Abstract: The article deals with the problems of demography in modern Russia are considered the current state and future structure and population, the basic problems of an aging population, its gender structure, especially communications. It emphasizes the idea of ​​the necessity of using the potential of elderly in the public interest and the state, and at the same time take into account the age and gender dynamics in the development and implementation of social policy, contents and forms of communication. Authors seen ways to address the representatives of the Third Age in the active cooperation of the state with civil society organizations who are willing to perform a mediation function, qualitative change in society's attitude towards older citizens. Of particular importance is the ethics of communication, which is also the intermediary role of NGOs will be in demand and the society and the state.
