Tools of Public Administration

Outline

The course is focused on the formation of professional competence of students as future civil servants. The purpose of the course is to develop an instrumental view of governance as a social, economic and political system. Upon completion of this course students will be able to (1) know the basic concepts of governance, the traditional and innovative tools of governance and particular features of their application in practice; (2) to understand the basic methods of assessment and ways of increasing the efficiency of public administration through the improvement of tools of public administration; (3) to be able to identify and formulate the relevant problems of governance on state and municipal levels; (4) to be able to apply a scientific approach for solving the social and economic problems; (5) to critically evaluate the prospects for the introduction of administrative techniques in a particular area of social, economic and political life; (6) to analyze and evaluate the social and economic programs.

Course Outcomes

Following successful completion of the course, the student should be able to:

    understand the theoretical commitments and practical assumptions of instrumental implementation in public administration and local government; know the tools in public administration and local government accepted in Russia and abroad; know a variety of research methods to analyze the outcomes of different tools in public administration; judge tools of public administration from a perspective of public interest; demonstrate the rules of scientific research in general; present and discuss the project of their term papers concerning instrumental issues.

The main goal of this course is to acquaint students with the variety of tools in public administration that could be used in their Bachelor’s Thesis

Prerequisites

There are no formal prerequisites for this course. Students should have fluent English and be acquainted with conceptual and terminological features of the main frameworks in public administration.
