Рецензирование статей
Все статьи, поступившие для публикации, оформленные с учетом требований редакции журнала и отвечающие его тематике, за исключением статей, направленных академиками и членами-корреспондентами РАН и РАМН, рецензируются. Датой поступления статьи в редакцию считается дата предоставления её электронного варианта.
К рецензированию статей привлекаются ведущие специалисты в области медико-социальной экспертизы и реабилитации, работающие и имеющие публикации в течение последних 3 лет в тех областях науки, которые соответствуют тематике статьи.
Рецензирование осуществляется на общественных началах, проводится в условиях анонимности (фамилия рецензента не сообщается, за исключением случаев, когда рецензент просит об этом для установления контакта с автором статьи) и конфиденциальности (с соблюдением права автора на неразглашение до публикации содержащихся в статье сведений). Рецензенты должны избегать публичного обсуждения представленных работ или заимствования идей авторов до публикации рукописей и не имеют права копировать полученные рукописи в свои файлы или предоставлять их другим лицам без разрешения редакции, обязаны вернуть или уничтожить экземпляр рукописи после представления рецензии.
В зависимости от круга поднимаемых вопросов статья может быть направлена одному и более рецензентам, одновременно или последовательно. Дополнительные эксперты могут привлекаться рецензентом к работе только с разрешения редакции и также на условиях конфиденциальности.
Рецензия составляется в свободной форме или оформляется на специальном бланке редакции. Рецензент оценивает актуальность темы статьи; полноту раскрытия проблемы; адекватность цели и методов исследования; достоверность сведений, их соответствие современным достижениям науки и практики, фактическому и иллюстрационному материалу; четкость, последовательность и стиль изложения; точность используемых определений и формулировок; обоснованность выводов работы.
В рецензии также определяется оригинальность исследования и новизна полученных данных, отмечаются, при наличии, слабые стороны и недостатки работы.
Рецензия заканчивается рекомендацией опубликовать статью, направить её авторам на доработку (с подробным указанием замечаний и предложений) или воздержаться от публикации (с мотивированным обоснованием отказа).
Статья, рецензия на которую содержит существенные замечания и предложения по исправлению рукописи, направляется «на доработку» авторам с приложением полного текста рецензии. После исправления замечаний статья рассматривается повторно в редакции или вновь направляется рецензенту, при этом датой поступления статьи будет считаться передача в редакцию её электронного варианта после доработки. В случае несогласия с мнением рецензента, автор статьи имеет право предоставить аргументированный ответ в редакцию журнала, и статья направляется на повторное рецензирование либо на согласование в редакционную коллегию. Редакция оставляет за собой право отклонения статей при неспособности или нежелании автора учесть замечания редакции.
Окончательное решение относительно публикации статьи принимается после получения рецензии главным редактором, его заместителем или на очередном заседании редакционной коллегии. В случаях отказа в публикации авторам направляют письмо с обоснованием такого решения. Отклоненные редакцией рукописи не сохраняются.
Статьи рецензируются в порядке их поступления в редакцию. Сроки рецензирования и публикации статей зависят от наполняемости редакционного портфеля рукописей.
Статьи и рецензии хранятся в течение 5 лет; копии рецензий направляются авторам, а также в Министерство образования и науки Российской Федерации при поступлении запроса.
Редколлегия журнала проводит постоянную оценку качества рецензирования с помощью русской версии опросника Review Quality Instrument (Version 3.2)1.
Reviewing of the articles
All the articles submitted for publication, designed with consideration of the Journal Editorial Board demands and satisfying its thematic conception, excluding the articles directed by academicians and corresponding members of the RAS and the RAMS, are being reviewed. The date of adoption of the article to the Editorial Board is considered as the date of submission of its electronic version.
For reviewing of the articles the leading specialists in the medical-social expertise and rehabilitation field are enlisted working and having publications for the last 3 years in those scientific areas which correspond to the thematic conception of the article.
Reviewing is performed as a public service, it is carried out under conditions of anonymity (the Surname of the reviewer is not announced, excluding the cases when the reviewer asks about it for establishing contacts with the article author) and confidentiality (with adherence to the author’s right about non-spreading of information contained in the article before publication). The reviewers must avoid public discussion of submitted works or borrowing the ideas of the authors before the manuscripts’ publication and have no right to copy received manuscripts into their own files or submit them to another persons without the permission of Editorial Board, they ought to return or destroy the manuscript copy after submission of the review.
Dependently on the circle of presented questions the article may be directed to one and several reviewers, simultaneously or sequentially. Additional experts may be attracted to the work by the reviewer only with the editorial board permission as well as under conditions of confidentiality.
The review is formulated in a free form or designed on a special editorial board form. The reviewer evaluates the actuality of the article subject; the fullness of the opening of the problem; adequacy of the purpose and methods of investigation; authenticity of the information, their correspondence to up-to-date achievements of science and practice, factual and illustrational material; precision, sequence and a narration style; correctness of the used definitions and formulations; substantiation of the work conclusions.
In the review there are being determined also the originality of investigation and the novelty of received data, there have been marked weak characteristics if only they are present and shortcomings of the work.
The review is being finished by the recommendation to publish the article, to pass it to its authors for additional work (with detailed instructions of comments and proposals) or abstain from publication (with a motivated substantiation of the refusal).
The article the review to which contains significant remarks and proposals for making corrections in the manuscript is being directed to the authors for “additional work” with a supplement of a full review text. After correction of remarks the article is considered repeatedly by the editorial board or is directed again to the reviewer, with it the date of the article submission will be regarded the transmission of its electronic version after additional work to the editorial board. If the author is not agreed with the reviewer’s opinion the author has the right to represent an argumentative answer to the Journal editorial board, and the article is directed to repeated reviewing or for the agreement to the editorial board. The editorial board leaves its right to reject the articles in case of incapability or reluctance of the author to take into consideration the remarks of the editorial board.
The final decision concerning publication of the article is being accepted after getting the review by the Editor-in-Chief, the Deputy Editor-in-Chief or on a regular meeting of the editorial board. In case of a refusal in publication a letter has been directed to the authors with substantiation of such decision. Rejected manuscripts are not saved by the Editorial Board.
The articles are reviewed in the order of their coming to the editorial board. Time allowed for reviewing and publication of the articles depend on the filling of the editorial board portfolio by the manuscripts.
The articles and the reviews are kept during 5 years; the copies of the reviews are being directed to the authors, as well to the Ministry of education and science of the Russian Federation in case of the coming of an inquiry.
The Editorial Board of the Journal carries out a permanent evaluation of the reviewing quality with a help of a Russian version of the questionnaire Review Quality Instrument (Version 3.2)2.
