Technologically Advanced Medical Assistance

Beginning in 2006 the federal government has appropriated significant funds aimed at providing our citizens access to costly technologically advanced medical aid. Construction began in 2006 on four federal medical centers offering technologically advanced treatment, which will reduce the wait currently experienced by individuals seeking advanced medical treatment, in addition to reducing the number of individuals seeking medical treatment abroad.

In 2008 technologically advanced medical assistance will be offered to 195,000 citizens; this number will grow to 220,000 in 2009, and to 240,000 in 2010. Expenditures in this regard will increase by a factor of 1.33 over the next three years, satisfying up to 45% of the demand for technologically advanced medical aid in 2008, and up to 80% in 2010 (compared to 25% in 2006).

To satisfy the demand for donated blood and blood additives the federal government has allocated special funds that will be used to operate 21 plasma centers opening in 2007.

Protection for Families and Children

Increased healthcare spending will significantly bring down the statistics on infant and maternal mortality, and result in improved infant and child health.

To improve the quality and accessibility of medical assistance during pregnancy, delivery and post-delivery periods, beginning in 2008 the federal government will fund the construction of twenty modern perinatal facilities with infant intensive care units throughout the subjects of the Russian Federation; in 2008 the federal budget allows for 8 *****bles in funding, rising to 12 bln. in 2009.

Confronting Disease of Social Significance

The federal government funds prevention and treatment of socially significant diseases, such as diabetes, hepatitis B and C, sexually transmitted infections, HIV and tuberculosis, through the federal targeted program titled “Prevention and treatment of socially significant diseases, .” The amount of funding for the program will increase yearly, beginning with 4.4 *****bles in 2008, and 4.8 and 10.5 rubles for 2009 and 2010, respectively. As a result the rate of new infections will be stabilized and reduced.
