ELECTIONS TO THE PARLIAMENT OF NAVARRE

RESULTS FOR THE PERIOD

The elections to the parliament of Navarre held under the auspices of the current constitutional regime may be divided into two groups:

- The electoral process held on 3 April 1979, which was governed by Royal Decree 121/1979, of 26 January, in which 70 members of parliament were elected. Each historical district (merindad) constituted an electoral constituency (except for Pamplona, which was divided into two districts), returning a number of members in direct proportion to the number of registered voters: Merindad of Estella 10 members, Merindad de Olite 9, Pamplona-City 18, Pamplona-Remainder 13, Merindad de Sangüesa 9 and Merindad de Tudela 11. The Government of Navarre that was formed following these elections consisted of a cabinet of 7 members made up of candidates from the party receiving the most votes in each electoral district (of the two most voted parties in the case of the Merindad de Tudela).

-  The electoral processes in 1983, 1987, 1991, 1995, 1999 and 2003 were held in pursuance of Organic law 13/1982, of 10 August, on the Reintegración y Amejoramiento del Régimen Foral de Navarra (LORAFNA), and in each case 50 members of parliament were returned in a single electoral district for the entire Comunidad Foral.

1979 ELECTIONS

The first appointment with the ballot boxes took place on 3 April 1979, with an electoral register made up of 365,080 people in Navarre. The votes cast amounted to 70.76% and abstentions accounted for 29.24%.

The distribution of seats and votes (in brackets) was as follows: UCD 20 seats (68,040 votes), PSOE,289), UPN,764), HB 9 (28,244), Agrupaciones Electorales de Merindad-AEM 7 (17,282), Nacionalistas Vascos (Basque Nationalists,845), Partido Carlista 1 (12,165), Unión Navarra de Izquierdas-UNAI 1 (7,419) and Agrupación Electoral Independientes Forales Navarros-IFN 1 (3,729). Other parties and electoral groups that did not achieve parliamentary representation drew a combined total of 15,100 votes.

The Government of Navarre that was formed following these elections was made up of 7 members of parliament, diputados generales (4 from UCD, 1 from the PSOE, 1 from HB and 1 from A. E.M), headed by Jaime Ignacio Del Burgo Tajadura (UCD), who was later replaced by Juan Manuel Arza Muñuzuri, also from UCD.

1983 ELECTIONS

On 8 May 1983, 379,693 people in Navarre were called to vote. 70.86% did so, whereby abstention fell to 29.14%, a few tenths below the figure recorded in the 1979 elections.

The results were as follows: PSOE 20 seats (94,737 votes), UPN,072), Coalición AP-PDP-UL 8 (37,554), HB 6 (28,055) and PNV 3 (18,161).

Following these elections, the PSOE formed a government headed by Gabriel Urralburu Tainta.

1987 ELECTIONS

The 1987 elections recorded the highest participation of the first three electoral processes, as there was a 72.78% turnout over an electoral roll of 393,326, which means that the figure for abstention was 27.22%.

The results were as follows: PSN-PSOE,338), UPN,311), HB 838,111), CDS 4 (20,978), EA 4 (19,821), Unión Demócrata Federal-UDF 3 (17,648), AP 2 (11,903) and Euzkadiko Ezkerra-EE 1 (9,614).

Following these elections, the PSN-PSOE remained in office, with the government again headed by Gabriel Urralburu Tainta.

1991 ELECTIONS

Whereas the 1987 elections recorded the highest level of participation, the 1991 poll was noteworthy for quite the opposite reason: only 66.7% of the 414,922 registered voters turned out, whereby abstention rose to 33.29%.

The results were as follows: UPN 20 seats (96,005 votes), PSN-PSOE,645), HB 6 (30,762), EA 3 (15,170) and IU 2 (11,167).

On this occasion, the Government was not in the hands of the PSN-PSOE, as on the two prior occasions, but instead a regionalist cabinet was formed presided over by the candidate from UPN, Juan Cruz Alli Aranguren.

1995 ELECTIONS

With an electoral roll of 437,776 voters, the number of votes cast amounted to 68.43% of those entitled to do so, whereby abstention stood at 31.57%.

The results were as follows: UPN 17 seats (91,163 votes), PSN-PSOE,021), Convergencia de Demócratas Navarros – CDN,153), IU 5 (27,773), HB (27,404) and EA 2 (13,568).

Following these results, a coalition Government was formed for the first time in Navarre made up of the parties PSN-PSOE, CDN and EA, under the presidency of the socialist Javier Otano Cid. Nonetheless, in October 1996, following the resignation of President Otano (June 1996), another Government of Navarre was formed presided over by the candidate from UPN, Miguel Sanz Sesma, with the sole backing of the members of parliament from his own party.

1999 ELECTIONS

In the elections of 13 June 1999, participation amounted to 66.25%, the lowest figure recorded for elections to the Parliament of Navarre held in the Comunidad Foral since 1979. The electoral roll on this occasion amounted to 461,729 voters and abstention was recorded at 33.75%.

The results were as follows: UPN 22 seats (125,497 votes), PSN-PSOE,531), EH (47,271), IU 3 (20,879), CDN 3 (20,821) and EA-PNV 3 (16,512).

The Government formed following these elections was headed by the candidate from UPN, Miguel Sanz Sesma.

2003 ELECTIONS

The elections in May 2003 recorded a participation of 72.28% over an electoral roll of 452,665 voters, and abstention stood at 27.72%.

The following results were recorded: UPN 23 seats (126,725 votes); PSOE, 11 seats (64,663 votes); IUN/NEB, 4 seats (26,834 votes); Aralar, 4 seats (23,697 votes); CDN, 4 seats (23,437 votes); and EA/EAJ-PNV, 4 seats (22,727). UPN and CDN joined forces to form a coalition government with an overall majority, which is presided over by the candidate from UPN, Miguel Sanz Sesma.

2007 ELECTIONS

The elections in May 2007 recorded a participation of 73.8% over an electoral roll of 471.647 voters, and abstention stood at 26.2%.

The following results were recorded: UPN 22 seats (139,122 votes); NA-BAI 12 seats (77,893 votes), PSN-PSOE, 12 seats (74,157 votes); CDN 2 seats (14,418 votes), IUN/NEB 2 seats (14,337 votes),
