1. The Council for Mutual Economic Assistance (CMEA) is the first organization set by the socialist countries for multilateral scientific, technical and economic cooperation. All CMEA decisions are made according to the principles of mutual assistance and mutual benefit. All CMEA documents are known to be adopted with the agreement of the member-countries.

The socialist countries are reported to register the highest and most stable rates of economic growth in the world. In the last five years their national income, an overall index of economic development, went up by 36 per cent, their industrial output showing a 45 per cent gain. These growth figures are unprecedented in the present-day world with its crises of overproduction, inflation, energy crisis and unemployment. Throughout the current decade the socialist countries are concentrating on increasing the effectiveness of production, improving the quality of output. In 1975 the CMEA countries adopted a coordinated programme of economic integration for 1976-1980. For example, the Friendship Pipeline has delivered about 340,000,000 tons of Soviet oil to European countries. This pipeline is sure to contribute to the German Democratic Republic, Poland and Czechoslovakia. Practically all forms of economic, scientific and technical cooperation among the CMEA countries take place through mutual deliveries of commodities, scientific and technical assistance. A steady growth of trade is one of the results of socialist economic integration.

The socialist countries are playing an ever more prominent part in the world economy. The socialist community has now become the world's most dynamic economic force.

CONSUMER GOODS PRODUCTION ON THE INCREASE

Our socialist economy's main objective is to keep on raising the Soviet people's living standards, and the 11th Five-Year Plan (1981-1985) is an important step on the way. Inevitably, the efforts to meet the Soviet people's growing requirements must affect production, its efficiency and product quality. When we began building socialism the emphasis was on the heavy industry, but now country's industrial, scientific and technological potential enables us to invest more and more in producing consumer goods. Under the current Five-Year Plan more than 30 thousand million roubles will be invested in the light, food and services industries. 33 per cent more consumer goods are expected to be manufactured in five years. The food industry increases its output. Production of baby and diet foods, quick frozen vegetables and fruit, semi-cooked products2 and food concentrates is to grow rapidly. Over the same period light industry production is supposed to go up 18-20 per cent. In 1980, 12,750 million square metres of fabrics, 810 million pairs of leather footwear and 1,900 million pieces of knitwear were turned out. More new products and materials will be manufactured.

5. Increased production will not affect the price of basic consumer goods. The Soviet economy has reached a stage at which it becomes possible to fully satisfy the ever growing demand of the people for high quality consumer goods and to make the most efficient use of the latest equipment and technology in production. And this is a very important condition for the further advance of the country toward the most humane goal - the building of a communist society.
