International Ethnic Festival “Music and Crafts of Siberia”

1.  General Provisions

1.1.  International ethnic festival “Music and Crafts of Siberia” (hereinafter – the Festival) is to be held on July, 11 – 15, 2012 in Shushenskoye, a village in Krasnoyarsk region.

1.2.  The founders of the Festival are the Ministry of culture of Krasnoyarsk region, the Administration of Shushensky district of Krasnoyarsk region (hereinafter – the Founders).

1.3.  The Festival is supported by the Ministry of culture of Russian Federation.

1.4.  The Festival is organized by “The State Center of Arts and Crafts of Krasnoyarsk region”, “The Center of International and Regional Cultural Relations”, The Department of culture, youth policy, physical culture and sports of the Administration of Shushensky district (hereinafter – the Moderators).

1.5.  The partners of the Festival are “The Krasnoyarsk kinograph”, “Krasnoyarsk Cultural Historical Museum Complex”, “The Historical and Ethnographic Museum-reserve “Shushenskoye” (hereinafter – the Partners).

2.  Festival Aims and Objectives

2.1. Aims of the Festival are:

To preserve non-material cultural heritage of Russia

To preserve, promote and develop Siberian ethnical cultures

To develop Russian industry of music

To perform outreach activities, to culturalize people at large and introduce the cultural diversity

to them

2.2. Objectives of the Festival are: international exchange of experience, advancing the qualification

of creative groups, support of new ethnic music performers, development and strengthening

international cultural cooperation.

3. Festival organization

3.1. Organizing Committee is established by the Founders to prepare and hold the Festival and consists of the Founders’ representatives, the representatives of the Promoters and the Partners.

3.2. Organizing Committee is established to: appoint an art director, confirm a program of the

Festival, establish working groups, appoint production team, to determine members of the Council of Experts of the Festival (hereinafter – the Council of Experts), to invite honorary guests, to determine the judges of the Festival contests (hereinafter – the Jury).

3.3. In order to implement the Festival Aims and Objectives, the Organizing Committee determines and includes in its body the Art Director of the Festival.

3.4. Working groups implement the decisions of the Organizing Committee and the Art Director,

cover the process of preparation and execution of the Festival. Organizing Committee assigns

working groups and coordinates their interactions during the preparation period and during the Festival.

3.5. The Art Director of the Festival, taking into account the opinion of the Council of Experts, determines the artistic content of the Festival, elaborates its program, including the content of concert programs, workshops, the list of participants, the issues to be discussed at open discussions within the Festival, as well as the topics of public lectures, round tables and other events which are held within the Festival.

3.6. The Council of Experts can include Russian and foreign specialists in the area of music, representatives of mass media and music producers. The Council of Experts performs independent assessment of the level of preparation of the Festival as well as the level of its execution and its qualitative composition.

3.7. The Jury determines the nominees, winners and the Festival Grand Prix winner (ethnic-musical “MIRA” Award (hereinafter – the Award) from the number of creative groups and soloists, who has applied to participate in the contests within the framework of the Festival.

3.8. The Jury can include musicians, specialists in art, culture, folklore, ethnography of Russia as well as near - and far-abroad countries. University professors, who teach folklore, the heads of creative groups and representatives of music community, can be chosen as members of the Council of Experts and the Jury.

4. The Procedure of the Festival

4.1. The Festival is to be held in three steps:

1st step: March 28 – May 10, 2012 (correspondence step, preparatory) is to be held in Krasnoyarsk. The 1st step includes receiving applications, competitive and presentation materials from participants; receiving applications from participants for participation in the Festival contests (hereinafter - the Contestants); receiving applications from participants for participation in other Festival events (hereinafter – the Participants). It also includes invitation of Russian and foreign masters of ethnic music (hereinafter – the Honorary guests).

2nd step: May 11 – 24, 2012 (correspondence selective step) is to be held in Krasnoyarsk. This step includes the Jury meetings to examine competitive and presentation materials of the Contestants in order to determine the nominees of the Award (hereinafter – the Nominees).

The results of the selective step and the list of the Nominees will be announced not later than 28th of May, 2012.

The decision of the Jury will be available at the websites www. ***** and www. *****.

Official invitation to the Nominees will be sent not later than 2nd of June, 2012.

Winners of the contests and the winner of the Award will be determined by the members of the Jury after examining competitive performances of the Nominees at the main stage of the Festival directly in the period of executing of the Festival’s 3rd step.

3rd step: July 11 – 15, July 2012 is to be held in the village Shushenskoye of Krasnoyarsk region. Arrival and registration of the Nominees, workshops, master-classes, technical rehearsals and “evenings with..” events for the Nominees and the Participants, the Festival opening ceremony; the Jury’s examination of the competitive performances according to special schedule to determine the winners and the winner of the Award; performances of the Honorary guests and the Nominees at the main and small stages of the Festival; performances of the Participants at the small stages of the Festival; round table with the Honorary guests, the Nominees, the Participants and the Promoters; night ethnic shows, ceremonies, performances for children, publicity and education events for the audience, the Nominees and the Participants; ethnic movies at the open air; trade exhibition “The City of crafts”; ethic installations, art-tents, public lectures, the Festival grand finale.

4.2. The order of rehearsals and performance, the number and duration of concert events during the 3rd step of the festival are determined by the Organizing Committee according to the confirmed program of the Festival.

5. Terms of participation

5.1. Each professional or amateur artistic company or individual performer of ethnic music regardless their departmental affiliation interested in participating in the Festival is encouraged to apply to the State Center of Arts and Crafts. Age and number of participants are unlimited.

