R E S O L U T I O N

on Operation of Channel of Direct Links for Investors with the Government of the Republic of Mari El

I. General Provisions

1. This Regulation is developed for the purpose of establishment of order of work with appeals of investors on issues arising in investment activities directed to «Hot Line" through use of channel "Line of Direct Appeals" in information and telecommunications network "Internet" on the portal "Investment Activities in the Republic of Mari El» (http://portal. mari. ru/invest).

2. "Hot Line" - the channel of direct communication of citizens and legal entities-investors with the Government of the Republic of Mari El, designed to settle immediately problems arising in the process of investment activities

3. Receipt and processing of appeals, received from investors to "Hot Line", exercised by officials of the Ministry of Economic Development and Trade of the Republic of Mari El.

4. Time of «Hot Line": daily, around the clock.

II. Procedure for Working with Appeals of Investors

5. Investors send their appeals to the "Hot Line" electronically using the channel "Line of Direct Appeals" in the information and telecommunications network "Internet" on the portal "Investment Activities in the Republic of Mari El" (portal. mari. ru/invest).

6. In appeal of investor necessarily showing name of investor - legal entity; surname, first name, middle name (last - if available) of investor-citizen, e-mail address, if respond should be sent in form of electronic document, and mailing address if respond should be sent in writing.

7. Appeals of investors, which do not contain surname of citizen or legal entity or postal address or e-mail, not considered.

8. Appeals of investors aimed to "Hot Line" after filling forms of appeal, automatically transferred for handling to the Ministry of Economic Development and Trade of the Republic of Mari El (hereinafter - the Ministry) to the email address: *****@***mari. ru.

9. Information about entity, appealed to "Hot Line", content of appeal of investor, address of applicant are registered by authorized official of the Ministry in the register of appeals of investors on the day of appeal of investor.

10. Appeals of investors, received between 17.30 and 00.00, as well as on public holidays and weekends, are registered on the next following after them working day.

11 Appeals of investors passed registration on the day of their registration are sent by the Ministry to Chairman of the Government the Republic of Mari El.

12. Chairman of the Government of the Republic of Mari El (in the case of his absence, First Deputy Chairman of the Government Republic of Mari El) within one working day following the day of receipt of appeal of investor determines from the bodies of executive authorities of the Republic of Mari El performers on consideration of received appeal of investor (hereinafter - Performer).

13. Period of consideration of appeal of investor by Performer cannot exceed ten working days from the date of registration of the appeal of the investor, except the case, provided for in paragraph 21 of this Regulation..

14. Within one working day from the date of determination by Chairman of the Government of the Republic of Mari El (in his absence, First Deputy Chairman of the Government of the Republic of Mari El) of Performer on consideration of appeal of investor and period of its consideration, Administration of Head of the Republic of Mari El sends the appeal of the investor to Chairman of the Government the Republic of Mari El in the address of the Ministry for subsequent submission to the Performer.

15. Authorized official of the Ministry not later than the next working day after the date of receipt from the Administration of Head of the Republic of Mari El of appeal of investor sends it the appropriate Performer for consideration on the merits of the question.

16. Authorized official of the Ministry not later than the next working day after the date of receipt from the Administration of Head of the Republic of Mari El of appeal of investor notifies about it the investor in the form of electronic document to the e-mail address, specified in the appeal of the investor, or in writing to the postal address, specified in the appeal of the investor.

17. Within three working days of receipt of appeal of investor Performer considers it, and with head's signature or his deputy's signature sends reply to the Ministry by e-mail to the address *****@***mari. ru (scanned file in PDF or JPEG) on the merits of the questions put in appeal of investor.

18. Within one working day after receipt of reply from the Performer on the merits of the questions set by the investor in the appeal authorized official of the Ministry sends to the address of investor corresponding reply.

19. Reply to appeal of investor signed by Chairman of the Government of the Republic of Mari El (in his absence, First Deputy Prime Minister of the Republic of Mari El).

20. In case if by Chairman of the Government of the Republic of Mari El (in his absence the First Deputy Chairman of the Government of the Republic of Mari El) Ministry is defined as Performer, consideration of appeal of investor is performed within the time frame, established by paragraph 17 of this Regulation, and is passed to authorized official of the Ministry for sending of the reply on the merits of the questions put in appeal.

21. Reply to appeal of investor, received by the Ministry of in the form of electronic document, is sent in the form that the investor specified in his appeal - in the form of electronic document to the e-mail address specified in the address of the investor, or in writing to the postal address specified in the appeal of the investor.

22. In case if question put in appeal of investor is not within the competence of the Performer, such appeal within seven days from the date of registration is forwarded to the appropriate authority or the appropriate authorized official, within whose competence is decision of questions put in the appeal of the investor, with notice of the Ministry and of the investor, submitted such appeal, about redirections of the appeal of the investor.

23. Relevant authority or relevant authorized official considers the appeal of investor in order and the terms provided by the current legislation.

III. Control of results and the timing of consideration of appeals of investors, statistics of appeals of investors

24. Control of results and the timing of consideration of appeals of investors by Performers exercised by the Minister of Economic Development and Trade of the Republic of Mari El.

25. The Ministry weekly holds analysis of appeals of investors coming to the "Hot Line" and provides information to Chairman of the Government the Republic of Mari El.
