Abstract.

The problem of small towns is quite relevant, illuminated in the works of Russian and foreign scientists in connection with the search for points of regional growth and adaptation to crisis. For the Russian Federation, small towns are of considerable strategic potential, because they focus the potential and have a number of advantages in comparison with industrially developed regions: a favorable environment, undeveloped areas, the possibility of implementing various infrastructure projects. Therefore, on the one hand, we can see the presence of depressed areas having a number of structural challenges and impediments to growth, on the other hand, prospects for the formation of effective interaction with the developed regional centers. One of directions of development of small cities is to optimize the use of tourist-recreational potential.

The article discusses a wide range of issues related to the development of the tourism potential of small towns in Vladimir, Tula regions and the Perm region. So, reviewed the characteristics and types of classification and the typology of cities. The evaluation and comparison of the development of cultural and tourism potential of small towns Russia on the example of three regions – Vladimir, Tula oblasts and Perm Krai.

Outlines the features and perspectives of development of small cities of these subjects in the tourism and recreational sector, identified strengths, weaknesses, the opportunities and threats that may influence the development of strategy and tools of formation of tourist-recreational specialization.

Scientific novelty of the research is to analyze the tourism potential of small towns in the selected subjects as the basis of networking with developed centres and to achieve a comprehensive effect for socio-economic development of territories.

Research methods are the systematic analysis of socio-economic modeling and forecasting. The results indicate that small city of Vladimir, and Tula regions and the Perm region have great potential for the development of tourism and recreational activities and health tourism, which in difficult macroeconomic conditions can significantly improve the welfare of these subjects. However, such results can be secured only through a system of municipal and Federal authorities, programs of development and investments.
