Evaluation of Competitive of fees of Fees (30 points)

If the substantive presentation of a proposal achieves the minimum of 49 points, the competitiveness of the fees will be taken into account in the following manner:

The total amount of points for the fees component is 30. The maximum number of points shall be allotted to the lowest fees proposed that is compared among those invited firms which obtain the threshold points in the evaluation of the substantive presentation. All other fees proposals shall receive points in inverse proportion to the lowest fees; e. g;

[30 Points] x [US$ lowest]/[US$other] = points for other proposer’s fees

Please note that the UNDP is not bound to select any of the firms/institutions submitting proposals. Furthermore, since a contract will be awarded in respect of the proposal which is considered most responsive to the needs of the project concerned, due consideration being given to UNDP’s general principles, including economy and efficiency, UNDP does not bind itself in any way to select the firm offering the lowest price.

1. The project “Sustainable transport of Almaty city” is being implemented by the Akimat of Almaty City. The project is funded by Global Environmental Fund and UNDP. The objective of the project is to reduce the growth of the transport-related greenhouse gas emissions in the City of Almaty, while simultaneously improving urban environmental conditions by 1) improving the management of public transportation and air quality in Almaty; 2) building capacity in Almaty to holistically plan and implement improvements in the efficiency and quality of public transport; 3) building capacity to holistically plan and implement integrated traffic management measures in Almaty City; and 4) implementing a demonstration project that raises awareness and increases knowledge of sustainable transport.

2. The project “Energy efficiency design and construction in residential sector” is being implemented Agency for Construction and housing utilities of Kazakhstan. The goal of this project is to decrease greenhouse gas emissions from new residential buildings by transforming practices and markets in the building sector of Kazakhstan towards more energy-efficient design and construction. The proposed project includes four components, each targeting specific barriers and stakeholders: 1) development and enforcement of energy-efficient codes, standards, and labels for buildings; 2) expanded production and certification of energy-efficient building materials and products; 3) education and outreach to promote energy-efficient building design and technology; and 4) Demonstration projects on energy-efficient building design and construction.

3. The project” Design and Execution of a Comprehensive PCB Management Plan for Kazakhstan” is being implemented by Ministry of Environmental Protection of Kazakhstan. The project is funded by Global Environmental Fund and UNDP. The project National Director is Ms. Nina Gor, Deputy Director of the Department of state regulation of environmental protection of the Ministry of Environmental Protection and Water Resources of Kazakhstan. The project objective is to ensure minimization of PCB releases and subsequent health and environmental impacts through systematic capacity development for sound PCB management in the country. The activities consist of (1) regulatory and administrative institution strengthening; (2) capacity building for sound PCB management, identification of additional PCB sources; (3) replacement, setting-up safe dismantling of 850 tons of PCB trans­formers and their safe disposal; (4) regionally orga­nized secure stora­ges and disposal of PCB capacitors; and (5) monitoring, learning, adaptive feedback, outreach and evaluation.

4. The project “Promotion of Energy-Efficient Lighting in Kazakhstan” is being implemented by Ministry of Industry and New Technologies of Kazakhstan. The project is funded by Global Environmental Fund and UNDP.