5.2. The Contestant must provide the following to the State Center of Arts and Crafts (contact information is included in 5.5. of present Provisions):

standard application form (enclosed). The Contestant must provide contact information. This information is necessary for the Promoters and the Contestants to communicate and will be not published without agreement provided by the Contestant;

competitive and presentation materials: video - and audio-records on CD, posters, photographs, promotional leaflets or any other publication materials – in two copies (in electronic and hard copies).

5.3. Requirements to competitive material:

Competitive material should be provided on videotape, DVD or in the format of MP3 and should contain a recording of the performance which lasts not longer than 20 minutes uninterruptedly (it should be confirmed by the digital timer). Any editing, sound or image application is prohibited.

Live vocal or instrumental performance at the Festival is an obligatory requirement of participation. Usage of “minus 1” type of phonogram as a background music is allowed.

5.4. Receiving of application forms, competitive and presentation materials is conducted through mail, fax or e-mail until 10th of May, 2012. Application forms, received after the deadline, will not be considered.

5.6. The order of rehearsals and performances, the number and duration of concert events in the period of the 3rd step of the Festival is determined by the working (production) group according to the confirmed program of the Festival and will be discussed with the Nominees not later than June 18th, 2012. Time limit for the Nominees at the main stage of the Festival: for the soloists – 10-15 minutes, for groups – 15-20 minutes. Time-limit for small stages will be discussed individually with each nominee and participant not later than June 18th, 2012.

5.7. The Participants of the Festival have to provide to the State Center of Arts and Crafts (contact information is in the 5.5. of present Provisions) a standard application form (enc. 2 to present Provisions) not later than May 10th, 2012. Application form will be considered by the Promoters. In case of approval the State Center of Arts and Crafts will send an official invitation to the participants not later than June 11, 2012. Being invited as the Participants of the Festival, creative groups and soloists can take part in program performances of the 3rd step of the Festival (performances at small stages and participation in a trade exhibition “The city of crafts”, master-classes, ceremonies etc.).

5.8. Order of rehearsals and performances, their number and duration are determined by the art director of the Festival according to the confirmed program. It will be announced to the participants of the Festival not later than June 18th, 2012.

5.9. There is no any fee for registration of participation in the Festival.

6. Terms of assessment of competitive materials of the Contestants

6.1. Selection of competitive material is conducted according following categories:

6.2. In each nomination of each age category, mentioned in 6.1. of present Provisions, the Jury can choose not more than 3 companies-nominees or 3 soloists-nominees. Only 1 winner of the festival will be chosen from all nominees in each nomination. From all winners of the Festival only one will be chosen to win the Award.

6.3. Terms of assessment of the competitive material:

distinctive character and uniqueness of the artistic material

program/ ethnographic authenticity of the material

costumes and attributes

Special nominations: for “Fidelity to traditions”, “The Legend of ethnic music”, “The Hope of the Festival” and for “The Best accompaniment”.

6.4. During the closed meeting the Jury will assess the performances of the Contestants by simple voting through assessment lists with the maximum of 5 point for each term. The decision of the Jury will be issues in the form of protocol which is considered to be non-public information and can’t be appealed. The Jury has a right not to name the Nominee or the Winner in any nomination.

6.5. All the Participants of the Festival will be awarded with diplomas of the Participants and souvenirs.

6.6. All the Contestants of the Festival will be awarded with diplomas of the Contestants and souvenirs.

6.7. The Nominees will be awarded with diplomas of the Nominees, 20 000 rubles bonuses and souvenirs.

6.8. The Winners will be awarded with diplomas of the Winners, 40 000 rubles bonuses and souvenirs.

6.9. The Winner of the Grand Prix Award will be awarded with the diploma of the Grand Prix Winner, 200 000 bonus and a figure of the Ethnic Music Festival “Music and Crafts of Siberia” winner.

6.10. Additional awards and nominations can be established by the Jury, independent structures and organizations, the Sponsors and audience after the discussion with the Promoters. According to the protocol some creative groups and soloists can be chosen from the number of winners, nominees and the winner of Grand Prix for special bonuses and awards.

6.11. Money transfer to companies-nominees, companies-winners and company-winner of the Grand Prix is conducted through operating account of the legal body. Money transfer to soloists-nominees, soloists-winners and soloist-winner of the Grand Prix is conducted through operating account of the legal body or through his/her personal bank account.

7. Financing of the Festival

7.1. The Festival is financed from the budget of the Ministry of culture of Krasnoyarsk region, the Administration of Shushenskoye district of Krasnoyarsk region and the Ministry of culture of Russian Federation. It is possible to attract sponsorship funds, donations and target payments for the organization and holding of the Festival by transferring money to the account of the Regional State Budget Institution of Culture "The State Center of Arts and Crafts".

7.2. The organizers guarantee to cover meals (triple) and accommodation for nominees, including groups (not more than 12) during the third stage of the Festival (from 12 p. m. July 11, 2012 till 12p. m. July 16, 2012).

7.3 The expenses related to traveling of nominees to the Festival location and back are to be covered by the Participants’ country.

7.4. The expenses related to traveling to the Festival location and back, meals and accommodation for juries, the Council of Experts, the Organizing Committee, groups of workers, Honorary guests are to be covered by organizers.

7.5 The expenses related to traveling to the Festival location and back, meals and accommodation for the Participants of the Festival are to be covered by the Participants’ country or the Participants themselves.

8. Final Provisions

8.1. All materials received or recorded by the Promoters during the Festival (photos, audio and video), are considered to be the property of the Promoters of the Festival - the State Center of Arts and Crafts. Their use for the purpose of the Festival and advertising does not require additional concurrence with the guests and participants of the Festival.

8.3. The Organizing Committee reserves the right to reproduce, distribute video and audio recordings made ​​during the Festival, to hire them and use these recordings in the publication of albums, brochures, production of audio and video discs without payment of royalties to nominees, honorary guests and participants of the Festival.
