Требования к студентам:

Данный курс предназначен для чтения на 1 курсе магистратуры. Курс читается на английском языке. Предполагается, что студенты владеют языком в достаточной степени для того, чтобы понимать и анализировать английские тексты. Кроме того, студенты должны владеть основными экономико-географическими знаниями, иметь начальное представление о функционировании государственных институтов, других акторов, влияющих на политическую ситуацию в России. Студенты должны иметь начальное представление о различных структурах власти и управления, а также политическом контексте.

1.Область применения и нормативные ссылки

Настоящая программа учебной дисциплины устанавливает минимальные требования к знаниям и умениям студента и определяет содержание и виды учебных занятий и отчетности.

Программа предназначена для преподавателей, ведущих данную дисциплину, учебных ассистентов и студентов направления 030200.68 «Политология» подготовки магистров по программе "Политический анализ и публичная политика", специализация "Политический анализ и публичная политика" изучающих дисциплину «Региональная политика и политическая регионалистика в России».

Программа разработана в соответствии с:

·  Образовательным стандартом НИУ ВШЭ по направлению подготовки 030200.68 «Политология (уровень подготовки – магистр);

·  Образовательной программой «Политический анализ и публичная политика» по направлению подготовки 030200.68 «Политология (уровень подготовки – магистр);

2.Цели освоения дисциплины

Getting acquainted with logic and the main forms of regional policy in social, economic and sociopolitical spheres, and also the social and economic rationality, presented in modern economic theories and practice, students learn to think and make decisions on an occasion of expediency and need of certain scenarios of development of Russia, investment projects, using methods of the economic analysis. The profession of the political scientist demands strategic vision of investment prospects, knowledge and understanding of laws of movement of financial streams, communicative skills, extensive knowledge of Federal and local laws, and also knowledge of strategic planning, the political analysis and management.

The purpose of development of discipline «Regional Policy and Regional Politics in Russia » is formation at students of understanding of principles of the territorial organization of modern societies, mastering by a technique of the analysis of political process at different levels of the organization.

Problems of development of discipline « Regional Policy and Regional Politics in Russia »:

- studying by students of bases territorial the organization of society, mechanisms of interaction of various actors in system of the political relations.

- studying of the basic principles, regularities and dynamics of regional policy in the various countries; system formation the center - the peripheral relations;

- identification of the main tendencies of development of political process at different levels of the regional organization;

- mastering by students by the theoretic-methodological device of the analysis of regional political processes.

3.Компетенции обучающегося, формируемые в результате освоения дисциплины

Students in the process of teaching disciplines should:

• Nobility:

- theoretical and methodological bases regional policy;

- the main regularities of development of a regionalism in the modern world;

- theoretical bases of regional policy;

- main regularities of regional political process.

To be able

- to define the main theoretical and methodological approaches of studying of regional policy, its components;

- to reveal and analyze the main tendencies of regional political process, regional policy in the Russian Federation and foreign countries;

- to make a social and economic and sociopolitical portrait of the region;

- to define weak and strengths of social, economic and political development of the territory;

- to reveal and describe strategy of behavior of political and public actors in the region;

- to define the nature and character of a regional political conflict;

To have skills (to gain experience)

- independent analysis of regional sociopolitical and social and economic process;

- independent work with the analytical, standard and legal documents regulating regional policy in the Russian Federation, activity of regional political actors and the sphere of public policy;

- independent individual research of the current political situation in the concrete region of the Russian Federation.

The course is taught with use of interactive methods. Students will have an opportunity not only to receive information on the best practicing of regional policy of the states of the world, and also the invitation to lectures and seminars of representatives of federal authorities, advisers for regional strategic development, professional practicing from the largest companies on innovative regional development and management of innovative projects is meant. The Innovative and "uniqueness" of the program consists not only in the personal author's development offered by a course on innovative strategic development of macroeconomic areas, subjects of Federation of Russia, but also in use in the program of works of the Russian and foreign scientists concerning strategic regional development and regional policy, and also the projects of development of territories of the strongest companies of the country best the practical and the international consulting firms and the international network institutes «thought factories».

The content of discipline represents itself as system of the theoretic-methodological and organizational and practical bases defining level of theoretical knowledge and practical skills, allowing the political scientist to have complete idea of nature of functioning of regional political, social and economic systems, and also national economic policy of the country, its spheres, branches and regions. Course «Regional Policy and Regional Politics in Russia» carries out systematizing function, plays important role in formation at political scientists of complete idea of regional policy in Russia as to multilevel system.

In the manual which actually is the abstract of lectures, the big material will be generalized from publications of the best scientists of Russia, documents of the Federal and regional levels, the best world practices on separate aspects of regional policy.
