Households and Beneficiary Coverage
Target households and Coverage
Delineation of CO-territory is easy as long as the selected village/community is small with, let us say, less than 100 households but it becomes difficult when the size increases. Small settlements can form CO and then identify their needs. For large community it is not possible because different parts of the village/settlement will be facing different common problems and so they will not come to consensus easily. Moreover, holding regular meeting of 80% of the households from large settlements is practically difficult and ineffective. Therefore, following arrangements could be considered depending upon local specific situation:
1. In case of smaller settlement – Consider whole settlement as the target territory. All the households are target households. Involve 80% of the households.
2. In case of bigger settlements – Try to involve 80% of the households if the need is certainly common (such as street light, waste management, drinking water supply, health service etc.) for the whole settlement. To maximize participation of the target households in the process while keeping the size of COs small, following arrangement can be made:
a. Develop CO for each street/micro-rayon. Keep these COs as informal. These COs should practice meetings etc. same way as it happens always.
