На начальном этапе развития интернета в стране Китай использовал интернет для достижения национальных целей развития с учетом исторических и культурных особенностей. Выбранная модель управления интернетом определялась во многом необходимостью защиты экономических интересов местных компаний после вступления Китая в ВТО. В процессе «проб и ошибок» была сформирована модель управления интернетом, которая имеет ряд недостатков, в первую очередь, это наличие возможности реализации цензуры в интернете. Но по мере того, как Китай включается в глобальные процессы распределения труда, его отношению к интернету меняется. Как показал пример с эффективностью MIIT и SARFT, вмешательство политики в экономические вопросы препятствует экономическому развитию, что, в свою очередь, ставит под сомнение возможность достижения поставленных на высоком уровне целей по достижению нового этапа развития информационных технологий. Китайское правительство теперь использует интернет для создания благоприятной атмосферы развития общества. Таким образом, Китай сможет использовать интернет для совершенствования механизмов адаптации государственного аппарата управления к новым реалиям возрастающей функциональной дифференциации мирового общества.
