PROVISION
on the scientific and applied competition « Financial constructor»

1. General provisions
1.1. International scientific and applied competition “Financial constructor” (hereafter referred to as competition) is conducted within the V-th Eurasian Youth Economic Forum “Dialogue of civilizations: green economy”.
1.2. The competition organizer is the Ural State University of Economics.
1.3. Competition participants
- individual participants: students, Ph. D. students, young scientists and young professionals
- teams of participants from 2 up to 6 people (team members may represent the same educational institution or organization or different entities so a mixed teams are allowed for participation);
- scientific advisors are allowed to take part in development of the individual and team projects;
- competition participants can represent all the world community countries.
The competition has two stages: distant selection of projects and public presentation. Individual and team projects are allowed for participation. The list of participants and CVs per each participant must be provided. Every participant have to register on the official Forum web-site www. *****
2. The competition idea:
The competition of projects “Financial constructor” is aimed at formation of the scientific and creative approach of young people to explore the financial market tools of the Eurasian financial market segments.
The competition is to initiate youth professional potential and encourage young people to produce new ideas and suggestions in the sphere of finance; to maintain a dialogue between countries and nations for proper financial tools and mechanisms creation using the past experience and the skill of making forecasts based on this experience.
3. Tasks and objectives:
3.1. The competition task
The competition task is creation of the innovative financial products or modification of the existing financial products taking place on different financial market segments of the Eurasian countries. Financial products have to meet the needs of general public, business entities and the state.
3.2. Objectives:
· To meet the social and economic needs of students, retirees and other socially disadvantaged groups by offering special financial products in mortgage services, credits, savings and investments.
· To teach the participants to evaluate managerial and financial decisions in terms of possible risks and expected investment yield.
· To teach the participants to foresee the actions of the state power and executive bodies responsible for social and economic problem solutions through issuing of the securities and financial tools.
· To promote new financial products as well as the modified financial products of the existing financial institutions (banks, insurance companies, non-government pension funds) through thought the Eurasian countries.
4. Competition procedure:
The competition has two stages: the stage of distant project selection and the final stage in a form of personal project presentation to the audience.
4.1 To pass the selection stage you have to make the following steps:
· To register on the official web site of the forum www. *****
· To prepare and send to the competition organizers the Specification (Appendix 1) and the description of the new of modified financial product that has already exist or is ready for implementation in the segments of the Eurasian financial markets. The project must correspond with the tasks and objectives of the competition
· The new of modified financial product has to meet the requirements of the potential customers (buyers) and has to provide the acceptable rate of returns and offer the salutation for the definite social and economic problem.
· The competition organizers receive and consider the projects in accordance with different nominations/categories and pass the project to the second (final) stage, send the ivitation to the participant containing the requirements to the presentation.
· The competition organizers have a right to announce special nominations according to the needs and preferences of definite financial institutions in order to fasten the solution making for their own tasks by applying the new and modified financial products. The information concerning such nominations is corresponded to all potential participants of the forum.
4.2 The final stage is conducted in a form of a personal presentation to the experts. The time limit for the presentation is 15 minutes. On the results of the presentations and answers to the questions the winners and the candidates for the winning places are determined.
5. Applications and project requirements
petition project must consist of the following components:
1). The application project/draft (in a soft file) for conducting an exhibition.
2). The project presentation in Power Point.
5.2. The applications meeting the requirements of the provision and containing all the required attachments and documents are accepted for competition participation (see the Appendix 1).
5.3. The work front page must contain following information about the participant:
- The surname, first name and patronymic of the author (of the team participants);
- City (country);
- Name if the higher educational institution, group (the participant);

Assessment criteria:
· Accordance to the competition topic, task and data requirements
· Project completeness, diversity and creativeness
10 point assessment system is applied. The highest score is 10 and the lowest is 1.

7.1. The competition is conducted since November 1, 2013 till April 1, 2014 г.
7.2 Competition stages:
The 1st stage. The selection stage starts on November 1, 2013.The deadline for project acceptance by the Organizing Committee (using the registration on the web site www. *****) is till 12 o’clock March 01, 2014 г.
A distant projects’ selection is carried out till April 01, 2014. The projects selection is conducted in correspondence to the competition tasks and objectives. The information is corresponded to the participants.
The 2nd stage. Final. (April 25, 2014 at the USUE, Ekaterinburg, Russia) – personal project presentation and expert assessments.
7.3 The project assessment, result making and winners’ awarding is conducted on the completion of the presentations.
8 Application acceptance
8.1. The competition projects are accepted only in soft files through the single registration system on the Forum web site http://www. *****/ there you should choose the red button “Take part” and follow the instructions.

9. Expert Council.
9.1 The expert council consists of the Universities and Science representatives, company, state and municipal governance body representatives.
9.2. The members of the Expert Council will be announced till March 01, 2014.
9.3. Council member responsibilities:
§ Within the selection stage: assessment of the projects available on the Forum web site
§ Participation in competition expert board development for project presentation stage;
§ Keeping the competition Minutes of Meeting;
§ Selection of the Winner.
9.4. The Council takes the decision based on the score sum taken by the competition participants. 9.5. The Council has a right to allocate/create special categories/nominations
10. Winners’ awarding.
10.1. All the participants are awarded with the Participation Certificate.
10.2. The competition winners take the Diplomas of the I, II and III place.
10.3. Special prizes and nominations are created by the decision of the Expert Council.
