other organizations and individual businessmen:
The application for an area for advertising and information location on the film festival territory, investing of advertising materials in the festival participant brief-case and other conditions are examined ad hoc by the festival direction.
