Topics: Introduction to the course. Goals, schedule, requirements. What are international organizations? Why are they created and maintained? What is global governance? Pieces of global governance. Intergovernmental organizations: functions, types. The concept of international regimes. Globalization challenges.

1.2. Contending theoretical approaches in the study of international organizations.

Topics: Liberalism, realism, constructivism, Marxism. Middle-level theories: functionalism, integration, international regimes (drawn from liberalism), collective goods, rational choice and hegemonic stability (drawn from realism), dependency theory (drawn from Marxism).

1.3. History of international organizations.

Topics: 19th - century developments. Multilateralism in the 20th century. The development of international organizations in the pre-WWII period. Trends in functional organizations. International courts and their role in dispute-settlement. Contemporary International Organizations.

Assessing the specifics of regional organizations and consequences of regionalism.

Topics: IGOs, international conventions, humanitarian intervention, peace-keeping and peace-building. Security-related international intergovernmental organizations: United Nations, regional intergovernmental organizations. Introduction to the North Atlantic Treaty Organization (NATO). NATO contemporary challenges. The role of non-governmental organizations in the security governance. Managing humanitarian crises. NGOs and the provision of humanitarian aid. Nuclear non-proliferation.

3.2. Non-state actors in world politics.

Topics: The range of non-state actors. Social movements. Experts and epistemic communities. Historical development of non-governmental organizations. NGO roles. Participation of NGOs in international institutions. What impact can NGOs have? How much influence are they able to insert? Limits to NGO influence.

3.3. Challenges for the future.

Topics: International organizations: challenges for the future. Wrapping up the course. Final essay.

For each seminar students are supposed to prepare short statements from news sources and international organizations’ official web-sites on current developments/debates/conferences taking place in the organizations.

How do you understand the concept of an “international regime”?

What are international organizations?

What is the difference between intergovernmental and non-governmental organizations?

Which theoretical approaches to the study of international organizations do you know? Which approaches seem most convincing to you?

Seminar 2:

Give examples of first international organizations and analyze their role in world politics;

Functional international organizations: give examples and describe main issue-areas;

Analyze the development of international organizations in the 20th century.

What factors account for the growth of functional organizations in the second part of the 20th century? Give examples of functional organizations.

United Nations as a successor to the League of Nations. Which were the historical circumstances in the process of UN creation? Which challenges had to be taken into account?

What role does the United Nations play in the contemporary international relations?

Post- Cold War developments within the United Nations. How has the UN been able to cope with post-Cold War challenges?

What was the impact of new states on the development of the United Nations?

Analyze the development and functioning of the UN special agencies.

What kind of reforms have been suggested to make the UN more effective?

Regional organizations: what factors can explain the increase in regional organizations in the post-WWII world?

Which post - Cold War dilemmas have regional organizations tried to solve?

Which forms and dimension have regional integration processes taken?

Give an overview of regional organizations in Europe.

Seminar 4:

What were the driving forces behind post-WWII integration in Europe?

Whose views influenced early integration efforts?

What major stages of European integration can you name?

What were the main difficulties in the European integration process and how were they resolved?

What were the stages of development of the Single Market and the EMU?

The concept of “multi-level” integration: how does the EU cope with differences that arise among its member-states?

Describe relations between EU and countries of Eastern and Central Europe in the pre-accession period.

What is “Copenhagen criteria”? Which reforms did CEE countries have to introduce? What were the main challenges after the CEE states entered the EU?

How do you see the future of EU?

Seminar 5:

Discuss the role of the Council of Europe and CIS in contemporary European politics.

Choose any case in the ECHR and analyze it.

Seminar 6:

What are the characteristics of the integration processes in Asia, Africa and the Middle East?

What limitations to integration exist in the Region? How have they been solved?

What were the causes of the crisis? How has the crisis influenced regional integration?

What processes are likely to unfold in the region?

How has globalization impacted integration processes in the Americas?

How have regional organizations in the American been able to cope with internal and external threats?

The role of regional organizations in solving contemporary challenges: which issue areas have been more effectively addressed? Why?

Seminar 8:

Traditional and non-traditional security challenges in contemporary international affairs. Analyze the role of intergovernmental organizations in addressing these challenges.

What is the role of non-governmental organizations in dealing with humanitarian crises?

Students’ presentations on non-governmental politics.

Темы презентаций (темы 1-13):

a) Report on an intergovernmental organization: choose any aspect in the activities of a regional organization in Africa, Asia, or the Middle East. Analyze main problem areas in solving this problem, position of main actors on the matter, main programs and their evaluation. Present critical assessment of the issue, and your own conclusions. (Individual work).

b) Report on a non-governmental organization. Choose an issue area that is of concern to the international community. Find out which non-governmental organizations tried to combat this problem; analyze main campaigns and their effectiveness; key activists and their role; how non-governmental organizations tried to cooperate with states and intergovernmental organizations on the matter. (Group work).

a) Choose an international organization and explain its emergence and set up using an analytical approach to IOs.

b) Choose one issue area: promotion of human rights, promotion of economic development, protection of the environment, promotion of trade and commerce, promotion of social progress and analyze how it is addressed by intergovernmental (and non-governmental) organizations?

c) Non-traditional security challenges: how are they addressed by intergovernmental (and non-governmental organizations)? Choose a specific challenge (combating drug trafficking, human trafficking, etc) and analyze how it is dealt with on an international or regional plane.
