2. Introduction
Trade is a functional sector of the economy is closely interrelated with other sectors and to ensure the promotion of goods and services to customers (organizations, people) across the country and in the framework of foreign trade. The effectiveness of the system as a trade and current business development gives a multiplier effect throughout the economy, allowing other sectors to reduce the costs of marketing, logistics, sales and, ultimately, reduce the wholesale and retail prices. Finally, the development of domestic trade promotes growth of the domestic production of goods.
In addition, since 2010 Kazakhstan with the Russian Federation and the Republic of Belarus is functioning in the new environment - as part of the Customs Union, within which to pursue a common foreign trade policy towards third countries. Since 2012, Kazakhstan, Russia and Belarus planned launch of the Single Economic Space, which involves a more in-depth form of economic integration, in which also requires the free movement of services, capital and labor.
Despite the importance of trade for economic development program for the development of trade has not previously been developed and this document is the first document of the system.
Programme for the development of trade in the Republic of Kazakhstan for 2010 - 2014 (hereinafter - the Program) is designed in accordance with the key areas of the Strategic Plan of Development of Kazakhstan till 2020, approved by the Decree of the President of the Republic of Kazakhstan dated February 1, 2010 № 000 and the Action Plan for implementation of the State program for accelerated industrial-innovative development of the Republic of Kazakhstan for 2010 - 2014 (hereinafter - the SPAIID) approved by the Government of the Republic of Kazakhstan dated April 14, 2010 № 000. The program is a functional section SPAIID.
The main objective of the program is to create a systemic and institutional framework for sustainable development of the trade sector of the Republic of Kazakhstan and improve its competitiveness.
The program reflects the development of trade in general, including external and internal trade, including retail, wholesale, stock exchange, e-commerce and public catering system.
For the development of internal trade is supposed to increase the amount of stimulation of areas of modern retail formats and their share in the total turnover of retail trade, the development of electronic commerce, the convergence of remote producers, especially in rural areas, with the main channels of goods, increasing the transparency of trade and awareness of market participants, as well as raising the professionalism of its members. In foreign trade policy is planned to improve policies within the countries of the Customs Union with the aim of simplifying procedures for business purposes, the removal of barriers to trade, stimulating the development of production and integration into the world trading space.
Estimated modernization trading industry of Kazakhstan is aimed at bringing it into line with current international trade and facilitate the requirements of an effective process of commodity circulation with minimal transaction costs. Implementing measures will ensure effective distribution for producers (wide geographical coverage, high bandwidth, low unit costs of the system), and for consumers in the form of better meet the needs of the population (accessibility of goods, affordability of goods, high quality goods and services).
3. Analysis of the current situation
In classical market economic system performs brokering business activities (distribution) function between production and consumption of goods and services. Therefore, in today's market development of trade depends on the development of supply and demand, the growth of domestic production of goods and increase the purchasing power of the population.
The share of trade in GDP. Trade sector is recognized in many countries perform an important economic and social role.
The world average contribution of trade to GDP is about 10%, and in total employment - up to 13% (data from Eurostat, US Census). In Russia, the share of trade takes up to 20% of GDP in Slovenia - 13%, the Netherlands - 13% in the US, about 12%, China 8%.
In Kazakhstan, the trade in GDP between 1998 and 2009, ranked third, accounting for 12 - 13% of GDP.
