Proper Names and Their Derivatives

During proofreading of Appendix A, A.48.1, a difference between RDA and current practice was identified.  CCC proposes removing the hyphen in the name Van Gogh in Cyrillic script in the first sentence of A.48.1.  Two Russian speakers at Library and Archives Canada verified with the Russian Academy of Sciences that a hyphen is not used in the name Van Gogh in current Russian practice. 

According to a style guide "Правилах русской орфографии и пунктуации" под ред. (М., 2006), ("Rules of the Russian orthography and punctuation" edited by V. V. Lopatin (Moscow, 2006) current practice is generally to respect the usage in the original language. 

The general rule in Lopatin contains the following instruction:

"Function words (articles, prepositions, etc.) van, da, das, de, della, del, der, di, dos, du, la, les, von, and so on, belonging to the Western European and South American names are written with a lowercase letter, e. g.: Людвиг ван Бетховен, Леонардо да Винчи, Оноре де Бальзак, Лопе де Вега, Альфред де Мюссе, Хуана Инес де ла Крус, Лукка делла Роббиа, Андреа дель Сарто, Роже Мартен дю Гар, Женни фон Вестфален, Макс фон дер Грюн, Жанна д`Арк; Ортега-и-Гассет, Риего-и-Нуньес",

(=Ludwig van Beethoven, Leonardo da Vinci, Honorй de Balzac, Lope de Vega, Alfred de Musset, Juana Ines de la Cruz, Lucca della Robbia, Andrea del Sarto, Roger Martin du Gard, Jenny von Westphalian, Max von der Grьn, Jeanne d'Arc, Ortega y Gasset, Riego y Nuсez"

but the conventions about this particular name (Van Gogh) are addressed in the footnote to the above rule:

"Note 1. In some personal names the function words are traditionally written with a capital letter (as a rule, if it is usually written in uppercase in the source language), e. g.: Ван Гог, Д`Аламбер, Шарль Де Костер, Эдуардо Де Филиппо, Ди Витторио, Этьен Ла Боэси, Анри Луи Ле Шателье, Ле Корбюзье, Эль Греко, Дос Пассос" (=Van Gogh, D`Alamber, Charles De Coster, Eduardo De Filippo Di Vittorio, Йtienne de La Boйtie, Henry Louis Le Chвtelier, Le Corbusier, El Greco, Dos Passos").

Two aspects in the Lopatin instruction are relevant to A.48.1:

1) the Van Gogh example;

2) the use of the lower case letter “и” in the Cyrillic versions of Ortega y Gasset and Riego y Nuсez Ортега-и-Гассет, Риего-и-Нуньес even though that letter is surrounded by hyphens in both examples.  The lower case letter in the single-letter conjunction “и” is in conflict with the exception clause in A.48.1.

In general, Russian current practice is to respect the usage in the original language.  CCC proposes removing the hyphen from Van Gogh and re-writing the first sentence.

Current first sentence:

Do not capitalize prefixes, prepositions, and conjunctions forming part of a proper name, except when they are connected to the following part of the name by a hyphen: фон Клаузевиц; ван Бетховен; Ван-Гог.

Marked up proposed first sentence (the hyphen is struck-through):

Do not capitalize prefixes, prepositions, and conjunctions forming part of a proper name,  except when they are connected to the following part of the name by a hyphen capitalized in the original langauge: фон Клаузевиц; ван Бетховен; Ван-Гог.

Clean proposed first sentence:

Do not capitalize prefixes, prepositions, and conjunctions forming part of a proper name, except when they are capitalized in the original language: фон Клаузевиц; ван Бетховен; Ван Гог.

Действительно, в некоторых текстах на русском языке, даже нормированных текстах художественной литературы, встречается написание "Ван-Гог". Например, у читаем:

Сезан".

Однако в соответствии с современными нормами русского литературного языка, изложенными, например в "Правилах русской орфографии и пунктуации" под ред. (М., 2006), следует использовать раздельное написание - Ван Гог.

Причем, хотя общее правило содержит следующую рекомендацию:"Служебные слова (артикли, предлоги и др.) ван, да, дас, де, делла, дель, дер, ди, дос, дю, ла, ле, фон и т. п., входящие в состав западноевропейских и южноамериканских фамилий, пишутся со строчной буквы, напр.: Людвиг ван Бетховен, Леонардо да Винчи, Оноре де Бальзак, Лопе де Вега, Альфред де Мюссе, Хуана Инес де ла Крус, Лукка делла Роббиа, Андреа дель Сарто, Роже Мартен дю Гар, Женни фон Вестфален, Макс фон дер Грюн, Жанна д`Арк; Ортега-и-Гассет, Риего-и-Нуньес",

написание конкретного имени принадлежит к числу традиционных, о чем прямо сообщается в примечании к приведенному выше правилу:

"Примечание 1. В некоторых личных именах служебные слова традиционно пишутся с прописной буквы (как правило, если прописная пишется в языке-источнике), напр.: Ван Гог, Д`Аламбер, Шарль Де Костер, Эдуардо Де Филиппо, Ди Витторио, Этьен Ла Боэси, Анри Луи Ле Шателье, Ле

Indeed, in some texts in Russian, including standard texts of fiction, we find "Ван-Гог". For example, in V. V. Mayakovsky:

"Бывало —

However, in accordance with the modern Russian literary language norms laid down, for example, in the "Правилах русской орфографии и пунктуации" под ред. (М., 2006), ("Rules of the Russian orthography and punctuation" edited by V. V. Lopatin (Moscow, 2006)), Van Gogh should be written with two separate words without a hyphen.

And although the general rule contains the following recommendation:
