Политическая значимость совместного заключительного документа определяется, прежде всего, конкретным содержанием: достигнутой договоренностью, установлением взаимопонимания и сближением позиций намеченными перспективами дальнейшего развития взаимоотношений. Вместе с тем весьма существенным показателем для характера отношений между странами, для тенденций их развития в будущем является весь тон коммюнике, подбор слов, придающий заключительному документу определенную эмоциональную и психологическую окраску - подчеркнуто дружественную, обнадеживающую или, напротив, сдержанную. В этом смысле можно сказать что тональность совместного заключительного документа сама по себе является одним из основных элементов политического содержания.
Формулирование и согласование коммюнике строго ограниченно. Совместный заключительный документ должен быт принят к моменту завершения переговоров или визита.

The Helsinki summit had a mission to perform which was unprecedented history: To define accord of conduct governing relations among states with different social systems in conditions of dйtente, with the aim of advancing the process of dйtente still further. It dealt with standards and principles which were brought forth by the realities of European life and which were voluntarily accepted as a basis for building future relations among states. The final Act affirms the following ten principles:

Commission may be granted to the following cases of consular officers: consul –general, consul, and vise – consul and consular agent. The relationship among consular titles, diplomatic ranks and Foreign Service officer classes may be indicated as follows:
Occasional, other titles, such as consul –general at large, vice - consul general, adjunct consul, private consul, consular functionary, junior vice consul and consular attachй, have been used by various countries at different times.
The rank of a consular agent must be given a separate treatment. Some treaties omit this classification altogether. Even where consular agents are classified a consular officers, they in effect form a class of their own and are more akin to honorary consuls then career consuls and respect of profession, training, functions, remuneration, jurisdiction, nationality and mode of appointment. Thus, on the whole, consular agents are permitted to engage in other occupations for the gain and the receiving state, to have no previous consular training, to perform only certain types consular duties, to receive fees for their services in lieu salaries and to be nations of whatever country. Moreover, they are usually under the direct jurisdiction of the superintending consular post and are appointed by the head of foreign office rather than the head of state.
According to French usage, the term “consular agents” is synonymous with “honorary consuls” In recent French consular treaties, however, a slight distinction is made between a consular agent and honoring consul: while the former is appointed with the consent of the receiving state by superintending consular officer who will issue his certificate of appointment, no comparable provision exist with respect to the letter’s appointment. In either case, he may engage on other occupations for gain receiving state and may be national of the sending state, the receiving, or a third state.
