FESTIVAL REGULATIONS
on VII annual open international festival of multimedia art
«Multimatograf»
1. Aim and objectives of the Festival
1.1. Aim: to stimulate forming the active creative, life and civil position of young people through their independent creating with the help of multimedia technologies.
1.2. Objectives:
· to reveal the best works in the field of multimedia technologies;
· to give the creators an opportunity to bring their works to the public and professionals, compare the quality, artistic and professional level of their colleagues in the field of multimedia technologies and therefore develop their moral, creative and professional potential;
· to discover and develop interest of young people to multimedia technologies, advocate multimedia technologies as a way of self-realization and social adaptation of young people;
· to stimulate the consumers of multimedia technologies to use licensed products (including software);
· to build and develop community of gifted young people, who use multimedia technologies;
· to create conditions for young people from the provinces to pursue a higher professional level;
· to strengthen the cultural ties between the regions of Russia and between Russia and other countries;
· to assist in community development in Vologda city and Vologda region;
· to promote Russian language and culture on the international level;
· to promote voluntary service.
2. Founders of the Festival
2.1. The founder of the festival and the rightholder of the trade mark is non-profit partnership «Multimatograf».
3. Organizers of the Festival
3.1. The organizer of the Festival is non-profit partnership “Multimatograf”, Budgetary agency of Vologda oblast youth policy “Sodruzhestvo”.
3.2. The work connected with the preparation and conduction of the Festival is exercised by the organizing committee of the Festival, which is formed of a number of founders, organizers of the Festival, invited specialists and volunteers.
4. Participants
4.1. Both physical persons aged from 16 and juridical persons (artistic groups) may participate in the Festival.
4.2. Persons under 16 with the permission of the organizers may be allowed to participate in the out-of-competition program.
4.3. The participant of the festival is the author, who successfully registered their Private office on the website (www. *****/competitors), downloaded the link to the work, presented all the necessary data and passed the preselection procedure.
4.4. Representatives of the founders, organizers, organizing committee members may be allowed to participate in the Festival in the out-of-competition program.
4.5. Special attention is paid to Vologda Oblast.
5. Organization and content of the Festival
5.1. The Festival is realized in two phases: preparation phase and final phase.
5.2. The preparation phase of the Festival is held in Vologda City from the moment of signing thes Regulations until April 8, 2012 inclusive.
5.3. The preparation phase consists of receiving the works and procedure of preselecting the works.
5.4. One can become a participant, having created a Private office on the festival website (www. *****/competitors). The registration procedure is accompanied by the detailed instructions.
5.5. All the questions, concerning participation can be sent to *****@***ru.
The very work may be also handed over:
· by mail or personally: Prechistenskaya Embankment, (for NP «Multimatograf»), Vologda, Russia, 160000;
· as attached with an e-mail (not exceeding 20 mb);
· via any file exchange service.
5.5. Information about received works is placed on the official website of the Festival www. *****.
5.6. The preselecting procedure of the works is conducted by the organizers in accordance with the Festival rules and requirements to the works (provision 7 of the present Regulations). The organizers have the right not to comment upon their decisions.
5.7. The works are accepted until April 8, 2012 incl. (April 8, 2012 is the deadline for accepting the works by the organizing committee). The works, submitted after the deadline, are not guaranteed to take part in the competition program.
5.8. The final phase of the Festival is held in Vologda on April 28-30, 2012.
5.9. The final phase of the Festival may include the following activities: gala-concert, seminars, master classes, exhibitions, entertaining and other activities. It will be possible to get acquainted with the program of the final part of the Festival since April 8, 2012 on www. *****.
5.10. The Festival program is formed of the following nominations: “Cartoon”, “Music video”, “Video art”, “Short film”, “Wild”:
· Cartoon
Animation film, realized in any technique: plasticine, stop motion, Flash, 3D-animation etc.
Max duration: 7 min.
· Music video
Videos on author piece of music or created on the basis of agreement with a right holder.
Max duration: acutally no limit, but in reasonable terms.
· Video-art
Audiovisual piece, not obligatory with a plot line. Only the works which can be displayed on one screen with one projector, and all-sufficient without any accompaniment out of the screen are accepted to the competition programme. Installations, VJing and other forms are welcome in the out-of-competition program and to come to the festival as guests.
Max duration: 7 min.
· Short film
Documentary or feature film, created with the use of photo/video/film shooting.
Max duration: 15 min.
