Благодаря росту налоговых поступлений активное сальдо (budget surplus) бюджета США в 1997 году достигло 39 млрд. долл., хотя еще в феврале правительство прогнозировало небольшой бюджет­ный дефицит. Об этом сообщила «Файнэншл таймс». Активное сальдо было получено впервые с 1969 г. и по объемам явилось рекордным за последние 40 лет XX века. Его размер согласовывал­ся с экономическими показателями, достигнутыми в жилищном строительстве, потреблении и занятости, что свидетельствовало об отсутствии перегрева в устойчивом росте экономики США. В связи с этим президент США призвал конгресс направить средст­ва на поддержку системы социального обеспечения и не идти на сокращение налогов, как было предложено республиканцами.

Европейский союз урезает пакет финансовой помощи Польше.

Европейский союз на 15% сократил предусмотренную програм­мой ФАР финансовую помощь, которая составит 200 млн. долл. Финансовый кризис лишил азиатские страны средств на развитие инфраструктуры.

На очередной конференции Экономического совета стран тихо­океанского региона было заявлено, что из-за финансового кризиса, вызвавшего девальвацию местных валют, страны региона не смогут осуществить (implement) проекты развития инфраструкту­ры на общую сумму в 250 млрд. долл. Именно такой объем капитала нужен в ближайшие десять лет для обеспечения экономичес­кого роста в регионе. Из-за отсутствия средств отложены (put off) проекты развития транспортной сети, телекоммуникационных систем, строительство электростанций, аэропортов, портовых сооружений. Вариантами решения проблемы могут быть быстрая приватизация программ развития инфраструктуры и создание консорциума между правительствами, международными финан­совыми организациями и частным сектором для финансирования проектов и последующей эксплуатации объектов по всему региону.

Евросоюз готов снизить торговые тарифы для развивающихся стран.

Министры торговли стран ЕС приняли решение о снижении тарифов ежегодно на 790 млн. евро для развивающихся стран, вы­полняющих международные соглашения о детском труде и защите окружающей среды. Снижение тарифов на переработанные (processed) продукты сельского хозяйства, импортируемые в стра­ны ЕС, составит до 100%. Воспользоваться новой инициативой ЕС смогут развивающиеся страны, выполняющие положения трех конвенций Международной организации труда, касающихся рабо­ты профсоюзов, заключения коллективных договоров (collective bargaining) и искоренения детского труда. Еще одно условие — сохранение лесов согласно стандартам, установленным Междуна­родной организацией тропических лесов (rain forests).
