PROJECT DESCRIPTION

1.1 Overall view and analysis of problems and their impact on regional development and especially on cross-border cooperation:

A well-functioning transport infrastructure is an essential condition for the development of cross-border cooperation. Russia and Finland actively develop freight and passenger communication. Construction and commissioning of high-speed rail link between St. Petersburg and Helsinki - train "Allegro", is an example of action of Finland and Russia to solve the problem of rapid transport link development. In 2013 mayor of Turku Aleksi Randell performed a presentation of a project called “The Northern growth corridor “Northern Bridge” on Saint-Petersburg international economic forum, according to which it is suggested to connect Stockholm Turku, Helsinki and Saint-Petersburg. In 2014 a question of constructing a new railway line from Helsinki to Turku was submitted for consideration to the Parliament. This highway has become particularly relevant in conditions of European integration, since the way from Helsinki to Turku is part of the transport corridor from Scandinavia to the Mediterranean.

At the moment, there are negotiations to discuss the prospects of development of rail freight and passenger traffic between the cities of Imatra - Svetogorsk, as well as the organization of passenger rail communication between the Russian Federation and the Republic of Finland from Petrozavodsk - Sortavala - Joensuu and Petrozavodsk - Kostamus - Kajaani - Oulu through railway checkpoints of Värtsilä - Niirala and Lyttä - Vartius.

In conditions of the freight and passenger traffic enlargement and society attention increase to ecological factors, reducing negative influence of transport on environment has a big social meaning and may have a significant influence on development of large agglomerations.

At present, Miset ltd., Mikkeli Region Business Development Centre, realizes a project jointly with Russian and Finnish partners of creating and promoting an Environmental Information Centre for Enterprises in the framework of the transboundary cooperation of Southeast Finland – Russia 2007-20013 program. This centre is created in order to support and stimulate the implementation of innovative nature protection technologies at enterprises of the region. Enterprises of Polymer cluster of Saint-Petersburg actively participated in realization of this work.

At the same time, the most important condition for the use of of transport links is its safety. When considering rail links, there is a need to organize and implement the following actions:

·  constant monitoring of railway track and set of cars;

·  replacement of constructions, nodes and elements which got out of order;

·  creation of scientific, technological and industrial base to ensure development and creation of a new generation of constructions, nodes and materials that are more resistant to operating loads and climatic conditions, inherent to different regions of Russia and other countries, and cheaper at the same time.

Besides, the project aims at improvement of cross-border network partnership in the field of high-tech manufacturing on the example of the development and the establishment of new constructions, components and materials of modern structural polymer materials. This partnership will enhance the role of Finnish and Russian border organizations in solving urgent global challenges of creating new constructions and nodes from structural materials for needs of transport companies.

Since the project aimes at solving tasks of ensuring cross-border transport communications by constructions and nodes, leading organizations and experts from both sides should be involved in the project.

1.2 A brief description of target groups and final beneficiaries:

The target groups are companies that explore and use various types of constructions, nodes and materials, created from modern structural materials, including polymer materials, which retain their properties under the existing operating loads and climatic conditions, inherent to different regions of Russia and other countries.

The final beneficiaries are:

·  transport companies of all types (automotive, railway and water, aeronautic and underground);

·  shipbuilding, mechanical engineering, instrumentation, medical equipment companies;

·  scientific and technological organizations, creating and studying modern constructions and nodes of structural polymer materials, etc.

1.3 General description of project objectives, its effects and expected results:

The project aims at technology development and creation of conditions for organizing and conducting dynamic tests of standard constructions and nodes, and for promising ones, including constructions and nodes developed from a variety of structural polymer materials. The technological process of tests will include the following actions:

computer modeling (based on mathematical dynamic models and simulation calculations) of constructions and nodes behavior under severe operating loads and climatic conditions;

real dynamic tests of constructions data, nodes and materials on special stands when creating adapted operation conditions.

