Методические основы проектирования и внедрения интегрированных систем безопасности на объектах информатизации энергетического комплекса // Информационные ресурсы России. 2018. № 2. – С. 2-7. Аннотация. В статье рассматриваются методические основы проектирования и внедрения интегрированных систем безопасности (ИСБ) на объектах информатизации топливно-энергетического комплекса (ТЭК). Доказывается преимущество использования ИСБ по сравнению с комплексами технических средств, предназначенных для обеспечения комплексной безопасности объектов информатизации ТЭК. Приводится типовой состав и структура интегрированных систем безопасности. Рассматриваются два основных подхода, используемых при внедрении ИСБ на объектах информатизации ТЭК. Подробно разбирается методика проектирования и обеспечения эффективного функционирования интегрированных систем безопасности на объектах информатизации ТЭК. Представлен алгоритм проектирования и внедрения интегрированной системы безопасности объекта информатизации ТЭК. Приводятся основные условия, которые необходимо выполнять при разработке и внедрении ИСБ. Рассмотрены этапы проектирования ИСБ и внедрения на объектах информатизации органов внутренних дел. Сделан вывод о целесообразности использования такого подхода, позволяющего проектировать и внедрять эффективные интегрированные системы безопасности, способные обеспечить комплексную безопасность объектов информатизации ТЭК. Methodological basis for the design and implementation of integrated systems safety at the facilities informatization of fuel and energy complex // Information Resources of Russia. 2018. No. 2. Pp. 2-7. Abstract. The article discusses the methodological basis for the design and implementation of integrated security systems (ISB) at the information facilities of the fuel and energy complex (FEC). The advantage of HMB use is proved in contrast to the complexes of technical means intended for complex safety of objects of energy industry Informatization. The typical composition and structure of integrated security systems is given. Two main approaches used in the implementation of HMB at fuel and energy complex information facilities are considered. The technique of designing and ensuring the effective functioning of integrated security systems at fuel and energy facilities Informatization objects is analyzed in detail. The algorithm of design and implementation of the integrated security system of the fuel and energy complex Informatization object is presented. The basic conditions that need to be met in the development and implementation of HMB are given. Banded version of the stages of the design of the ISF and implementation on objects of Informatization of bodies of internal Affairs. The conclusion about expediency of use of such approach allowing to design and introduce the effective integrated security systems capable to provide complex safety of objects of information of energy industry is drawn. Организационно-информационная поддержка единого системного подхода реализации политики импортозамещение в топливно-энергетическом комплексе // Информационные ресурсы России. 2018. № 2. – С. 8-12. Аннотация. В работе рассматриваются подходы к организационно-информационной поддержки единого системного подхода реализации политики импортозамещение в ТЭК России, включая структурную модель организационно-информационной поддержки импортозамещения ТЭК. Разбираются основные подходы к формированию планов импортозамещения различных уровней (корпоративного, регионального, отраслевого), включая информационное взаимодействие заинтересованных субъектов участвующих в реализации политики импортозамещения в  ТЭК. Organizational and informational support of a single system approach to implementation of policies import-substitution in fuel and energy complex // Information Resources of Russia. 2018. No. 2. Pp. 8-12. Abstract. The paper considers approaches to organizational and information support of a single system approach to the implementation of import substitution policies in the fuel and energy complex of Russia, including a structural model of organizational and information support for the import substitution of the fuel and energy complex. The basic approaches to the formation of plans for import substitution of various levels (corporate, regional, sectoral) are considered,  including the information interaction of the stakeholders involved in implementing the policy of import substitution of the fuel and energy complex. , Электронные документы и цифровые технологии // Информационные ресурсы России. 2018. № 2. С. 13-19. Аннотация. Рассмотрены основные  определения  понятия «документ» и «электронный документ». Приведена систематизация электронных документов.  Появление электронных документов без явного физического носителя: сайтов, мультимедиа и других, а также новых технологий хранения документов, например, по модели «блокчейн», требуют ввести в понятие «электронный документ» современную трактовку, позволяющую признавать документом документ, хранящийся в виде отдельных блоков исключительно в электронной среде, а также признавать его юридическую силу. Необходим новый подход к понятию «документ», учитывающий современные формы и методы представления документа. Ключевые слова: документы, электронные документы, длительное хранение.	Zalaev  G. Z., Tsvetkova V. A. Electronic documents and modern technologies // Information Resources of Russia. 2018. No 2. Pp. 13-19. Abstract. In this article, we examined main definitions of “Document” and “Electronic document” concepts. We gave the systematization of electronic documents. Appearance of electronic documents without obvious physical storage medium such as websites, multimedia and others, and also appearance of new storage technologies for documents – for example, by so-called blockchain model – demand to give modern treatment to the definition of electronic document. This treatment should allow to acknowledge as document those documents which are stored in the form of  separate units  only in electronic medium and to acknowledge its legal force. It is necessary to develop new approach to the definition of document, which will consider modern forms and methods of document representation. Оценка эффективности управления государственными информационными системами // Информационные ресурсы России. 