These restrictions ensure that all future occupants in new developments in Moreland cannot utilise on-street car parking. Residents and visitors of new developments must rely on their own off-street car parking (where provided) or alternate modes of transportation (i. e. public transport). These restrictions provide a level of protection for existing residents who rely upon on-street parking from the expected increase in population and associated new dwellings.
Where a parking permit is not approved, a resident may wish to have the decision reviewed. In such cases there is the ability to appeal the decision. Refer to Section 10.2.

2.5 Residential Permit Zones
Residential permit parking will only be considered in residential areas with high parking occupancy due to competing demands from other users (e. g. businesses or commuters). It should be recognised that residents do not have exclusive rights to park directly in front of their property but they should have parking opportunity within a reasonable distance of their residence.
Installation of residential permit parking:
· Will be considered when there is ³85% occupancy over a 250 metre section on both sides of the road for a continuous period of ³ 5 hours.
· Will only be installed on one side of the street to help provide an extensive range of parking opportunities.
· Will be minimised to ensure all available parking is well utilized.
· May be appropriate near fee parking areas to protect resident amenity.
· Will only be assessed after decreasing existing time limit restrictions to 1 hour and after in-ground parking sensors have been installed. (See In-ground Parking Sensors 8.2).
2.6 Shop Top Dwellings
Residents who live above shops in shopping precincts are able to apply for 1 permit only in the nearest side street to the premises provided there is available parking space.
3. Business Parking Permits
Business parking permits are designed to help traders park near their premises. Business permits may be appropriate where high levels of commuter parking are evident in off-street car parks. Business parking permits will be considered in off-street car parks where:
· There is ³85% occupancy
· Other parking restrictions have not addressed the issue
On-street business parking permits may be considered in locations where no off-street parking is available.
Permits are issued to business personnel operating at an address within the City of Moreland who require their vehicle(s) to be parked close to the address from which they operate and where there is no alternative parking space available. The area for business parking will be minimised to a specific zone in the car park. Business parking permits are transferable between vehicles to allow various staff members to use them.
3.1 Duration of Business Parking Permits
All business parking permits issued will be valid until the end of the financial year, 30 June.
3.2 Number of Business Parking Permits available
Only two (2) permits will be allowed per business property. If an off-street parking space is available on the property, then only one (1) permit will be granted. Additional permits may be granted for large business departments or businesses (100+ employees).
3.3 Eligibility
To apply for a Business Parking Permit the applicant must:
· Provide evidence the business is located permanently in the Moreland municipality such as a rates notice or lease agreement, and
· Provide a legal document (in the form of ABN details, Business Registration, Commercial Lease and Business Utility Details) while submitting the application.
· The applicant will not be eligible for the Business Parking Permit if:
· The business has a temporary operation in the municipality.
· The vehicle is a boat, caravan or other trailer or heavy vehicle such as bus, truck etc.
· The business has two or more off-street car parking spaces

4. Car Share Parking
Car sharing is an innovative form of transport that allows people with car share memberships to hire vehicles on demand for short periods of time, via internet or telephone booking services. Car sharing schemes essentially spread the ownership of vehicles over multiple users, providing the community with greater transport options without the financial cost or environmental impacts of sole car ownership.
4.1 Objectives
The Moreland Integrated Transport Strategy envisages ‘a city where a car and high income are not necessary for a rich and rewarding quality of life.’ An increase in car sharing supports this vision. Car sharing complements sustainable travel modes, and allows Moreland residents to reduce their reliance on private vehicles. Research indicates each car share vehicle has the potential to replace up to 14 privately owned vehicles, ultimately reducing the demand on much needed on-street parking.
The specific objectives of the car share policy are to:
· Use parking more efficiently.
· Reduce emissions.
· Support the local economy.
· Encourage more sustainable travel options.
· Improve access and social inclusion.
4.2 Eligibility
Only eligible car share providers are able to apply for car share bays within Moreland City Council. To determine eligibility, providers must comply with the following:
Membership:
· Allow, at a minimum, any licensed driver over age 18 to join, subject to reasonable creditworthiness and driving history checks.
· Car share vehicles must be for the exclusive use of members of a car share scheme.
· There are no casual non-members of a car share scheme as is the case with car hire or car rental companies.
Level of Service:
· Offer minimum booking durations of one hour or less.
· Ensure that no on-street parking bay remains empty for a period of two weeks or more, unless a replacement vehicle is provided for the bay.
· Prohibit the routine long-duration reservation or exclusive use of an on-street vehicle by any one nearby member, either individual or business. Please note: this includes routine, exclusive overnight use by any one member.
Vehicle Requirements:
· An operator, except for peer-to-peer car share operators, must not use any passenger vehicle in a dedicated on-street space with less than a four (4) star rating in the Australian Green Vehicle Guide. In the case of other vehicle types, such as vans or utilities, an operator must demonstrate that the vehicle is a high environmental performer for its class.
· All passenger vehicles must have a minimum four (4) star ANCAP safety rating.
· Car share vehicles, except for peer-to-peer car share vehicles, must prominently feature the car share operator’s logo to legally park in a car share bay.
Financial and Reporting Requirements:
· Operators must hold Public Liability Insurance to a minimum value of $10 million.
· Operators must provide Council with a quarterly report outlining car share use patterns within Moreland. This report will be itemised by location, indicating number of bookings per month, average trip distance, and length of bookings. The report must also identify membership levels by postcode, and composition of membership between businesses and individuals. The report must also show the average utilisation rate of each bay.
4.3 Provision of car share spaces
Car share vehicles can be parked in dedicated bays subject to Council approval. Car share parking spaces may be approved for a maximum of two (2) years. The leasing agreement for exclusive use of these spaces will expire on 30 September and must be renewed biennially.
Dedicated bays are delineated by:
· ‘Permit Zone: Authorised car share vehicle only’ parking control signs
· A supplementary plate displaying the car share operator’s logo
· Line marking may be installed at the cost and discretion of the car share operator:
- Green line marking to delineate the bay
- ‘Car share parking only’ line marked on the road within the bay
4.4 Location of car share spaces
Council support the provision of car share spaces in dedicated on-street bays, Council owned car parks and private off-street bays. Decisions on the location of car share bays should be guided by the following principles:
· Locate vehicles within 50 metres of intersections with priority given to intersections near arterial roads.
· Dedicated bays are to be installed in the nearest available bay to the shopping strip/ activity centre in a way that reflects the user priority guidelines (see appendix 3), noting that this is likely to be in a residential street.
· Avoid locations that are more appropriate for loading zones and disabled spaces
· Co-locate vehicles in locations where utilization rates are high.
· New on-street car share spaces may only be installed adjacent to business entrances in circumstances where a business owner/operator requests the installation of a car share space and this is supported by surrounding businesses.
4.5 Application Requirements
In order to apply for a dedicated bay, the car share operator must provide the following documents:
1. Proof that all eligibility requirements are satisfied.
2. Details of the proposed locations for the parking spaces.
3. Documentation to demonstrate the need for a bay, such as:
a. The number of existing car share members or potential new members living/working nearby,
b. Utilisation rates of existing car share vehicles located nearby,
c. Potential demand based on an assessment of relevant demographics e. g. household size, age of population etc.,
d. Number of requests from existing car share members or registration of interest from potential new members.
