ВНЕШНЕПОЛИТИЧЕСКИЕ ПРЕДПОСЫЛКИ РАЗВИТИЯ РОССИЙСКОГО БИЗНЕСА В АРКТИКЕ
Аннотация. Развитие нефтегазового сектора Российской Федерации в Арктическом регионе является хорошим примером обеспечения национальных интересов России в Арктике. В области добычи, разработки и эксплуатации нефтегазовых ресурсов и выступают в качестве компаний – монополистов, с чьей деятельностью не может конкурировать ни одна ныне существующая компания на территории Российской Федерации в Арктическом регионе. Не смотря на то, что развитие их проектов зависит от таких составляющих как: ресурсный потенциал Арктики, наличие необходимых лицензий для разведывательной деятельности, наличие требуемого оборудования и прочее; в то же время нельзя и не учитывать внешний фактор влияния, так как эффективность работы рассматриваемых компаний зависит и от совместной разработки месторождений, покупки технологий и оборудования, финансирования как внутреннего так и внешнего, накапливания опыта и так далее. Таким образом Арктический регион рассматривается в данной работе с точки зрения одной из структур международных отношений, которая формируется и существует в результате многонаправленной политики присутствующих там государств. Неореалистическая теория лучшим образом объясняет существование системы международных отношений, в рамках которой объекты живут по установленным правилам этой системы.
Использование метода системного анализа, который позволяет изучить исследуемый объект с разных сторон, является логичным и подходящим, по причине того, что изучение развития нефтегазового бизнеса в Арктике и рассмотрения внешних сфер влияния с политической, экономической и экологической точек зрения требуют комплексного подхода. Использование исторического метода способствует установлению причинно-следственных связей в отношении развития «Газпрома» и «Роснефти» в Арктике. Метод интервью помогает как получить новые сведения, так и опровергнуть или подтвердить имеющиеся. Наконец контент-анализ способствует накапливанию источников информации, используемых в процессах познания.
Изучение становления «Газпрома» и «Роснефти» в Арктике, их развития в качестве нефтегазодобывающих компаний, выделение основных сфер внешнего влияния на их деятельность – представляют собой основу проведенного исследования, в результате которого можно говорить о внешнеполитических предпосылках развития Российского нефтегазового бизнеса в Арктике, а так же роли и значимости внешнего влияния.

FOREIGN OR EXTERNAL PRECONDITIONS OF THE RUSSIAN BUSINESS DEVELOPMENT IN THE ARCTIC REGION
Abstract. Development of the Russian Federation’s oil and gas sector in the Arctic region is a good example of ensuring the Russian national interests in the Arctic. In the respect of output, extraction and exploitation of oil and gas resources, OAO «Gazprom» and OAO «Rosneft» are considered as the monopolist companies with whose activities no one existing company in the Russian Federation cannot compete in the Arctic region. Despite the fact that the development of «Gazprom» and «Rosneft» projects are dependent on such components as: resource potential of the Arctic, availability of the necessary licenses for the extraction activities, availability of required equipment and so on; At the same time, it is necessary to take into account the impact of external factors, for the effective work of this companies depends on the joint extraction of deposits, purchase of technology and equipment, financing which is received from both internal and external investors, accumulation of experience, and so on. Thus the Arctic region is considered from the point of view of the structure of international relations, which is formed and exists as a result of multidirectional policy of the Arctic states. In this respect, neorealist theory explains the existence of the international relations system, in which the objects live by the rules of that system.
Using of the systems analysis, which allows to study the object from different aspects, is a logical and appropriate, for the study of the oil and gas business development in the Arctic region and the consideration of external spheres of influence from the political, economical and environmental points of view require a comprehensive approach. Using of the historical method promotes establishing of causalities in respect of the «Gazprom» and «Rosneft» development in the Arctic. Interview method contributes both to gain new information and to refute or confirm the available facts. Finally, content analysis conducive to the accumulation of information sources used in the cognition processes.
Investigation of the «Gazprom» and «Rosneft» formation in the Arctic region and their development as oil and gas companies, distinguishing the main areas of external influence on their activity, all these are the basis of this investigation, as a result of which it is possible to talk about the foreign preconditions of the Russian business development in the Arctic region and also about the role and the significance of such external influences.
