The V International Boys and Youth Choral Festival “Enchanting Boys’ Voices”,
dedicated to the Year of Music and the 85th anniversary of
Moscow Region

1. GOALS AND OBJECTIVES OF THE FESTIVAL
1.1. The V International Boys and Youth Choral Festival “Enchanting Boys’ Voices” is intended to:
· revive, develop and support the Russian national tradition of male choral singing, to preserve and promote the traditions of the Russian sacred, classical and folk music, and to improve the performance skills of choirs;
· unify creative forces in order to highlight the work of boys choirs;
· promote patriotic and aesthetic education of children and youth, to develop their creative abilities, and to effectively and beautifully organize the quality time of the Russian young people;
· generally promote choral music, to attract attention of more and more audiences and raise people’s cultural level;
· develop and strengthen professional creative links between choirs;
· support cultural relations between the cities of the Russian Federation;
· develop and strengthen international cooperation in the sphere of choral singing.

5. TIME AND PLACE OF THE FESTIVAL
The festival will take place from 15 to 18 May 2014 in “Choral school for boys “Dubna”.

May 15 (Thursday) – Arrival.
May 16 (Friday) – Opening ceremony, solo performances.
May 17 (Saturday) – Solo performances in concert halls of the city.
May 18 (Sunday) – Solo performances. Closing ceremony of the festival.
Gala concert.
May 19 (Monday) – Departure of the participants
6. CONDITIONS OF THE FESTIVAL
6.1 The participation is open for academic school choirs, vocal ensembles, orthodox choirs of Moscow region, Russian and foreign groups.
6.2 The check-in registration, and accommodation of the participants will take place on the 15th of May, in the “Choral school for boys “Dubna”.
7. AWARDING OF THE PARTICIPANTS
7.1 The choirs-participants will be awarded with diplomas and festival souvenirs.
Memorable gifts will be given to the honored guests and Dubna creative teams taking part in the Festival.
7.2 Teachers and accompanists taking part in all the events of the Festival (including a “round table” sessions devoted to vocal and choral training of the boys during their voice break-up period and after, professional counseling and master-classes) are awarded with the certificate of professional development.
8. TERMS OF PAYMENT
8.1. In order to participate in the Festival all the delegates should pay a registration fee in the amount of 12,000 rubles per team.
The full 100% payment of the Fee that will be used for the organization of the Festival, is to be made one month before the start of the event.
8.2. In case transferring the registration fee is paid by money order through the bank, the participants are kindly requested to send to the organizing committee of the Festival a registration form with the requisites of their educational institutions. During check-in registration the participants will get a copy of the bank’s payment order or a payment receipt.
8.3. The registration fee is subject to be returned (except banking charges) in case the participant notifies the Organizing Committee of their not coming to the Festival.
8.4. The Organizing Committee provides the participants with the original payment check, invoice, the List of Services or the stub of the pay-in voucher in case payment is made in cash.
8.5. There may be used other financial sources under the laws of the Russian Federation.
8.6. The amount of the Festival registration fee may be changed before January 01. All the amendments shall be made up in the form of the Appendix to the Regulations of The V International Boys and Youth Choral Festival “Enchanting Boys’ Voices” and further sent to all the participants of the Festival.
8.7. Travel expenses, accommodation and meals for participants and accompanying persons are understood to be at the expense of the delegates’ home institutions or at the expense of the participants of the Festival themselves.

10. INFORMATION FOR THE PARTICIPANTS OF THE FESTIVAL
10.1. Travelling expenses of the teams participating in the Festival as well as of the accompanying adults to the venue of the Festival are understood to be paid by their home institutions.
10.2. Accommodation and meals:
– Boys and youth under 18 years are provided with meals at the expense of the Festival hosts;
– Accommodation and meals for the adult and youth participants over 18 years are provided in a hostel or a hotel at the expense of their home institutions (overnight rates are from 500 to 1000 rubles per person).
You are welcome to specify your preferences in the application forms or send them by fax.
10.3. Transportation costs throughout the city for foreign and non-resident participants of the Festival are covered by the Festival Organizing Committee.