· Wild
“A row of shots”, which is hard to refer to any festival nomination.
Max duration: 7 min.
5.11. The participant identifies the nomination of his/her work that is sent to the Festival by him/herself. The organizers have the right to transfer the work into a different nomination with the author’s consent.
5.12. The participant may send maximum 4 (four) works to the festival, maximum 2 (two) works in one nominations.
6. Festival rules
6.1. The fact of submitting the work to the Festival implies, that the participant fully agrees with these Regulations and the public offer agreement (the Festival regulations and Agreement are published on the festival website).
6.2. The organizers are entitled to use the materials of the received works (the whole work, separate shots, episodes, characters, voices, etc.) on the non-exclusive rights gratuitously for the Festival purposes without preliminary consent of the participant (sending party).
6.3. The responsibility for infringing the copy - and related rights is exclusively on the sending party. The copy - and related rights are understood as the rights, falling under the definition of the existing legislation of the Russian Federation.
6.4. The work must comply with the requirements to the work (paragraph 7).
7. Requirements to the work
7.1. The works, submitted to the competition program, must be of constructive and life-asserting character.
7.2. The works must be in Russian, in other cases dubbing, subtitling or any other way of adaptation to Russian speaking audience is obligatory.
7.3. The work must have a title, if the title is in the national language, the translation into the Russian language must be presented.
7.4. Together with the work the following must be presented:
· completed application form (in the Private office on the festival website);
· screenshot, illustrating the work with resolution of 800х600 pxl (in the Private office, in the section “Downloads”);
7.5. Technical requirements to the work. The works are accepted:
· in video format DV (Microsoft, QuickTime) in caddies. avi, .mov, .dv or MPEG-2 (program stream) with resolution of 720X576, 25 fps, progressive. Since the works will be shownin HD progressive, you'd better send the works in HD format in H.264 (.mov. avi) codec with high bit rate. SD format in DV(.mov. avi. mp4) codec;
· through file exchange services in the Internet the works are accepted, previously compressed in Rar archiver (Compression - Maximum) with applied information for decompression.
7.6. The materials submitted to the competition must not contain:
§ addresses and phone numbers;
§ sponsor information;
§ names of political figures and leaders;
§ names of religious Teachers and movements, including religious symbols (except artistic works and actions, that take place in relevant cult institutions), integral religious texts (prayers), psalms and rituals;
§ names and mentioning (logos, brands) of product advertising, including social advertising;
§ any mentioning of political parties;
§ political mottos;
§ expressions which contain anti-state and anti-constitutional meaning;
§ images of all kinds of swastika;
§ violence, discrimination, vandalism, blood that reflect physical sufferings of people and animals;
§ texts, scenes, sound effects that point to violence, and also any form of displaying the feeling of fear or stress;
§ pornography;
§ information that in any form humiliates the dignity of the human being or any particular national group of people, that bear any form of protest, critic or negative perception of human society or nature.
7.7. All the works submitted to the festival must not contradict the existing legislation of the Russian Federation.
7.8. In case the mentioned above requirements are not followed, or the image and/or sound is of inadmissibly bad quality, the organizing committee has the right not to consider the work.
8. Summing up the results and choosing the winners
8.1. For evaluation the works, accepted to the Festival, the organizing committee forms a jury from the experts on the presented nominations.
8.2. The works are evaluated by the jury in the framework of nominations.
8.3. If the number of works does not exceed two, the winner does not get chosen, and the presented works get transferred to the nomination «Wild».
8.4. Criteria of evaluation the works:
· vividness of artistic images;
· correspondence between the artistic form and idea;
· degree of perceptiveness.
8.5. In every nomination the jury chooses not more than one winner.
8.6. The founders, organizers, jury, partners of the Festival are entitled to establish their own prizes for the winners and participants of the Festival.
8.7. The jury has the right not to award the prize. In this case it gets returned to the founder or with the founder’s consent remains at the disposal of the organizers.
8.8. The jury has the right not to comment upon their decision.
9. Financial terms
9.1. The financing of the festival is exercised at the expense of the funds of the founders and partners (bodies of state and local authority, commercial corporations), private donations.
9.2. The costs, connected with sending the works, travels, board and lodging of the participants are exercised at the expense of the sending party, unless the opposite is agreed with the organizing committee of the Festival.
10. Final provisions
10.1. All matters, including those that are not reflected in these Regulations, are settled reasoning from the existing situation and in accordance with the existing RF legislation.
