1. BACKGROUND

One of the latest initiatives of the Government of Kazakhstan has been the introduction of the system of performance assessment of public authorities. The system of assessment is directed to improve the quality level of functions execution by public authorities, including public service delivery, efficient use of resources and implementation of state programs.

One of the goals of the project is to strengthen the accountability of public authorities by providing assistance to the Ministry of Economy and Budget Planning of the Republic of Kazakhstan (MEBP) and Administration of the President of the Republic of Kazakhstan to improve the system of performance assessment of central state and local executive bodies.

In view of this, there is a need to research the progressive international experience in the conduct of the evaluation to improve the methodology of performance assessment of public authorities.

2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

1. To study the materials on Canadian experience of the performance assessment of the public authorities and develop recommendations on implementation of this experience into the Kazakhstan system of assessment;

2. To study the Kazakhstan system of performance assessment of public authorities in order to adapt it to international standards;

3. If necessary, to conduct analysis of the practices in other countries in the field of state planning and performance assessment of public authorities;

4. To provide MEBP with statistical, regulatory and other information, regarding the system of performance assessment of public authorities;

5. To conduct direct work with UNDP, MEBP and the Center for Government Agencies Performance Assessment on the given objectives;

6. To prepare the necessary materials for the international conference on the performance assessment of public authorities;

7. To prepare the relevant methodological, thematic and informative materials in the framework of the given objectives;

8. To develop the report with practical recommendations, including a list of measures on improving the system of performance assessment of public authorities based on the Canadian experience and the report on the completed work;

9. To coordinate the report with UNDP and the Ministry of Economy and Budget Planning;

10. To execute additional tasks on request of the Project Manager, directed at the achievement of goals and objectives of the project, as well as queries from MEBP.

3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

I. Academic Qualifications:

Higher education in the field of public administration or related social sciences. The presence of a Master’s degree completed under the Bolashak Scholarship Programme is welcome.

II. Years of experience:

No less than one year of work experience in public service, development institutions or international organizations. Experience in research projects and development of policy documents.

Innovative and creative approach in identifying problems and objectives;

Ability to work in teams, excellent communicative skills;

Fluency in Russian and English languages;

Excellent computer skills (Word, PowerPoint, Outlook Express, Internet Explorer and other software products).

4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

1. Proposal (plan of operation on conducting research according with TOR, plan of timelines, etc.)

2. Confirmation of interest and availability form with financial proposal

3. Personal CV including past experience in similar projects (please, fill in UN Personal History Form P11) and least 2 references.

5. FINANCIAL PROPOSAL

An Applicant is asked to prepare the Financial Proposal as a separate envelope from the rest of documents

· Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i. e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i. e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

The format shown on the following pages should be used in preparing the price schedule. The format includes specific expenditures, which may or may not be required or applicable but are indicated to serve as examples.

Travel;

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

6. EVALUATION

Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight - 70%

* Financial Criteria weight – 30%

Only candidates obtaining a minimum of 70% point would be considered for the Financial Evaluation
