6.  Bucket 2 - Regulatory Contracts, Model Testing, and Forecast Preparation

Bucket 2 is the time to get the regulatory contracts started, submit an initial Generator Resource Data Template (GRTD) for preliminary modeling, and the necessary information for CAISO forecasting (Eligible Intermittent Resources only). Regulatory contracts can assist in the type of contract that should be executed below.

a.  Regulatory Contracts Information Request Sheet(s)

Execution process takes 4 to 6 weeks to complete and is required to be fully executed 30 days prior to sync date of the generator. These forms can be found here under Pro forma agreements and associated documentation. Please email *****@***com if you need assistance in clarifying the differences between contract types.

b.  Schedule 1 Template

Execution process can take 4 to 6 weeks to complete and is required to be fully executed 30 days prior to initial synchronization of the generator. This should be filled out and sent to Regulatory Contracts *****@***com along with the appropriate Agreement Information Request Sheets stated above. This form can be found under Pro forma agreements here.

c.  Topographical Map for Solar Resources

The topographical map is submitted for renewable resources only. This is a topographical plot plan map that depicts all the boundaries of a solar site and the topology of the land to for forecasting purposes. The map must identify all meteorological station locations by latitude and longitude and should be in degrees/decimals using WGS84 geodetic datum only. See the Tariff Appendix Q for more information about this requirement.

Common topographical map submission problems include:

·  Not submitting a topographical map that shows elevations lines.

·  Meteorological (MET) station towers are not identified on the drawing.

·  MET stations are not numbered. The number is used in the CAISO EMS database.

·  Missing GPS coordinates on the topographical map or missing a submitted document that states the coordinates.

d.  Site Information Form for Solar Resources

Site Information Form must be completely filled out before submitted to NRI. For plant location, the Eligible Intermittent Resource must use latitude and Longitude expressed in degrees/decimals using WGS84 geodetic datum pplemental information may be required if the information provided on the information sheet is insufficient to generate a forecast.

Common site footprint submission problems include:

e.  Meter Configuration Worksheet

The purpose of the ISO Meter Configuration Worksheet is to allow the Meter Data Acquisition System (MDAS) group to set-up the meter configuration in MV90 and communicate with the meter. This form must be submitted at least ten (10) business days prior to the operational meter testing date. Please note that the Site Owner is responsible for the accuracy of the information on this form.

f.  Generator Resource Data Template Initial Spreadsheet

Generator Resource Data Template Initial Spreadsheet is required for market modeling simulation. Simulation is used to determine whether the proposed GRDT settings will work properly. Any problems or fixes needed to the submittal will come from the Entity and Resource business group.

7.  Bucket 3 – Market Preparation

These items are the most critical to reach the desired market date with the CAISO. The Bucket 3 deliverables need careful consideration and planning. All the bucket 3 items are required and shall be accepted 30 days in advance of initial sync of the resource.

a.  Final Generator Resource Data Template

The final Generator Resource Data Template (GRDT) will need to be finalized and is typically reviewed by the Scheduling Coordinator. The final GRDT is needed for populating the ISO Master File.

NOTE: The Max_Gen must be equal to or less than the net output to the grid listed on the PGA Schedule 1.

c.  California Energy Commission (CEC) – Pre-certification

Participation in PIR requires the following documentation: Letter of Intent, Export Exemption Fee Form, and the CEC Pre-Certification for Renewable Portfolio.  PIR Certification will require a minimum evaluation period consisting of 60 days with good quality data after the project has achieved Commercial Operation Date (COD) or Commercial Operations for Market (COM) and have been setup in CAISO systems as an Eligible Intermittent Resource (EIR).  Projects that have a Phased implementation schedule in their Generator Interconnection Agreement must be pre-approved by the CAISO to begin the PIR evaluation prior to 100 percent of the resource being commercial.  A request for PIR Certification must be submitted by the generator owner and accepted by the CAISO during the planning stage (prior to project design or contract execution) in order for the PIR Certification evaluation to occur prior to 100% of project capacity achieving COD.  The CAISO will review and approve such requests on a case-by-case basis and will require the phasing proposal 1) to align with the interconnections studies and analysis conducted and 2) to be reflected in applicable interconnection documents.  For the CEC Pre-Certification please visit California Renewable Energy Overview and Programs

d.  Control and Protection Documentation

This documentation is only required for Interconnection Customers connecting directly to the CAISO control grid or when a generator has gone through the CAISO Application and Study queue process.

This includes: a one-line diagram showing relaying, metering, CTs, and PTs; a complete list of relay settings, including selected CT and PT ratios, frequency set points if used, and a copy of the relay Certified Test Reports after relay settings have been tested and approved. 

Please Note: The Certified Test Reports, if available, can be submitted at this time.  If not, they must be provided in Bucket 5, before Commercial operations can be approved.

e.  Scheduling Coordinator (SC) Selection and Acceptance Letters

The selection letter is completed by the Interconnection Customer and the acceptance letter is completed by the Scheduling Coordinator. The SC letters are used for the SC association and the effective dates in each letter shall match. The SC association will not be scheduled to be effective until all previous Bucket 1-2 requirements (metering, telemetry, RDT, and contracts) are fulfilled and the Resource ID is in the Full Network Model (FNM) production build. The earliest a SC association can made effective is 7 business days after the FNM production effective date of the Full Network Model build the resource has been included in.

NRI recommends that the effective date of the Scheduling Coordinator association be seven days BEFORE the planned sync date in order for the SC to be able to submit the Test Energy Schedule to the ISO through the online Outage Management System.

NOTE: Please be aware of the impact of CAISO Full Network Model Implementation and Master File Data Freeze dates. These can directly impact SC associations due to certain Master File freeze dates. A subscription to the CAISO Market Notices for Market Operations will keep customers informed about these important freeze dates. The Market Notices are typically released approximately one month before the next FNM production release date, see Full Network Model Database Release Schedule for Master File freeze dates.

Resource ID’s currently in production:

Pay attention to the “Deadline to submit changes that cannot be submitted through the Master File user interface (UI) or application programming interface (API) to *****@***com” date. Your scheduling coordinator association letters should be submitted to NRI at least 7 business days prior to this date in order to get processed.
