·  At least 10 universities/training institutions introduce courses on CBA methodology by 2013

·  At least 500 CO-members/officials and local/regional authorities from non-CBA communities participated in training, exposure visits roundtables demonstrate understanding and willing to adopt participatory approaches in all relevant spheres of local governance

·  At least one national roundtable held to discuss and advocate for required policy changes to ensure full-fledged participatory decision making at the local level.

Quality of Results

·  One third of the 900 formed/grafted community organisations show maturity with legal status, sustainability fund, community development plan and at least one participation in local planning process;

·  50% of trained community members are female

·  70% of (200) LDF and 50% of (25) RCCs will have at least one functional meeting every year

·  25% of the partner rayons have functional community resource centres

·  60% of rayon authorities accept the community development plans

·  20% of the completed micro-projects function with community based sustainability mechanism in place

·  10 local authorities will have developed local policy/procedure for supporting community based sustainability mechanism

·  Women constitute at least 50% of the total community members employed by SMEs developed under Project support

·  One third of the cooperatives are functioning at least for two years after UNDP support provided

·  30% of energy plans are accepted by the local councils

·  One third of rayons/local councils allocate budget for energy efficiency measures in line with revised regional strategy on efficient use of energy

Activity 2.1: Conduct National Launching

Organize a national seminar to present the experience, achievements and lessons learnt of CBA-I and the implementation modality of CBA II to key governmental stakeholders (relevant ministries, regional state administrations, and the Secretariat of the Cabinet of Ministers), local government associations, local civil society organizations, academia and international donor community.

Activity 2.2: Establish Partnership with Oblasts Authorities

Organise regional conference in each region presenting the experience of CBA-I on regional level and the implementation modality of CBA-II to regional authorities, rayon authorities, businesses, NGOs and media in the region. Focus is placed on: (a) implementation methodology, (b) roles and responsibilities of regional and rayon authorities, (c) selection criteria for rayons and (d) signing of PA. Following steps will be followed to achieve the objective:

·  Prepare materials for regional launching;

·  Arrange letter to be sent from SCMU to oblast authorities;

·  Send a request letter to the oblast authorities along with appropriate documents related with CBA-II (brochure, national launching conference, note of understanding between Government & EU, draft partnership agreement etc.) for their study;

·  Distribute media advisory and media release materials before holding of the seminar

·  Hold a pre-seminar meeting between national team with the oblast authorities to oblast office. This meeting includes a short briefing about the CBA-II Project to the oblast authorities and reaching an understanding on the contents of draft partnership agreement;

·  Organise regional seminar with participation of head/deputy head of oblast[3] state administration (OSA), oblast council (OC), all rayon state administrations/rayon councils in the region, relevant departments of OSA, OC, RSA, RC; local NGOs; local media; local chamber of commerce etc. with following key agenda:

-  Experience of CBA-I including video film on CBA, as necessary

-  Presentation on details of CBA-II with key activities

-  Modus operandi of implementing CBA-II Project in the oblast

-  Time-plan

-  Key terms of partnership between the Project and regional authorities (Box - I)

-  Rayon quota allocation (No. of partner rayons will vary in each region depending on the size of the region in terms of rayons and population, status of the region in the socio-economic ranking of the Government of Ukraine, performance of the region during CBA-I and commitment of the region to cooperate during CBA-II).

-  Rayon selection criteria (as given in Box – II).

-  Methodology for rayon authorities willing to join the Project. Announcement of date for sending application to CBA Project office

The set of application documents includes: 1)  Letter of commitment signed by the Head of Rayon State Administration/Head of Rayon Council; 2)  Application form which includes official statistical information reflecting the level of rayons’ development in the project priority areas (health, environment, water supply, local economic development, energy efficiency)

-  Key terms of partnership between the Project and rayon authorities (Box - III)

·  Hold a press conference after signing of PA. Ensure that the event is disseminated as widely as possible

In case, OSA and/or OC show willingness to forge partnership with CBA, head/deputy head of OSA & OC sign the PA in course of the seminar. In case of difficulty, PA could be signed at a later date. A sample of PA is given in Annex - 2. In case a bilateral PA is possible (only with OSA or OC) appropriate adjustment in the tri-partite PA template will be made. In case of delay is foreseen in signing PA, an understanding should be reached with regional authorities for continuation of CBA activities in the region.
