Notice Inviting Expression of Interest for short-listing of candidates for appointment as Liaison Officers for KOIFC

The Government of Karnataka is proposing to establish Karnataka Overseas Investors Facilitation Cell (KOIFC) in the office of Department of Industries & Commerce and a G. O. vide No. CI 216 SPI 2015, dated 08.09.2015 has been issued to this effect.

Karnataka Udyog Mitra (KUM), which is the nodal agency to establish KOIFC invites Expression of Interest (EOI) from interested candidates for short-listing and further appointment as Liaison Officers for eight country-specific desks proposed under KOIFC.

EoI document containing details of scope of work, eligibility criteria and other terms & conditions may be downloaded from the website of KUM or obtained from the office of KUM/TECSOK during working hours. The last date for submission of EoI is 30.07.2016. KUM reserves the right to reject any or all EoIs without assigning any reason, whatsoever.

Information Memorandum

1.1  Background

Karnataka is the land of opportunity and emerged as one of the most preferred destinations for investments in Industry and Service Sector. The State is in leading position in terms of attracting Foreign Direct Investment from both developed and developing countries across the Globe.

The State Government is committed for the rapid growth of Industry sector in the coming years and keen to attract further investments especially from foreign investors. The State Government has proposed to establish Karnataka Overseas Investors Facilitation Cell (KOIFC) in the office of Commissioner for Industrial Development and Director, Industries & Commerce vide Government Order No. CI 216 SPI 2015, dated 08.09.2015.

The prime objective of establishing KOIFC is to attract FDI for Karnataka from potential countries, viz., Germany, UAE, USA, UK, Japan, Taiwan, China, France, etc. This cell would act as an interface between GoK and companies of these countries. Further, the Cell will liaison with relevant departments of GoI, Export Promotion Councils, respective Embassies / Consulates, Trade Bodies, to attract investment to the State.

Further, KOIFC would also extend necessary support and assistance for the companies to invest in Karnataka in the prominent sectors that the State is known for. In addition, the Cell will also coordinate in organizing road shows to explore the business prospects from the potential countries.

1.2  Structure of KOIFC

KOIFC is proposed to have individual Country Desks for the potential countries of (i) Japan & South Korea, (ii) Germany, (iii) France, (iv) UK & rest of Europe, (v) USA & Canada, (vi) China / Taiwan, (vii) Africa & Latin America, (viii) South East Asia & Australia. These Country Desks would be managed by Liaison Officers, to be appointed by the Department of I&C.

Karnataka Udyog Mitra, which is the nodal agency to establish KOIFC proposes to invite Expression of Interest (EOI) from interested candidates for shortlisting. The Department of I&C will consider the shortlisted candidates for appointment as Liaison Officers for these eight desks.

1.3  Expression of Interest (EoI)

KUM invites EoI for shortlisting candidates for appointment as Liaison Officers for the proposed Country Desks. Interested candidates may submit EOI in the format specified in this EOI document.

EoI Document can be obtained from the office of KUM at the address mentioned in the cover page, or TECSOK at the address mentioned in clause 2.7, during working hours or downloaded from the website of KUM (kum. karnataka. gov. in).

A pre-proposal meeting is organized at 11.00 am on 26.07.2016 at the office of KUM, to provide clarifications on the EoI document, if required.

The last date for submission of filled-in format along with required supporting documents is 30.07.2016 at 5 pm. KUM may, in exceptional circumstances, and at its sole discretion, extend the Due Date for submission of EoI.

Section – II

Terms of Reference

2.1  Introduction

The proposed Country Desks are expected to function in line with the objectives of establishing KOIFC. These Desks would be located in the office of Commissioner for Industrial Development and Director, Industries & Commerce, Khanija Bhavan, 49, Race Course Road, Bengaluru – 560 001 or in the office of Invest Karnataka Forum, a non-profit company being setup by the State Government. The Department of I&C will appoint Liaison Officers for these Desks amongst the shortlisted candidates based on their eligibility and capability to manage the Desks successfully.

2.2  Scope of Services

The Liaison Officers to be appointed for Country Desks shall perform all such activities that are required to attract the investment for the State. Following are the broad scope of work:

·  Coordination and correspond with Ministry of Trade and Industry in respective countries, Trade Bodies / Consulates and Trade Councils and also with related Departments of GoK and GOI.

·  Highlight the competitive advantages of Karnataka, FDI Policy of Govt. of India and other sector specific policies of the State to attract investment in various sectors.

·  Listing of potential / focus sectors for attracting investments.

·  To carry out marketing strategy for promotion of investment

·  Preparation of sector specific profiles

·  Short-listing of companies who intends to Invest in Karnataka

·  Facilitating overseas business delegation.

·  Organising B2G meetings with related departments / organizations

·  Liaison with various Trade Promotion Bodies to have better coordination and cooperation for investment, technology transfer and joint ventures.

·  Follow-up and feedback to have strategy and action plan.

·  Report to higher ups on regular intervals on various activities undertaken in promotion of investment for the State.

2.3  Eligibility for short-listing

Candidates shall satisfy all the following minimum eligibility criteria for short-listing:

(i)  Should have minimum educational qualification of Degree in any discipline with MBA in marketing and related field.

(ii)  Should have speaking, reading and written proficiency in English and local language of the countries to be assigned.

(iii)  Should have a minimum experience of five years in serving trade bodies and related organisation at the mid-management level.

(iv)  Preference will be given to applicants having additional qualification, language skill, awards / certificates, experience in trade related activities and any other credentials relevant to the activities of KOIFC.

2.4  Process of short-listing

Filled-in format submitted by candidates before the last date for submission will be scrutinized for short-listing based on conformity with eligibility criteria. The eligible candidates may be required to make power point presentations on their experience, capacity and capability before the Committee. Based on satisfying eligibility criteria and also presentations, if made, candidates will be selected for short-listing.

2.5  Selection for Appointment as Liaison Officers

The Department of Industries & Commerce through KUM carry out the selection process for appointment as Liaison Officers for Country Desks amongst the shortlisted ch appointed Liaison Officers would be designated as Country Coordinator for the respective desks. This appointment will be on annual contract basis, renewable for further period based on the performance.

The decision of the Department of I&C / KUM shall be final on the matter of selection for appointment and binding on shortlisted candidates.

2.6  Right to accept or reject any of the EOIs

(1)  KUM reserves the right to accept or reject any EoI and to annul the short-listing process, at any time without any liability or any obligation for such acceptance, rejection or annulment, without assigning any reason.

(2)  KUM reserves the right to reject any EoI, if at any time a material misrepresentation is made or uncovered. This would lead to the disqualification of the candidate.

(3)  KUM reserves the right either to go ahead with selection of Liaison Officers or defer the process at its discretion. Further, KUM is not bound to appoint Liaison Officers only from amongst the short-listed candidates and may appoint other candidates also at its discretion subject to fulfillment of specified eligibility criteria.

2.7  Submission of EoI

Candidates shall submit the filled-in Application Form and Profile of Candidate as per Formats 1 & 2 respectively, along with all required supporting documents in a sealed envelope, on or before the specified last date for submission, at the office of TECSOK, address of which is given below:
