Short-term objectives and tasks of investment activity

Purpose of the Company's investment activity is the implementation of technical policy of OJSC TGC-9 aimed at ensuring the sound financial condition of the Company and required reliability in the competitive wholesale and retail power market.

Main investment tasks of OJSC TGC-9 are:

 Improving energy efficiency of CHPPs, introduction of new technologies.

As part of the task on improving the energy efficiency of OJSC TGC-9 the following projects are to be implemented:

-  priority projects for construction of combined cycle power plants;

-  development of district heating schemes in operated towns;

-  Projects to improve fuel supply systems and fuel handling facilities of CHPPs.

2.  Ensuring reliability and efficiency of existing CHPPs and heat networks equipment.

To ensure reliability and efficiency of CHPPs and heat networks equipment, as well as to meet the technical documents and supervisory agencies requirements of the Company will modernize, renovate and improve:

-  boiler, turbine, electrical equipment,

-  CHPPs fuel handling facilities and water treatment systems;

-  DHPs and water circulation systems of CHPPs;

-  heating systems and pump stations;

-  buildings and structures of production facilities;

-  telecommunication and supervisory control systems and process control systems.

Market expansion and increasing of heat and power supply.

In order to expand its market and increase the heat and power supply of OJSC TGC-9 the following activities are planned, including upon implementation of investment programs for the development of heat supply systems of the operated cities of the Company:

-  modernization of heating systems to ensure future loads;

-  improvement of the CHPPs’ DHPs, boilers and pump stations in heating networks;

-  commissioning of local boilers and heating networks;

-  transfer of boiler loads to CHPPs;

-  improvement of local boilers;

-  upgrading of local heating schemes in local boilers;

-  construction of local heating networks and central heating stations for new construction projects.

Main tasks of the investment activity of OJSC TGC-9 are implemented under the three-year Investment Program of the Company.

6.2. Priority Investment Projects of the Company.

In 2011, OJSC TGC-9 implemented six priority investment projects:

1.  Reconstruction of Perm CHPP-6;

2.  Reconstruction of Perm CHPP-9;

3.  Construction of Novo-Bereznikovskaya CHPP;

4.  Reconstruction of Nizhneturinskaya SDPP;

5.  Construction of Novo-Bogoslovskaya CHPP;

6.  Construction of Akademicheskaya CHPP.

6.2.1. Reconstruction of Perm CHPP-6 Priority Investment Project

6.2.1.1. Summary

General information

Perm CHPP-6 is reconstructed to increase its electric and thermal capacity to meet the current and future shortages of heat and electricity in Perm. He Company plans to build a CCGT (124 MW) in Perm CHPP-6.

Supplier of the main CCGT equipment is SIT AB (Siemens). General contractor on a turnkey basis and supplier of equipment is OJSC ECC SOYUZ. The project is implemented within the framework of PSA.

Due to current problems:

•  long-term performance of installation works (General contractor – OJSC Energy Constructing Company SOYUZ);

•  defects identified in the equipment during commissioning and subsequent replacement thereof (Supplier - Siemens), and consequential delay of commissioning works;

•  delayed permission from the RTN to use heat recovery boilers (Siemens responsibilities).

commissioning term is extended to 2012.

Commissioned capacity: 124 MW

Commissioning date: October 1, 2011[5]

Total budget: RUB7,429,000,000 net of VAT (RUB8,793,000,000, incl. VAT)

Main solutions

Two gas turbines SGT-800 (Siemens), capacity: 47 MW (ΣN = 94 MW) each with two heat recovery boilers and one steam turbine SST-600 (Siemens), capacity: 30 MW.

GIS with Areva equipment.

Infrastructure

Land: owned.

CDS: Technical Connection Contract with Urals IDGC.

Fuel supply: main and reserve fuel is natural gas, gas limits are approved, gas transporters – Permtransgaz Chaikovsky and Uralgasservice, supplier - Gazprom Permregiongaz, technical specifications for connection to gas networks received.

Water supply: existing water supply system of PCHPP-6.

6.2.1.2. Project implementation activities in the reporting period

·  Installation of CCGT equipment completed. Supplier - SIT AB (Siemens).

·  Installation of main GIS equipment completed (transformers, SF6 switches). Supplier – OJSC ECC SOYUZ.

·  Installation of GIS facilities completed.

·  Oil systems of gas and steam turbines installed.

·  GBC and GCS installed.

·  Exhaust and ventilation systems of the CCGT main building and GIS building installed.

·  CCGT capacitor equipment manufactured and installed.

·  Technical Specifications Conformity Agreement for connection to the auxiliary gas pipeline signed, construction and installation works completed.

·  Backup diesel generator installation completed.

·  Assemble-by-assembly commissioning and testing of main equipment in progress.

6.2.2. Reconstruction of Perm CHPP-9 Priority Investment Project

6.2.2.1. Summary

General information

To increase the net electricity supply (≈ by 400,000,000 kW annually) in the unprofitable Perm-Zakamsk distribution unit subject to maintaining the base heat load in Perm CHPP-9, the Company plans to build the GTP unit with heat recovery boilers.

The Project is implemented under the PSA.

Approved project specifications

Commissioned capacity: 165 MW

Commissioning date: December 31, 2012

Total budget: RUB7,511,000,000 net of VAT (RUB8,863,000,000, incl. VAT)

Main solutions

Gas turbine with the capacity of 165 MW and heat recovery boiler in the available location (at the side of temporary end of the existing main building).

Infrastructure

Land: owned, no issues identified.

CDS: Technical Connection Contract with Urals IDGC signed, no issues identified.

Fuel supply: main and reserve fuel is natural gas, gas transporters – Permtransgaz Chaikovsky и Uralgasservice, supplier - Gazprom Permregiongaz.

Water supply: existing water supply system of PCHPP-9, no issues identified.

6.2.2.2. Project implementation activities in the reporting period

6.2.3. Construction of Novo-Bereznikovskaya CHPP Priority Investment Project

6.2.3.1. Summary

General information

To increase the net electricity supply in the unprofitable Berezniky distribution unit the Company plans to build the Novo-Bereznikovskaya CHPP.

The Project is implemented under the PSA.

Approved project specifications

Commissioned capacity на NBerCHPP: 230 MW

PK1 and PK2 facilities commissioning date: December 31, 2014

Total budget: RUB10,482,000,000 net of VAT (RUB12,369,000,000, incl. VAT)

Main solutions

CCGT construction in Novo-Bereznikovskaya CHPP using 2 gas turbines PG6111 (GE) with heat recovery boilers and 2 steam turbines Т-40/50-8,8.

Infrastructure

Land: for CCGT construction — owned, offsite utilities require land allocation.

CDS: technical connection to Urals IDGC grids.

Fuel supply: main fuel is natural gas, reserve - fuel oil, emergency - diesel oil; gas transporters – Permtransgaz Chaikovsky and Uralgasservice, supplier - Gazprom Permregiongaz.

Water supply: TBD upon execution of design documents.

6.2.3.2. Project implementation activities in the reporting period

6.2.4. Reconstruction of Nizhneturinskaya SDPP Priority Investment Project

6.2.4.1. Summary

General information

The Project is aimed at construction of modern combined cycle CHPP in the existing Nizhneturinskaya SDPP site to:

•  Increase the production efficiency and considerably reduce the production cost of electrical and heat power;

•  Provide opportunities to territorial development of Nizhnyaya Tura and Lesnoy towns.

CHPP is intended for coverage of heat loads (hot water) of Nizhnyaya Tura and Lesnoy towns. After reconstruction the existing part of NTSDPP will be decommissioned.

The Project is implemented under the PSA.

Approved project specifications

Commissioned capacity: 460 MW.

Commissioning date: December 31, 2015

Total budget: RUB17,000,000,000 net of VAT (RUB20,060,000,000, incl. VAT).

Main solutions

Two single-boiler single turbine CCGT-230. Each CCGT-230 includes: one gas turbine ALSTOM GT13E2 unit (capacity: 180 MW), one double pressure heat recovery boiler, one steam cogeneration Kt-63-7,7 turbine (UTZ CJSC), capacity: 63 MW. The Project also provides for construction of peak boilers to implement the heat supply schedule and back up the CCGT-230 district heating plant.

Infrastructure

Land: the existing territory of NTSDPP with the area of 38 ha allows to arrange the construction sites for 2 CCGT-230 units.

CDS: upon commissioning of new 460 MW capacity to 220 kV voltage and decommissioning of the existing 284 MW capacity the existing HVL and CL transmission is adequate, grid construction is not required.

Fuel supply: gas supply through 2 gas mains with the construction of a new GDS and high pressure gas supply (3.0 MPa) through the twin pipe gas main to the construction site.

Water supply: water supply from the Nizhneturinsky pond with the reconstruction of the existing UPS-2 and water supply through the new twin pipe water pipeline to the construction site.

6.2.4.2. Project implementation activities in the reporting period

·  Technical concept of the Project designed and approved by the IC.

·  Main equipment (CCGT, turbine generators for ST, RB, transformers) Manufacturing and Supply Contracts signed.

·  MED RF issued the permit to use the natural gas as the main fuel for Nizhneturinskaya SDPP.

·  OJSC GAZPROM issued the approved Technical Specification for designing and construction of gas mains and AGDS.

·  Power Distribution Scheme developed (LLC PC KAMPO) and approved by the grid operator (Interregional Dispatching Office of Urals), FGC UES and Urals IDGC. Application for technological connection was provided to OJSC FGC MPTG.

·  Design and Survey Contract under the Project signed (OJSC TEP Institute).

·  General designed (OJSC TEP Institute) developed TOR for particular equipment and systems, topographical and hydrographical survey of the construction site performed.

6.2.5. Construction of Novo-Bogoslovskaya CHPP Priority Investment Project

6.2.5.1. Summary

General information

The Project is aimed at construction of modern combined cycle CHPP in the new site to:

•  Increase the production efficiency and considerably reduce the production cost of electrical and heat power;

CHPP is intended for coverage of heat loads (hot water) of Krasnoturyinsk.

The Project is implemented under the PSA.

Approved project specifications

Commissioned capacity: 230 MW.

Commissioning date: December 31, 2014

Total budget: RUB10,040,000,000 net of VAT (RUB11,847,000,000, incl. VAT).

Main solutions

Single-boiler single turbine CCGT-230 included in a single GTE-167 gas turbine, capacity: 167 MW, one double pressure heat recovery boiler, one steam cogeneration Т-63/76-8,8 turbine (UTZ CJSC), capacity: 63 MW. The Project also provides for construction of peak boilers to implement the heat supply schedule and back up the CCGT-230 district heating plant.

Infrastructure

Land: Land Plot Lease Contracts for the 68 ha construction site received.

CDS: Transmission of 110 kV to the IDGC grid through 6 HVLs:

•  To BAZ substation, 1 HVL ~5 km to the break;

•  To Krasnoturyinsk substation, 3 HVLs ~5 km to the break;

•  To Bogoslovskaya CHPP substation, 2 HVLs.

Fuel supply: main and reserve fuel is natural gas. MED permit to use the natural gas as the main fuel for Novo-Bogoslovskaya CHPP and Nizhneturinskaya SDPP, Letter No. 11813-AK/D18 dated June 8, 2011.

Water supply: water supply from Krasnoturyinsky pond with the construction of a new UPS and water supply through the new twin pipe water pipeline to the construction site. Water supply system – closed circuit type.

6.2.5.2. Project implementation activities in the reporting period

·  Technical concept of the Project designed and approved by the IC.

·  Main (GTP, RB, STP) and auxiliary (transformers, STC, PCS, GIS) equipment Manufacturing and Supply Contracts signed.

·  Krasnoturyinsk Minicipal Administration provided Land Plot Lease Contracts for the construction site.

·  MED RF issued the permit to use the natural gas as the main fuel for Novo-Bogoslovskaya CHPP.

·  OJSC GAZPROM issued the approved Technical Specification for designing and construction of gas mains and AGDS.

·  Power Distribution Scheme developed (LLC PC KAMPO) and approved by the grid operator (Interregional Dispatching Office of Urals), FGC UES and Urals IDGC. Application for technological connection to the grid was provided to OJSC FGC MPTG.

·  OJSC Urals IDGC provided Technical Specification for technological connection to grids.

·  General Designer (OJSC E4 Group) developed the design documents and provided them for consideration of PIPIB (excluding Summary Estimate and Fire Safety Declaration sections).

·  Main project solutions designed and approved by the Customer

·  OJSC EMAlliance resolved to increase dimensions of the RB intermediate diffuser resulted in changing the dimensions and configuration of the Main Unit and required additional surveys.

·  Cold Water Pipeline Designing Contracts for water supply main from Severopeschanskoye underground water deposit to Novo-Bogoslovskaya CHPP signed.

·  IC resolved to build the onshore pump station under the Project.

·  General Contractor TOR developed and approved.

6.2.6. Construction of Akademicheskaya CHPP Priority Investment Project

6.2.6.1. Summary

General information

The Project is aimed at construction of modern combined cycle CHPP in Yekaterinburg to:

•  Increase the production efficiency and considerably reduce the production cost of electrical and heat power;

•  Create opportunities for development of southern and south-western part of Yekaterinburg.

Akademicheskaya CHPP is intended for coverage of electricity and heat loads of the constructed planning Akademichesky district, and existing districts of Yekaterinburg: South-Western and Southern Center.

The Project is implemented under the PSA.

Approved project specifications

Commissioned capacity: 200 MW.

Commissioning date: December 31, 2017

Budget: RUB10,565,000,000 net of VAT (RUB12,467,000,000, incl. VAT).

Main solutions

Single-boiler single turbine CCGT-230 included in a single GT13E2 (Alstom) gas turbine, capacity: 168.15 MW, one double pressure heat recovery boiler (OJSC ZiO), one steam cogeneration КТ-63-7,7 turbine (CJSC UTZ), capacity: 63 MW. The Project also provides for construction of two KVGM peak boilers (CJSC Energomash, unit capacity: 120 Gcal/h) to implement the heat supply schedule and back up the CCGT-230 district heating plant.

Infrastructure

Land: IC No. 5 dated March 23, 2011 approved the construction site, Lease Contract No. 52/30/2011 for the said land plot adjacent to Akademenergo boiler site (Yekaterinburg) signed.

CDS: TBD based on results of independent developments.

Fuel supply: required gas supply to the construction site with the pressure of 1.2 MP from municipal distribution networks of OJSC Yekaterinburggaz connected to GDN-3 of LLC Gazprom Transgaz Yekaterinburg.

Water supply: cold water – through the municipal water supply of MUE Vodokanal, process water – through biological treatment facilities of Renova-StroyGroup created for Akademichesky district needs
