The Objective of the Conference

On the 12th of April 2001 the 40th anniversary of the first manned flight will be celebrated. The flight of Y. A. Gagarin heralded the era of practical space exploration and gave a powerful impulse to the technological progress, development of modern technologies and fundamental and applied sciences. Over the 40 years of manned flights, cosmonautics has traveled an impressive way from the first spacecraft "Vostok" through the space multi-seaters "Voskhod", "Gemini", "Soyouz", through the permanent orbital stations "Salut", "Skylab" and "Mir", the reusable spacecraft "Shuttle" and "Buran" to the development of the international space station.

Peaceful exploration of space opens new horizons in the studies of the Universe while offering new possibilities for improving living standards on the Earth and the use of space resources to benefit mankind. In this context a possible militarization of space and its transformation into a sphere of armed confrontation cause serious concern.

In his intervention at the Millenium Summit at the United Nations Headquarters in New York in September 2000, President of the Russian Federation V. V. Putin proposed to convene under the auspices of the UN an international conference on prevention of space militarization to mark the 40th anniversary of the first manned flight. The conference is to pursue a twofold objective, that is, to discuss both the prevention of space militarization and peaceful uses of space.

Invitations to the Conference have been sent to the representatives of national space agencies, ministries of foreign affairs and defense, academies of sciences, research centers and firms, international and non-governmental organizations majoring in space exploration, universities, training centers, commercial organizations, insurance companies and banks as well as to the cosmonauts and astronauts.

Organizers

The organizers of the Conference are the Ministry of Foreign Affairs of the Russian Federation, Russian Aviation and Space Agency and Tsiolkovsky Russian Academy of Cosmonautics with the participation of the Ministry of Defense of the Russian Federation, Ministry of Industry, Science and Technologies of the Russian Federation, Ministry of Education of the Russian Federation, Russian Academy of Sciences, Federation of Cosmonautics of Russia, International Astronautical Federation, International Academy of Astronautics.

Venue

The venue of the Conference is 150, Prospect Mira, Cosmos Hotel ("VDNKH" metro station).

Registration

Participants in the Conference will be registered at the Cosmos Hotel on April 10, 2001, between 3.00 p. m. and 6 p. m., April 11 and 12, 2001, between 9.00 a. m. and 4.00 p. m., April 13, 2001, between 9.00 a. m. and 2.30 p. m.

Working Languages

Russian and English are the working languages of the Conference.

Technical Support

During panel and round table meetings, speakers can use a projector (for A4 transparent films). Slides are not encouraged.

Accommodation

The Organizing Committee recommends the conference participants to stay at the Cosmos Hotel situated at 150, Prospect Mira ("VDNKH" metro station).

The results of the Conference are planned to be reflected in the final communiqué which will contain the problems discussed and an appeal to the international community, the United Nations and other international organizations.
