Reasons for early resignation of Moscow’s mayor Mr. Yury Luzhkov are too simple to explain. This was declared by the President of the Russian Federation Mr. Dmitry Medvedev while visiting China fro three days.
According to the president RF, the reason of dismissal Moscow’s mayor on Tuesday is clearly described in the president’s decree. «I, the president of the Russian Federation, have lost confidence in Yury Mikhaylovich Luzhkov as Moscow’s mayor», - said Mr. Dmitry Medvedev.
Mr. Dmitry Medvedev stated that senior officials of the State can not work with the officials/ heads of the regions without trusting them. Mr. Dmitry Medvedev does not exclude that the same occasion, dismissal of Mr. Luzhkov, might happen again."This happened for the first time, but I do not exclude, that the same occasions might happen again. It depends on the concrete situation», - claimed the president of the Russian Federation.
Mr. D. Medvedev is sure that temporarily appointed acting mayor Mr. Vladimir Resin will cope with the task. "In compliance with the law, candidates will be carefully selected and presented to me, the president of the Russian Federation. And then, I will determine who will become an official mayor of Moscow», - resumed Mr. Dmitry Medvedev.

Putin has allocated an additional 4,6 billion rubles to support monotowns
4,6 billion rubles will be additionally allocated to support regions of the Russian Federation with monotowns (single industry towns), informed the Prime Minister of the Russian Federation Mr. Vladimir Putin.
"The government decree on allocation of 4,6 billion rubles to support monotowns of the Russian Federation has been signed by me», - said Mr. V. Putin during the session of government presidium on Thursday.
The deputy finance minister Mr. Anton Siluanov informed on September 16, 2010 that state authorities of Russia will allocate 5,6 billion rubles on invest projects to ten single industry towns: 4,6 billion rubles in the form of subsidies from the budget and about 1 billion rubles in the form of budget loans. At that time, according to Mr. Siluanov, all invest projects have been agreed, but the government decision about funds allocation has not been made yet.
The list of monotowns, which will be supported, includes Kamskie polyany (The Republic of Tatarstan), Naberezhnye Chelny (The Republic of Tatarstan), Pavlovo (Nizhny Novgorod oblast), Vyatskie polyany (Kirovo region), Prokopevsk (Kemerovo region), Sineluki (Voronezh region), Satka (Chelyabinsk region) and Pikalevo (Leningrad oblast).
The vice-prime minister of finance Mr. Alexey Kudrin informed that money will be directed to regions only after the session of government presidium.
"This type of support will be rendered to monotowns by specially selected projects on development and support of employment in these single industry towns.
Overall, 10 billion rubles is planned to allocate in support of monotowns in the form of subsidies from the budget, 10 billion rubles - the form of budget loans, another 2 billion rubles – funds for small business development in small towns and 5 billion rubles - in the line of Fund’s reformation of housing&communal services. Total amount of funds is about 27 billion rubles.

«Municipal services – a crazy niche for small business»
The director of the Department of the Ministry for economic development (MED Russia) spoke about ministry’s plans about SME development in future, current support activities, and he determined the most prospect and urgent directions of entrepreneurs’ work within OPORA RUSSIA during current stage.
The director of the Department on SME development of MED Russia Mr. Andrey Sharov participated in work of the V Congress of OPORA RUSSIA on September 21, 2010.
One of the key reports, presented by Mr. A. Sharov, was new government plans for small business development in municipalities, including those niches, which are considered to be less «approachable» for SME.
According to the director of the Department on SME development, «municipal» services – a crazy niche for small business».
According to Mr. A. Sharov, support to small business implies two directions in work. First one, is about stimulation of municipalities providing with kind of services on outsourcing for small business; second one, is administrative tracking of municipal’s actions on their readiness to support small business in this sphere. Respectively, if «the share of small companies, which are dealing with these services» is growing in municipality, - then it means to increase subsidy and support invest project». In case of opposite situation, reduction in funds, provided by the government on SME support in every municipality, is fair.
Mr. Andrey Sharov, commenting other raised issues by entrepreneurs, reminded about ambitious task to increase growth of small-sized companies’ sector in social sphere up to 6 times more.
The director of the Department on SME development drew special attention of SME community to its participation in the reform on technical regulation. Mr. A. Sharov announced several profile working groups as an example of groups operating in the interests of large-scale business community. «These working groups, - highlighted Mr. A. Sharov, - «carefully track each regulation, beat for every standard and strive for those regulations, where large business benefits». «It is important to establish the same working group as one of the key directions in OPORA RUSSIA. This is the key direction nowadays, where we can strive for our interests», - confidently concluded the director of the Department on SME development of MED Russia.

