The article analyzes political activities by the Astrakhan Governor Artemiy Volynskiy in the Kalmyk Khanate in 1720s, his interaction with separate groups of Kalmyks’ clerical elite. The author comes to the conclusion that the Buddhist community, which played a significant role in the Khanate, is commencing to participate actively in regional political processes, thanks to Governor Volynskiy who evaluated its political potential.

ISSUE OF GOVERNING SEMI-NOMADIC NOGAI-KARAGASH PEOPLE

This article concerns the problem of governing semi-nomadic Nogai-Karagash people in Astrakhan Region in the late 18th – early 19th centuries. Special attention is paid to issues related to the settlement of the Nogai-Karagash people in the Krasny Yar District of Astrakhan Region in the late 18th century, as well as to the land property problem that arose later (in particular, in the respect of their relations with the Bukeev Kazakh Horde). The paper characterizes legal authorities and the judicial system of the Nogai-Karagash people. It also concerns an attempt to include the Nogai-Karagash people into the Astrakhan Cossack troops.

ECONOMIC ACTIVITIES OF LOWER VOLGA’S PETTY BOURGEOISIE

IN LATE 19TH – EARLY 20TH CENTURIES

Petty bourgeoisie was the Russian Empire’s main urban taxable estate. They had a legal right to purchase small handicraft workshops and to be engaged in small-scale trade. They were entitled to be occupied in crafts and to be employed. Petty bourgeoisie was entitled to obtain incomes from their houses and lands. The state permitted them to possess industrial enterprises (with a limited number of workers). They were engaged in handicrafts, in market gardening, and in agriculture. In the late 19th century, a complication of the urban economy infrastructure took place in the Lower Volga’s cities; yet, the cities preserved their traditional bases despite that. The estate status exerted a powerful impact upon the petty bourgeoisie’s everyday life. The petty bourgeoisie became the source to enlarge the number of bourgeoisie and workers.

The Russian government was interested in the rapid settlement of Southern Russia so as to increase their economic potential and economic development. The scales of migration depended on peculiar features of the social and economic development of the Lower Volga Region. The vast lands of Astrakhan and Saratov Provinces attracted a lot of immigrants; crafts were developing rapidly. The migration contributed to the development of manufacturing; it encouraged capitalist tendencies and stimulated the labour market development in this Region.

This article concerns the trilateral meeting of three countries (Russia, Azerbaijan and Armenia), which was held on October 27, 2010 in Astrakhan. The negotiations were related to the issue of the Nagorny Karabakh. The main aspect of the discussion was the status of the Republic of Nagorny Karabakh in the world policy, according to the fundamentals of the international law. The Russian Federation, jointly with the OSCE Minsk Group and with the International Committee of the Red Cross, has played an active role to resolve this problem. It is the seventh time that Dmitry Medvedev, President of Russia, has initiated such a meeting. On October 27, 2010, the Convention for Exchange of POWs & on Return of Soldiers’ Corpses was signed as a result of trilateral negotiations in Astrakhan. As the practice shows, the sense of trilateral meetings is to achieve some progress, but to return to the initial negotiating process, since the relations between Azerbaijan and Armenia have become worse.

The article concerns approaches to researching behavioural patterns of the Russian electorate. With the model by the American sociologist R. K. Merton as an example, it proves that both activity and passivity of the electorate should be regarded as various types of adaptation strategies. The article points out that some authors put too much emphasis on the so-called national peculiarities of Russian electorate, thereby ignoring the general principles that are typical for countries with a hierarchical social structure. In our view, the social structure and cultural norms should be regarded within the single context.

The article analyzes the poem “Julfikar” by the imaginist poet Alexander Kusikov (1896–1977). Its conclusion states that the basis of the cognitive propositional scheme of the poem is represented with the depiction of the lyrical character’s emotional turmoil, processes of his ideological and psychological self-consciousness, and his attempts to influence the reality to consolidate the humanistic basis of the Soviet Russia. The reference to the Quran traditions is one of ways to extend the concept and to enhance the text expressivity.

The normative legal base of the state policy concerning young people who participated in USSR’s industrial development is under consideration in this article. The paper analyzes the basic statutory acts, laws, and decisions of Communistic party and of the government in the sphere of labour relations and youth healthcare in 1950s and 1960s. Special attention is paid to new forms of young people’s participation in the industrial development, which were widely spread during that period, and to their peculiarities and meaning.
