4. Purpose, objectives, targets and indicators of performance results of the program

achievement of the annual growth of the volume index of retail trade in 2010 - 108%, in 2011 - 104%, in 2012 - 104.1%, in 2013 - 104.4%, in 2014 - 105.3% in% the previous year;

increase of the area of commercial enterprises in the total volume of retail space (including markets) by 30% by 2014 .;

increasing the share of retail space per 1,000 people by 30% by 2014godu;

increase in the share of modern retail formats in total retail turnover up 50%;

increase of 40% in sales (in base year prices) per 1 square meter of floor space;

increase in the degree of consolidation of the retail market and 7%;

increase of the volume of trading through exchanges in total turnover in order to enhance transparency of pricing and 0.8% in 2010, 0.9% in 2011, in 2012 - 1.0%, in 2013 - 1.1% and in 2014 - 1.2% of total turnover.

Main task:

Improve the efficiency of internal trade, to increase labor productivity in trade through improving trade infrastructure, in particular:

establish a system of state support for domestic trade;

create favorable conditions for the accelerated development of exchange and e-commerce;

lead normative legal base on trading activities in line with the objectives of the state policy in the sphere of trade;

integrate the system of wholesale trade in the international transit network;

organize service support participants Internal Trade (informational, analytical and other).

Targets to the section of foreign trade:

Create an effective and efficient system for the promotion and protection of economic interests of the Republic through integration into the world trading system, in particular:

5. The phase of the program.

The program will be implemented in phases in 2010 - 2014 years in the following areas:

State policy in the field of trade-related infrastructure should be focused on increasing the availability of space, land, capabilities acquisition of commercial equipment for the creation and development of trade and logistics organizations.

In this regard, in 2011 - 2012 years should:

1) The inclusion of internal trade in the list of priority investment areas for easy access retail companies to invest;

2) to study the inclusion of the issue of subsidizing interest rates on loans in the program "Business Road Map - 2020" at:

construction and reconstruction of high-tech greenhouses and storage of agricultural products;

construction of new and reconstruction of existing databases for storage of agricultural products, improving warehousing technologies (development of modern warehouses projects, new equipment, mechanization and automation of warehouses).

3) the development of public-private partnership in which the state allocates land and leads to the site all the necessary utilities, and the private company builds commercial, logistics facilities or roadside service areas to develop the logistics infrastructure, ensuring the process of marketing products producers.

Stimulation of association of small retail formats and cooperation between producers and consumers of the countryside and the city

The modern system of supply that satisfies the requirements of large-trading enterprises and contribute to the reduction of transaction costs, can be constructed in two ways (but not limited to):

trade company works directly with manufacturers, which is typical for large retail chains operating in several regions;

commercial enterprise purchases goods through independent wholesale structures that specialize in certain products and supplies retail.

Thus, it is advisable to create conditions for the development of distribution centers and wholesale agencies, associations of small producers.

These measures should primarily be aimed at improving the competitiveness of agricultural producers, allowing, for example, continuously and effectively deliver large consignments of fresh fruit and vegetables, packaged or not packaged form.