In the framework of the project it is expected:

-  to develop mathematical dynamic models for computer modeling dynamic behavior of standard and new constructions and nodes, including polymer materials under the existing operating loads and climatic conditions;

-  to create a software platform that ensures the above model;

-  to develop and form a consortium - the network partnership of the project participants and other interested parties to solve problems of computer modeling, and production testing of new constructions and nodes;

-  to form distributed virtual centre for dynamic tests using the available scientific and industrial infrastructure of the project partners.

The combination of computer modeling and production dynamic tests are designed to reduce costs and time spent on the standard constructions operational service and on the design and the implementation of advanced constructions and nodes with the required desired properties.

It is assumed that the first stage of works will be carried out a computer modeling of the dynamic behavior of structures and nodes under various operating conditions, loads and speeds and will be formulated technical requirements for creating real conditions for dynamic tests of ballast prism constructions for different types of soil, ballast prism layers, axle load, speeds.

At the second stage of work will be carried out real dynamic tests of standard and new constructions and nodes for final verification of their suitability to the conditions of use.

As part of this project will be implemented the first stage and carried out "pilot" dynamic field tests of new constructions and materials.

Russian side has a certain base for realizing the project. Over several years, enterprises of Polymer cluster of Saint-Petersburg process research and development works for “RZD”, OJSC, which resulted into innovative polymer products:

Ø  dwarf light signals made of a new constructional polymer material;

Ø  supporting rollers of a transporter of ballast cleaning machines made of a new constructional polymer material;

Ø  shock absorbers for railway sleepers of a variable hardness for high-speed throwing of a switch (project 2956);

Ø  modified magnetic-shunting isolation for insulating joints with composite strips;

Ø  gaskets shock absorbers for rail bindings and others;

Ø  components of friction system made of new constructional polymer materials;

Ø  soundproofing tools (a soundproofing screen, vibration absorber pads, a liner in a rail neck);

and etc.

The LLC "Plastic processing plant named after “Komsomolskaya Pravda” developed an Integrated distributed environment for optimizing developments and implementing products made of constructional polymer materials with a usage of systems of a complex virtual modeling, engineering analysis and manufacturing preparing. This system may become a prototype of A Russian-Finnish integrated environment, unifying all interested universities, supplier companies’ research centers, technological platforms for a joint designing, modeling, testing innovative products in order to implement them on both sides of the border and on the global markets.

On the plastic processing plant named after “Komsomolskaya Pravda” there is a functioning Centre of prototyping products of composite materials and covering.

There was an engineering centre created on the base of “KP”, OJSC with a certain amount of testing installations, where research and development processes are being held, results of which are fixed into an own technological platform, which is integrated with a technological platform “New polymer composite materials and technologies

In the framework of this project it is proposed to realize a pilot project “Dwarf light signal with light-emitting diode system in a case made of a constructional polymer material».

Stage 1. Scientific and research process of adapting Russian and Finnish polymer materials: light signals must be manufactured in cases out of a Russian and/or Finnish constructional polymer material. Setting an experimental batch into service at railway crossings on border of the states.

Stage 2. Development of a new polymer constructional fire-resistant and cold-resistant (up to -60oC) material on the base of a glass-filled polyamide 66, jointly with the Russian and Finnish side in order to release serial product sets for dwarf light signal, which provide steadiness to set vibration influence, considering modification of the construction.

Stage 3. Modification of the dwarf light signal construction in assemblage with LED system, foundation made out of polymer materials and additional equipment for approaching global markets.

For these aims it is needed to provide The Centre of dynamic tests with an environmental camera with a sprinkler installation and ultraviolet radiation sources with vibration testing system, and it is also needed to equip research-and-production laboratory of optoelectronics and precision casting.

Realization of the project will help to form conditions for a further conversion of a consortium into a full network of centres of dynamic tests on both Russian and Finnish sides.

In the future these centres will be called to solve problems not only of transboundary cooperation, but also of a more wide-ranging partnership, on one hand –EU countries, on the other - CIS countries, Central and Southern-East Asia, of providing safe transport corridor from the Atlantic to the Pacific.

