4) Надо также будет найти двух-трех (а иногда требуют и четырех) человек – referees, которые согласятся дать рекомендации. Обычно требуют, чтобы один из них обязательно был ваш шеф. Если это по каким то причинам невозможно, то можно попытаться взять ее у другого человека с кафедры, факультета и т. д. Два других должны быть с каких-то третих (т. е. не из СНГ и не из той, откуда хост) западных стран.
При наличии у вас хороших публикаций найти себе referees вполне реально, если заранее об этом подумать. Просто надо послать им свое CV и публикации (можно в электронном виде) с просьбой дать рекомендацию. Как правило, даже незнакомые люди на такие просьбы благожелательно реагируют (если это делается не в последний момент).
Ну, и наконец, ясно, что в 99 случаях из 100 текст рекомендаций писать будете вы сами:

Furthermore, … is open to exchange of ideas, discussions, collaboration with researchers representing other scientific schools in studying... . I would also like to emphasize his language skills. Within a very short period he managed to learn English from the scratch and reach a level enabling him to write the research papers and make the talks in English. He had an oral presentations in English at the International Conferences "…." (…, Minsk, Belarus, 20..) and at the XII Symposium on … (.., Germany, 20...) and took part in the … .

5) На заключительном этапе отсылаете все application forms и документы, которые требуются. Если вы уже защитились, то надо слать нотариально заверенный перевод диплома. Если диплома еще нет, то при подаче application forms от вас лишь требуется справка (годится даже подписанная только зав. отделом), что Ph. D. ожидается тогда-то. Диплом кандидата наук у вас должен быть только к моменту начала fellowship (обычно это весна–осень следующего года).

Это инструкции NSF (главной американской грантовой организации), но данная информация полезна для написания любых проектов, т. к. Америка в таких делах – это некий стандарт, и на нее пытаются равняться. Когда этим лучше заниматься?
Для основной массы постдоков deadline осенью, поэтому заниматься всем процессом application желательно летом, а точнее в июне, т. к. большинство потенциальных хостов и людей, которые будут давать вам рекомендации, разъезжаются в июле на каникулы до сентября.
Английский язык
На подавляющее большинство постдоков (в отличие от западной аспирантуры) никаких экзаменов типа TOEFL и GRE сдавать не требуется. То есть они как бы верят в то, что человек с англоязычными публикациями достаточно знает английский. На данный момент лишь важно, чтобы Вы могли вести переписку по-английски.