V. Putin awarded winners of «The best project of mobile business» contest
Awarding ceremony of «The best project of mobile business» contest was organized during the IX International investment forum «Sochi-2010» on September 17, 2010. General partner of a contest, organized jointly with OPORA RUSSIA, was Sberbank of Russia.
As a reminder, a contest was held from July 1 till August 15. The participants of particular event were entrepreneurs, and representatives of small and medium business. Awarding ceremony was leaded by the Prime Minister of the Russian Federation Mr. Vladimir V. Putin.
In the course of viewing mobile trailers, Mr. V. Putin was offered to taste production of one Contest winner – freshly baked croissant;it looked like the Prime Minister really liked it. Winners of «The best project of mobile business» contest, which was held from July 1 till August 15, are:

The Ural financial forum: «Financial opportunities of small and medium business. Course on development» will be held in Chelyabinsk on September 29, 2010.

The deputy governor of Tyumen oblast Mrs. Natalya Shevchik thinks that regional employment assistance program can become one of the most efficient in Russia, informs regional information policy department on Monday.
According to Mrs. N. Shevchik, 11 thousand Tyumen residents have become participants of the program.
At the same time she highlighted that the most efficient directions of program are professional studies for unemployed and «Self-employment».

100 million rubles will be allocated to support small business in Amuria
Among expected results – increase in the number of jobs.
Target program on SME development in Amuria for the period of has been approved. This was informed in the regional government today.
The program on SME development has been operating in Amuria for several years; although, it expires in 2010. In order to continue providing financial and consultancy assistance to entrepreneurs, the governor approved a long-term program for the next three years», - said the officials of the regional government.
The program was developed by the ministry of foreign affairs, labor and consumer market of the region. More than 21 million rubles will be allocated in the year of 2011. 29,2 million rubles will be allocated to fund all events in region in the year of 2012 and this amount will be increased by almost 1 million rubles in the year of 2013. «Overall, 100 million rubles will be allocated to support Amuria’s entrepreneurship on behalf of the three-year program objectives», - informed the officials of the regional government.
Among the expected outcomes of the program’s implementation – increase in the number of enterprises, jobs for Amuria residents and tax income in budgets of all levels. Also, the share of production should grow, manufactured by small enterprises. It will be about 10,6% in the total gross of regional product by the year of 2013.

Small and medium business allocates 200 million rubles on social development of Sverdlovsk oblast
Small and medium business will allocate 200 million rubles on social development of Sverdlovsk region during the period of . This amount includes public health (40 million rubles), education (30 million rubles), physical education and sport (15 million rubles). More than 100 million rubles is planned to allocate on charitable activities. This was told to the correspondent of IA REGNUM by non-profit partnership «Small and medium business Union».
An agreement on socio-economic cooperation between non-profit partnership «Small and medium business Union» and government of Sverdlovsk oblast was signed on September, 2010. The head of Sverdlovsk oblast government Mr. Anatoly Gredin highlighted that contribution of small and medium business in social, cultural and economic development of Sverdlovsk oblast should not be underestimated. According to him, an agreement includes concrete objectives, which are supported by small and medium business.
More than 700 thousand people are occupied in small and medium business nowadays; and turnover of this sector in economy of Sverdlovsk oblast is about 30%. Sverdlovsk oblast took the sixth place out of 83 regions on level of SME development in the year of 2009.

The Ministry for economic development (MED Russia) with administration of Tomsk oblast plan to finance more than 50 small innovative enterprises in Tomsk oblast on the total sum of 25 million rubles, including an additional 5 million rubles for regional needs.
"Contest winners may be eligible for subsidies from regional budget amounting to 500 thousand rubles this year», - the committee on science and innovative policy of investment Department in Tomsk oblast informed «Interfax-Siberia».
Financing innovative entrepreneurship is implemented within contest, organized by MED Russia in the year of 2010. Business-incubator for small business will appear in Novosibirsk
Business-incubator for support of small, newly-established enterprises and start-up entrepreneurs will be opened in Novosibirsk is said in the report of city centre on entrepreneurship development.
Business-incubator will include 315,2 sq. m. of industrial warehouses and 385,8 sq. m. of business premises, including conference rooms, lecture halls and study rooms.
"70 job spots are planned to be open on the basis of business-incubator», - is said in the report.
Small enterprises are the residents of business-incubator. They will be able to lease areas on preferential terms: 40% of total lease amount will be paid during the first year, 60% - during the second year and 80% - during the third year. Besides that, entrepreneurs will get a free access to consulting, legal, accounting and other services.
More than 56 thousand legal persons – SME entities and 42 thousand individual entrepreneurs have been already registered in Novosibirsk by January 1, 2010.
