The head of state signed the Law of the Republic of Kazakhstan

“On Introduction of Amendments and Supplements to Certain Legislative Acts of the Republic of Kazakhstan on the Issues of Customs Affairs” aimed at implementation of integrated control at automobile checkpoints while transit of goods and motor vehicles through the state border by the way of transferring the functions of transport, veterinary, quarantine and phyto-sanitary control to the customs authorities.

Today, President Nursultan Nazarbayev addressed the OSCE Permanent Council, held in Vienna.

In his video The President outlined the main approaches to the OSCE activities, read the slogan and the priorities of Kazakhstan's chairmanship of the Organization.

Nursultan Nazarbayev said that Kazakhstan's chairmanship will be based on principles such as trust, tradition, transparency and tolerance.

President Nursultan Nazarbayev sent a telegram of condolences to President of the Republic of Haiti Rene Preval in connection with the earthquake, which has led to numerous destructions and human victims.

The telegram says that Kazakhstan has been in pain to hear about the tragedy in Haiti.

The telegram reads, in particular:

"On behalf of the people of the Republic of Kazakhstan and on my own behalf, I express condolences to the families of victims and their relatives. The Government of Kazakhstan will render humanitarian help to your country."

A wide range of issues on tolerance, interreligious and interethnic concord was discussed during the meeting.

Message from the Head of State "New Decade - New Economic Growth - New opportunities for Kazakhstan" was devoted to the development strategy of Kazakhstan till 2020.

The President noted that in 1997, with the adoption of the Strategy "Kazakhstan -2030", was formulated long-term agenda, the main objectives and priorities of the country, which then received a logical development in the Strategic Plan to 2010. Kazakhs began to live as planned and achieved the following positive results. In 2008 compared to 2000 doubled the amount of GDP. The average monthly wages increased by 5 times and the average size of pensions by 3 times. During the meeting the sides discussed prospects of trade and economic cooperation.

A. Zhumagaliyev informed the President on the outcome of the year 2009. During the reporting period, the number of fixed telephone lines has been brought up to 3.6 million. Number of Internet users grew to 1.8 million, of which 1.4 million use broadband access to the network. This is almost two times higher than in 2008.

Before the beginning of the Board Supreme Commander-in-Chief handed the combat flags to the Land forces and Naval forces of the Armed Forces of the Republic of Kazakhstan.

President Nursultan Nazarbayev Holds a Telephone Conversation with German Chancellor Angela Merkel at the Initiative of the German Side

Angela Merkel congratulated Nursultan Nazarbayev on the beginning of Kazakhstan's chairmanship in the OSCE. In his turn, the head of state expressed gratitude for the support that Germany renders to Kazakhstan in its activity in the post of Chairman-in-Office of the OSCE and, in particular, for the support of the Kazakh initiative to host an OSCE summit. Today in Akorda the head of state Nursultan Nazarbayev met the members of Majilis of the Parliament of the Republic of Kazakhstan headed by Chairman of the House Ural Mukhamedzhanov.

During the meeting Kenzhegali Sagadiyev, Tulebek Kosmambetov, Svetlana Ferho, Vladimir Bobrov, Shavkhat Utemisov and Tanirbergen Berdongarov told the President about the trips of the MPs to the regions of the country, meetings with people. At these meetings a detailed conversation on the Message of the President “New Decade - New Economic Rise - New Opportunities of Kazakhstan” took place.

Speaker of Majilis Ural Mukhamedzhanov said that members of Majilis visited all regions of Kazakhstan, about 350 cities and villages, carried out about 800 meetings, where more than 100 thousand Kazakhstani citizens participated. In public reception branches of a people’s democratic party “Nur-Otan” more than one thousand citizens were accepted. In various mass media more than 400 articles of MPs were placed.

The head of Ukraine accepted the invitation of the President of the Republic of Kazakhstan to visit Kazakhstan on an official visit and, in his turn, invited the head of Kazakhstan to visit Ukraine.

During the conversation an agreement was achieved to hold a session of the Intergovernmental commission where the sides will review the set of Kazakhstan-Ukrainian trade and economic relations and outline the new directions of cooperation, including in the space sphere.

Kazakhstan is considering the UN as the most authoritative, universal international organization, and supports the strengthening of UN's central role in maintaining international peace and security, conflict resolution, fight against other threats and challenges faced by humanity. Cooperation with the UN is one of the priorities of Kazakhstan's foreign policy. Today in the republic and has representative offices 16 special agencies, funds and programs of the UN system, most of which have regional and sub-regional status.

In the Belgian capital, the President met with the President of the European Investment Bank FA Mayshtadtom. During the meeting, Kazakh President highly appreciated the readiness of the European Investment Bank to develop cooperation with Kazakhstan. It was noted that the EIB is regarded as a key partner in attracting investments into the Kazakh economy.

- Framework Agreement signed today between the Republic of Kazakhstan and the European Investment Bank will provide a foundation for mutually beneficial cooperation in the future. This will enable Kazakhstan to attract long-term and relatively cheap credit resources, primarily in infrastructure projects, - said Nursultan Nazarbayev.

Head of State congratulated his interlocutor with his election as President of the European Council, established in accordance with the Lisbon Treaty.

Nursultan Nazarbayev noted the active participation of leading European Union states in the modernization of Kazakhstan, informed Van Rompuy to achieve social and economic development.
