In the coming years, as in 2007, financial support of social protection services among the subjects of the Russian Federation is provided through the Compensations Funds and the Federal Fund for co-financing social spending (table 3.3).

The Compensations Fund will be augmented by 80 *****bles (i. e. more than double), allowing the subjects of the Russian Federation to fully discharge their obligations under federal law to nearly 20 bln. citizens.

Subsidies from the Federal Fund for co-financing social spending are used to co-finance the operations of the subjects of the Russian Federations. As in the previous years, the federal fund will provide targeted assistance to various regions in key areas of social protection.

3.4 Improving the Quality and Accessibility of Medical Aid

The greater part of national healthcare functions is placed under the authority of regional and local governments. Federal spending on healthcare amount to financing federal medical centers, most of which offer technologically advanced medical services to Russian citizens, funding medical research and medical education, and confronting such socially significant diseases as HIV, tuberculosis, Hepatitis B and C and diabetes.

In 2008 the federal government will increase healthcare spending by 24% in comparison with 2007; in 2009 this figure will rise to 36%. (table 3.4).