1.4 Description of proposed actions and their effectiveness:

Within the project we suggest to solve the complex of problems of organizing and conducting dynamic tests of constructions and nodes provided by the related activities of various kinds, in particular:

a. scientific and technical:

-  to develop mathematical apparatus and dynamic models for simulation calculations of the behavior of the railway track construction and nodes for operational loads and different climatic conditions;

-  to develop new and adapt existing software for computer modeling;

-  to provide the parties involved in the project with knowledge about European and Russian requirements and standards of content and organizational parts of dynamic tests and to develop proposals for their joint account for the theme of the project;

-  to form a united information environment, software platform and requirements for the verification of carried out simulation, dynamic and real test bed tests under operating conditions;

b. manufacturing:

-  to develop technical requirements for dynamic tests of railway track structures of different types of conditions adapted to the operating conditions;

-  to develop recommendations for the production infrastructure (stands) for the dynamic tests;

c. organizational:

-  to form a consortium of Russian and Finnish institutions and companies for joint action to carrying out dynamic tests of various constructions and nodes of railway track;

-  to form distributed virtual centre for dynamic tests using the available scientific and industrial infrastructure of the project partners;

-  to develop proposals for the establishment cross-border network of polymer centres that can take over the tasks of testing of constructions and nodes.

Obvious that the combination of computer modeling, followed by dynamic test of constructions and nodes of railway will enable:

-  significantly minimize resource and time costs for testing of national and foreign

-  developments, verification and validation project solutions;

-  predict the operating life of materials and ensure reliability and safety;

-  develop theoretical basis for creation and use of new structural materials for the needs of transport industry;

The project will enable the training of new personnel, including advanced training of specialists for transport industry.

In the future at least two centres will be created - on each of cooperating parties.

Substantiation of how the project meets the following criteria

ü  The project is directly related to the Program and priorities.

ü  The results of the project are meeting the priorities of the Program. Its results will be relevant as on the transboundary level, as on the level of cooperation between EU countries and Russia in whole, especially, if it is about forming a transport corridor from the Atlantic to the Pacific Ocean.

ü  The Project is extremely important for the development of the program zone: the project wears an infrastructure and scientific-technical characters at the same time. Its results will help forming of the steady transboundary relations in a high technological industry.

ü  The Project has an evident transboundary influence: the project is aimed at solving propositions of providing transboundary transport communications with constructions and nodes, which are able to provide a stable functioning in conditions of harsh operating loads and environmental conditions.

ü  The project wears an investment (infrastructure) character. The project wears infrastructure character. The target of the project – to form scientific-technical partnership in the area of dynamic tests.

ü  Does the project correspond with national/regional development strategy? – Yes, it does.

ü  Does the project have a support from national/regional authority of both sides of the board? – Yes, it does.

ü  The project will have stable results: Forming in future, at least, 2 centres of dynamic tests on both Finnish and Russian sides, and also, participating of the final beneficiaries – transport companies, will provide conditions for a stable development of project results.

ü  Beneficiary and partners are evidently appointed as the only possible for realization this management team of the project: the consortium of Finnish-Russian organizations with a territory of ENPI – participants of the project, which is being formed, is the most competent selection of organizations able to reach targets of the project.

The role of the project partners is the following:

The Committee for Industrial Policy and Innovations of St. Petersburg will be responsible for building-up conditions of cooperation, which are being created by Russian-Finnish scientific-technical consortium.

Ingria Technopark will be responsible for coordinating participants of the project on behalf of the Russian side, responsible for organizing the processes of working groups and for technical supporting of the project.

The LLC "Plastic processing plant named after “Komsomolskaya Pravda” is a final beneficiary of the project, which in the project framework will be participating in development of prototypes of products and in tests of determing how do material characteristics change before and after running the tests, will implement projecting and modeling of products for transport industry, will project auxiliaries and release pilot plots, establish serial manufacturing of technical products with set properties, made of polymer constructional materials. As also, it will be working on the development of mathematical models of dynamic behavior of constructions and railway junctions, working on the creation of program platform for running computer modeling and building-up partner relationships with “RZD”, OJSC. Jointly with the Institute of polymers will participate in determining basic safety criteria during evaluation of dynamic behavior of constructions and railway junctions, participating in building-up technical requirements and conditions for problem solving of a further dynamic test bed modeling, completion of scientific research and development activities on finishing injection molding tooling of dwarf light signals in a case made of a constructional polymer material.

