After speeches and discussions of information and proposals on overview of Implementation Plan of the Council for 2006, as well as priorities in preparation of Implementation Plan of the Council for 2007 foreseeing procedures of application of international and foreign standards in oil and gas sector of Russia, development of concept of technical regulation system in oil and gas industry, the representatives of the organizations-members of the Interindustry Council on standardization in oil and gas sector have resolved as follows :

To approve as a whole the fulfilled work on Implementation Plan for 2006 and control of execution of decisions adopted by the 2nd Meeting of the Council, and also the outset of implementation of the Resolution of International Conference “International standardization: Road to increase economic efficiency of enterprises of oil and gas sector” as of September 13, 2006 in Khanty-Mansiysk. To take into account in Implementation Plan of the Council for 2007 those proposals which were directed to improvement of activities under certain items of Implementation Plan for 2006. According to item 3.1 of Implementation Plan of the Council for 2006 the Working group on preparation of Provisions on working bodies of the Council and procedures of adoption of decisions (Head of the Working group – N. N. Volkova) shall introduce into the text of the Provisions regulations as to forming of the Council Presidium and its responsibilities. To analyze a new edition of the Council Provisions at the meeting with participation of the Council stakeholders. To revise “Provisions on working bodies and procedures of adoption of decisions” in accordance with the results of this meeting. . To schedule preparation of “Code of Honor” of the Council for 2007.

6.  To approve as a whole proposal of RG8 CEN/TC 12 with regard to pilot Joint Industrial Project (JIP) on harmonization of standards in accordance with item 4.3 of Implementation Plan of the Council for 2006.

7.  In accordance with items 5.1-5.3 of Implementation Plan of the Council for 2006 to commit VNIINMASH (V. M. Samkov) to prepare proposals as to perspective standardization program in oil and gas sector for based on proposals which were received from companies and oil and gas organizations with regard to harmonization of national and analogous international and regional standards and development of national and branch standards in oil and gas sector. To consider these proposals at the meeting of the Working group on international cooperation in the field of standardization (Head of the Working Group – S. V. Pugachev) and also at the Meeting of the Council Presidium.

8.  In accordance with item 6 of Implementation Plan of the Council for 2006 to approve activities of the Working group on information support (Head of the Working group - G. G. Kashleva) with regard to publications of the Council activities in mass media, preparation and holding of the annual Council conference in Khanty-Mansiysk as of September 12-13, 2006 in cooperation with the Russian National Committee of World Petroleum Council, RSPP, JSC “NK “Rosneft” and the Government of autonomous region Khanty-Mansiysk - Yugra.

9.  To consider concept of information support for the Council activities at the Meeting of the Council Presidium.

In accordance with item 7 of Implementation Plan of the Council for 2006 to approve and support activities of the Working group on international cooperation in the field of standardization (Head of the Working group – S. V. Pugachev), as well as activities of members of the Council – representatives of foreign companies and organizations, focused on development of cooperation with international, regional and national standards bodies represented in the Council and establishment of new cooperation with other Technical Committees in ISO, CEN, CIS countries and others operating in oil and gas sector. To approve proposal of the Council members from the Kazakhstan Republic to establish the Interstate Council on standardization in oil and gas sector. The governing body of the Council shall consider possibilities and methods of implementation of this proposal and send the Council delegation to participate in the International conference “Technical regulation – advancing oil and gas sector to international level” to be hold November 29, 2006 in Astana. To approve proposal to hold annual conferences of the Council on issues concerning problems of standardization in oil and gas sector in turn by the leading oil and gas companies-members of the Council. To hold conference in 2007 with assistance of “Gazprom” in one of the places of its main activity. The date and place of the conference shall be agreed before the 4th Meeting of the Council. To keep under control of the Council revisions and implementation of GOST R 8. “State system of uniformity of measurements. Measurement of extracted oil and petroleum gas. General methods and technical requirements”. To accept as basis priorities discussed at this Meeting subject to implementation of annual Resolution of the Council conference in Khanty-Mansijsk September 12-13, 2006. To propose Rostechregulirovanie in cooperation with Interindustry Council on standardization in oil and gas sector to carry out scientific and research works investigating domestic and foreign practice of application of international, regional and foreign standards. To recommend Rostechregulirovanie in cooperation with Interindustry Council on standardization in oil and gas sector and Technical Committees on standardization (item 16) to prepare suggestions on improvement of technical legislation of RF based on the outcomes of scientific and research works as well as regulations and recommendations on development of national standards of RF taking into account experience of the National Institute of oil and gas. To propose Rostechregulirovanie to prepare and send for consideration to the Ministry of Industry and Energy of RF a draft of amendments to the Federal Law “ On technical regulation” (184-FL) prescribing procedures of application of international, regional and foreign standards in the territory of RF. To address the Ministry of Industry and Energy and Rostechregulirovanie to submit to RF government proposal on enforcement practices and monitoring of requirements of item 2, Article 7 of the Federal Law “ On production sharing” (225-FL) with regard to application of international, regional and foreign standards within JIP frameworks. To recommend the authorized federal bodies of executive power (Ministry of Emergency Situations, Ministry of Natural Resources, Rostechnadzor, Rostechregulirovanie, Rosstroy) to monitor execution of the established procedures for application of international, regional and foreign standards by legal entities and individual entrepreneurs when performing state inspection and control, licensing, state expertise of investment projects and design documentation for construction and reconstruction of oil and gas enterprises. To propose to the Ministry of Natural Resources of Russia to submit to Interindustry Council in oil and gas sector suggestions under which separate oil fields or licensed sites will be acknowledged as “launch sites” for each oil or gas producing province of Russia (as formulated by V. I.Karasev). To organize cooperation with the Council on competitiveness and entrepreneurship at RF government on issues concerning national standardization system and its effect on competitiveness of the Russian industry. To oblige Interindustry Council on standardization in oil and gas sector at symposia, conferences, seminars and other events to activate popularization directed on increase of role and scope of application of national standards for support and promotion of domestic producers and development of fair competition. To take note of information of the Department of fuel and energy committee of the Ministry of Industry and Energy of RF about development of concept of technical regulation in oil and gas industry. To hold the 4th Meeting of the Council in the first quarter of 2007. The agenda of the Meeting should include: “National and interdepartmental normative documents in design of projects of oil and gas production”. To charge the governing body of the Council with preparation of the agenda of the 4th Meeting.
