The following objectives are allotted on the Organising Committee:

The implementation of the priority strands of state policy for holding the 27th Summer Universiade 2013 in Kazan; Development of measures aimed at the preparation and holding the 27th Summer Universiade 2013 in Kazan; Analysis of conditions of university sports in Russia and elaborating of the proposals for its further development; Consideration of issues relating to the preparation of Russian athletes for the 27th Summer Universiade 2013 in Kazan, and the development of measures aimed at ensuring the necessary level of preparation of national student teams.
