Large Investment Projects of Altai Krai

The program “Complex development of Altay Priobje” for years and for the period till 2025, elaborated according to the conception and technical and economic grounds, stipulates the realization of 89 investment projects within the framework of four interconnected clusters (agro industrial, biopharmaceutical, tourist-recreational and fuel and energy cluster). Total cost of investments counts to 590,7 billion rubles, 40% of which is federal budget directed at the formation of production infrastructure, at subsidizing the expenditures on the realization of the projects, and 60% - private investments.

In this case twelve first priority major investment projects were selected as starting conditions for the realization of program measures and reaching target parameters in the near years within the framework of these clusters.

These projects are united in the united one under the general name - “Complex development of Altai Priobje and effective use of tourist - recreational assets of the south of Siberia” under the total cost of 130,7 billion rubles, included in the Strategy of the social and economic development of Siberia until 2020 and in the Enumeration of the first priority projects of Siberian Federal District, affirmed by the Chairman of the government of the Russian Federation V. V. Putin of July 5, 2010, № of 3411p-P16.

At present 10 first priority projects, out of 12 proposed, are being realized on the principles and mechanisms of state-private partnership with the attraction of the credit resources of Sberbank of Russia, Rosselkhozbanka and Vneshekonombank with the application of a mechanism of subsidizing the interest rate at the expense of federal and regional budgets. Two especially significant projects for the region “Deep processing of wheat at the reconstructed flour-mill factory in village Rebrikha of Altai Krai” (the initiator - joint stock company “Pava”) and “Buildings of Altai condensational electrical station 660 MW and Munayskiy open-pit brown coal mine with capacity of 4 mln. tons per year in Soltonskiy region of Altai Krai” (the initiator - “Altai KES, Ltd.”), pretend to the attraction of the budget allocations of the Investment trust of the Russian Federation for creating the objects of infrastructure.

Agro-Industrial Cluster:

Project	Construction of pig-breeding complex with production capacity of 32,5 thousand tons of pork live weight (ОJSC “Altaiskiy bekon”)
Project description	Creation of production capacities for production of 32,5 thousand tons of pork per year, including 3 pig-breeding complexes for 2500 sows each, and the center of semen production for 50 boars. On the first stage new production will be provided by mixed fodder factory “Altaiskiy broiler”, Ltd.; further it is planned to build a special mixed fodder plant.

Project description	Construction and technical equipment of modern pig-breeding complex with full infrastructure for 15,7 thousand heads a year with capacity oftons of pork a year in live weight Structure of pig-breeding complex: 3 module-reproducers for 5040 sows each, pedigree farm for 1170 sows and artificial insemination station.

Project description	The project presupposes construction and putting into operation grounds for fattening of cage keeping broilers, incubators, mixed fodder plant, creating of killing and processing of broilers’ meat, capacities on processing waste products and production of bone dust.

Project description	Construction of the second stage of milk and meat production of livestock complex for 4000 heads of milk cows and 6000 heads of young livestock. The building of concentrated-feed plant, plant for processing of milk, watered section for guaranteeing the complex with qualitative fodders is listed in the enumeration of the objects of the complex.

Project	Modernization of sunflower oil production plant (“AgroSibRazdolje”, Ltd.,)
Project description	Construction of oil-extracting plant and organization of production of refined sunflower oil. Within the framework of the project realization there was completed construction-fitting work and purchased basic equipment. As the projects advances, new objects are added: automatic motor-car sampler; railroad scales; main petrol depot of hexane.

Project	Substantial wheat processing on the reconstructed milling plant in the village of Rebrikha, Altai Krai (PLC “Pava”)
Project description	Reconstruction of operating production capacities with increasing flour production capacity, and construction of a new enterprise for producing dry wheat gluten, maltose and glucose syrup, starch, wheat nucleus oil, forage for livestock with high concentration of protein, alcohol and technical spirits, liquefied carbonic acid made from wheat.

Biopharmaceutical cluster

Project	Development of the enterprise for producing functional food stuff and natural cosmetics on the basis of Altai reactivated natural raw material (“NPF “Altaiskiy buket”)
Project description	The project assumes the creation of infrastructural complex united by integrated management and possessing the status of juridical entity, which is characterized by qualitative material-technical, social-cultural, service, financial and other bases, created to function in order to effectively establish and develop high-tech industry and to support small and medium-sized innovation enterprises, commercial application of scientific knowledge, inventions and their transferring to the market. Production of prepared drugs within the framework of industrial park provides for the organization of 3 main stages (substance synthesis, mass substance production and production of prepared drugs on their basis).Every stage has specific requirements to equipment, sanitary standards and production technologies. Within the borderline of the park one or several enterprises will major in one out the enumerated stages.

Project	Construction of complex for substantial processing of wheat into ascorbic acid, gluten, sorbitol, commercial starch, glucose substance, fodder yeast protein (SPC “Carbonik”. Ltd.)
Project description	The project provides for creation in Altai Krai high-technological production with a high level of processing of agricultural stuff in order to get pharmacopoeia ascorbic acid and glucose, as well as a wide spectrum of associated products used in agriculture and food industry. Planned production capacity of raw material processing is supposed to have the output about 200 tons/per day or 60 thousand tons a year. Processing of this volume of raw material will provide the output of 7,200 tons of gluten, 5000 tons of ascorbic acid substance, 20000 tons of sorbitol, 20000 tons of glucose substance and 8000 tons of starch a year. The number of new working places will increase up to 1000. The project realization will produce a powerful impulse for the development of food, pharmaceutical, textile and cosmetic industries ion Altai Krai.

Fuel and energy cluster

Project	Construction of Altai condensation power plant (CPP) of 660 МВт capacity, scheme of electric power capacity output of CCP 660 МВт, construction of Munaiskiy open-pit mine with productivity of 4 million tons per year in Soltonskiy district, Altai krai, construction of motorway Biysk – Altaiskaya CCP (130 km) (“Altai condensation power plant”, Ltd.)
Project description	Construction of Altai condensation power plant (CPP) of 660 МВт capacity and increase in coal extraction volume up to 4 million tons per year are one of the largest investment projects in fuel and energy cluster. The construction of the station is included into the project of General Scheme placement of electric-power industry objects in Russia up to 2020. The basis of the investment project is a phased scenario of commercial development of Munaiskiy open-pit brown coal mine: fitting it out with modern machinery, construction of infrastructural objects – i. e. railway and motorway from station Novaya Chemrovka to Altaiskaya CPP (130 km.), overhead power transmission lines of 220kw and 100 kW for the electric power capacity output of Altaiskaya CPP. Before the CPP reaches its project capacity (4,5 billion кwt/hour a year) the region’s power supply will be fully provided at the expense of its own resources; it will create favorable conditions for forming the reserve of energy potential of the country’s power supply system. A variant with two blocks of 330 МWt unit capacity is regarded as a principal one.

Tourist-recreational cluster:

Project	Special Economic Zone of tourist-recreational type “Sky Blue Katun”
Project description	Creation of a large integrated complex for natural and extreme tourism in the mountains with distinct division into “youth-extreme” zone with a cult status, an architecturally attractive youth hotel and centers for downhill skiers, rafters, trekkers, rock climbers, and the zone with exclusive and comfortable hotels offering services of SPA-complexes and health-improving treatment in addition to adventures in natural surrounding on the territory of Altaiskiy district, Altai Krai.