“RZD”, OJSC will be responsible for building-up conditions of cooperation, which are being created by Russian-Finnish scientific-technical consortium with transport companies on the example of its organization.

The Petersburg State Transport University is a Russian technical university, which in the project framework will be working on the development of mathematical model of dynamic behavior of constructions and railway junctions, will be working on the creation of a program platform for running a computer modeling, and also on the formation of a partnership with “RZD”, OJSC;

The OJSC on plastic processing named after “Komsomolskaya Pravda” is an enterprise, which within the project will be participating in forming requirements to basic physical-mechanical material features, that are used in constructions of a railway tonnage pass, being able to work in different service conditions, and will also be responsible for running field tests of determining changes of the basic characteristics of elements in railway constructions at various axle loads and speeds, according to the passed tonnage; carrying out developments. On the basis of “KP”, OJSC there is a scientific and production laboratory of optoelectronics and précised casting is being created, which includes in itself automatic molding machines of Engel company.

SPbPU is a Russian technical university, which in the project framework will be participating in development of a mathematical apparatus to estimate dynamic behavior of railway constructions, and also in a formation of technical requirements and conditions for problem solving of the following manufacturing tests;

SPbSUE is a Russian economics University that within the project is responsible for detecting and analysis of new perspective markets for realization of products developed within the project and also analysis and correction of economic indicators of the project during their implementation.

“Lengiprotrans”, OJSC is a Russian project organization, which in the project framework will be responsible for standard railway constructions, used in new construction works, reconstruction, modernization and major repairs of railway and also will be responsible for describing main geological types and determination of strength characteristics of soils of the subgrade if building a railway for a high-speed movement.

SUE “Metropolitan of Saint-Petersburg” is an organization, which in the project framework will be responsible for determing essential application conditions and for standard railway constructions, used in new constructions, reconstructions, modernizations and major repairs and used in organizing tunnel traffic;

Centrum Balticum Foundation is an independent expert centre of research and decision-making, which will be coordinating all the participants of the project on behalf of the Finnish side, will be organizing the processes of the working groups and providing technical support of the project.

VTT is a Finnish scientific-technical organization, which on behalf of Finnish partners of the project will be responsible for problem solving of computer modeling of various manufacturing processes;

LUT is a Finnish university, which on behalf of Finnish partners will be responsible for development of requirements and conditions of organization and carrying out manufacturing dynamic testing of constructions and junctions that are being created.

Turun yliopisto University of Turku is a Finnish university, which in behalf of Finnish partners will be responsible for development of conditions of creating following prototypes of laboratory bases (infrastructures) on the Finnish side: development of materials with set properties, carrying out material tests of how does it meet set properties.

Miset АО is an agency for assisting entrepreneurship in Mikkeli Region, jointly with Russian and Finnish partners realizes a project of creation and promotion of The Centre of ecological information for enterprises. Within the project, it will be providing to its’ participants a wide access to a professional ecological information, advanced Russian and Finnish experience of rational natural management, will be assisting the implementation of energy efficient and resource-saving technologies.

Substantiation of a choice of the requestor and partners and the decision of their technical and financial abilities to implement the project:

Universities – participants of the project, are established leaders of their countries in the specified area. They have, on the one hand, knowledge and experience, and, on the other hand, technical and program bases for joining a forming consortium.

Participants have individual financial resources, which can be presented as co-financing for participating in the project.

It is further assumed to create a network of real centres on both sides of the board – in Finland and in Russia, based on a created virtual distributed centre of dynamic tests. Considering the importance of providing a transport security, a relevance of the market in forming centres facilities lays down as an axiom.