2018. № 2. С. 20-23. Аннотация. В статье описаны современные подходы к оценке эффективности управления информационными системами и предложена методология оценки эффективности управления государственными информационными системами, основанная на применении показателей общественной ценности, когнитивного моделирования и инструментов нечеткой логики для прогнозирования эффективности управления на основе качественных оценок наблюдаемых ключевых функций управления. На основании проведенной экспериментальной проверки применимости предложенной методологии делается предварительный вывод о ее использовании для целей повышения эффективности реализации государственных и региональных программ и проектов развития государственных информационных систем. Assessment of the public information systems management effectiveness // Information Resources of Russia. 2018. No. 2. Pp. 20-23. Abstract. The paper describes modern approaches to assessing the effectiveness of information systems management and suggests a methodology for evaluation the effectiveness of public information systems management. The proposed methodology is based on the use of public value indicators, cognitive modelling tools and fuzzy logic for prediction of management effectiveness on the base of the observed key management functions qualitative assessment. Based on the results of the methodology experimental verification, a preliminary conclusion about it for improving the effectiveness of public information systems development programs and projects is made. В статье проведен анализ современного состояния информационно-телекоммуникационной инфраструктуры Республики Саха (Якутия). Приведены региональные особенности северной территории Российской Федерации. Представлены основные показатели влияния широкополосного доступа к глобальной сети Интернет на развитие отраслей экономики региона. Отмечено, что самым востребованным спутниковым ресурсом на территории Республики Саха (Якутия) является Ku-диапазон космического аппарата «Экспресс Ам5». Приведены основные показатели развития современных информационных и телекоммуникационных технологий до 2030 года. In the article is given the analysis of modern state of information and telecommunication infrastructure of the Republic of Sakha (Yakutia). Given the regional characteristics of the Northern territory of the Russian Federation. Presents the main indicators of the impact broadband access to the global Internet for the development of industries of economy of the region. Noted that the most popular satellite resource on the territory of the Republic of Sakha (Yakutia) is a Ku-band spacecraft "Express-AM5". The basic indicators of the development of modern information and telecommunication technologies until 2030. Информационные технологии управления эффективностью бизнес-процессов  // Информационные ресурсы России. 2018. № 2. С. 30-35. Аннотация. Согласно международным стандартам, регламентирующим разработку систем управления эффективностью бизнеса, в процессе функционирования и развития предприятий должна быть обеспечена связь между стратегическими целями и всеми его процессами и в том числе бизнес-процессами. Однако сегодня это скорее фигура речи, чем реалии практики. Причиной такого положения дел является отсутствие метода, обеспечивающего  превращение требований стратегических целей в ежемесячные плановые индикаторы, используемые отделом бюджетирования для управления бизнес-процессами. Рассматриваемый в настоящей работе метод позволяет решить означенную проблему.  Ключевые слова: стратегическая цель, бюджетирование, управление, бизнес-процессы, управление эффективностью предприятия. According to the international standards governing the development, business performance management systems in the operation and development of the enterprises, it must be possible relationship between the strategic objectives and their business processes. Today, however, this figure of speech rather than the realities of practice. The reason for this situation is the lack of a method of ensuring the conversion requirements of strategic objectives in the monthly routine indicators used by the Division of budgeting. , , Применение программного комплекса CRM для автоматизации обработки данных в системах поддержки принятия решений при продвижении интернет-проекта  // Информационные ресурсы России. 2018. № 2. С. 36-38. Аннотация. Работа выполнена в научном и практическом направлении по использованию программного комплекса CRM, обеспечивающего автоматизацию обработки данных в системах поддержки принятия решений при продвижении интернет-проектов на рынке услуг в области малоэтажного строительства. На сегодняшний момент времени для организации в области малоэтажного строительства с достаточно разветвленной структурой и большой сетью филиалов при выходе на рынок услуг актуальным являются следующие направления: общее сокращение расходов, совершенствование управлением филиалов, разработка эффективных методов продвижения интернет-проектов, отработка эффективных взаимоотношений с клиентом с учетом быстроменяющейся информационной среды и, как следствие, быстрое, эффективное принятие научно-обоснованных решений. Abstract. The work was carried out in the scientific and practical direction on the use of the software complex CRM, which provides automation of data processing in decision support systems when promoting Internet projects in the market of services in the field of low-rise construction. At present time for the organization in the field of low-rise construction with a fairly branched structure and a large network of branches, when entering the services market, the following areas are topical: overall cost reduction, improvement of branch management, development of effective methods for promoting Internet projects, working out effective relationships with the client, taking into account the rapidly changing information environment and, as a result, the rapid, effective adoption of scientifically based solutions.
