Increased cases of drug dependence pose a serious problem to society. In the recent years newly reported cases of drug dependence syndrome have increased, in 2005 reaching 17.1 new cases in every 100,000. The federal targeted program titled “Comprehensive action against substance abuse and illegal substance trafficking” aimed at eradicating drug dependence pursues the following objectives:

National priority project titled “Accessible and comfortable housing for the citizens of Russia” is one of an especially important component of the government’s solution to the housing problem.

The federal budget for 2008, and the outlook through 2010, provide for additional appropriations in the amount of 18.4 *****bles, including annual subsidies of 6.1 bln. to 17,000 families scheduled to receive housing subsidies; these are families migrating from the Far Northern regions, or regions of equal status, with family members of type 1 and 2 disabilities or child disability. Consequently, in the federal spending on housing subsidies will rise from 6.1 bln.. to 24.5 *****bles; by 2010 all citizens belonging to the said category and registered with their regional authorities (22,000 families) will have received appropriate compensation.

Funding for the federal project Housing will increase by a factor of 1.2 in 2008 (as compared to 2007) and 1.3 in 2010 (table 3.7).
