Conducting the crime scene inspection an experienced investigator should not forget to note negative facts i. e. the absence of weapon, fingerprints or blood stains when they are expected to be found.
To observe and examine a crime scene properly is essential for quick and accurate crime solution.

OBSERVATION OF CRIME SCENE
The investigator must decide whom to take to the scene of crime. Usually this is a criminalist who can photograph, detect and reproduce traces bу means of specialized techniques; a forensic medical expert, if a dead body has been discovered; criminal police officers (an inspector or detective); and a guide with a police dog. Depending on the nature of the crime the investigator may also invite other experts and two witnesses to take part in inspecting the crime scene. On arriving at the scene of the crime together with his team of experts the investigator must:
(a) check that his instructions on guarding the scene of the crime have been fulfilled;
(b) learn who first has discovered the crime, what has been revealed and in what form, and what changes have taken place in the environment since then;
(c) check if the victim has been given assistance;
(d) tell the detectives to find possible witnesses and eye-
witnesses of the crime;
(e) organize the pursuit of the criminal if information is
available;
(f) specify the boundaries of the site to be inspected;
(g) keep all strangers out of these boundaries;
(h) begin careful inspection of the crime scene.

INTERVIEWS
Interview is a method by which the investigator gets the information that helps to reconstruct the facts of the happening.
Interviewing is the process of general questioning of victims, witnesses and others who may have knowledge about the criminal activity and who are "non-suspects" at the time of the encounter. But sometimes during the interview a "non-suspect" may become a suspect and the interview then becomes the interrogation.
The officer should study the subject of the interview carefully before questioning him. The personal characteristics of the subject, manner of dress, and his behaviour should be noted by the interviewer. The interviewing officer should not show any emotion or his knowledge of the subject.
There are a lot of rules that must be taken into consideration by most interviewers. Some of them are:
· When you start the interview, ask questions continually.
· Never pause. A pause will give the subject time to think.
· It is necessary to ask questions which require detailed answers.
· Demand to answer immediately or put another question.
· Don't show anger, hesitation or other emotions.
· Don't try to dominate. Most people do not like when they are being pushed.
· Don't be in a hurry with the conclusions.

THE NEW YORK CITY POLICE
The New York City Police have a big history of watch and ward duties which can be traced back over three hundred years to the time when the city was under Dutch control. It is probable, however, that 1845 is the date which marks the commencement of a police force as the forerunner of the present organization. That year the New York police were awarded an eight – point star badge of copper, similar in design to that worn by members of the Metropolitan Police Force in England founded by Sir Robert Peel in 1829. It was also in 1845 that a Chief of Police was appointed.
The control and administration of the New York City Police Force was subject to many changes during the second half of the 19th century. Since 1901 the New York City Police have been controlled singly by a police commissioner, who is a civilian appointed by the mayor of New York.
The Force is divided into a number of divisions: the Investigative Division, the Safety Division concerned with all aspects of traffic control, the Detective Division, Communications Division and so on.
The Detective Division is a highly efficient organization, employing a staff of over 3.000. The members of the division are under the command of a Chief of Detectives.

COLLECTING PHYSICAL EVIDENCE
Physical evidence may already be useful from its position or location at the crime scene. Therefore crime scenes are photographed exactly as are found in order to preserve all the potential material objects at the scene.
During later tests of the objects from the crime scene in the laboratory, an error in procedure can be easily corrected. It is simply necessary only to repeat the test. But the physical evidence may become useless if it is damaged at a crime scene.
In most cases, shortly after investigators have left, the control of the area is returned to the owner or occupant of the property. It is unusual for forensic teams to come again to the crime scene over a period of days.
If it becomes necessary, the scene – as any other potential evidence – must remain protected by the officers who assure preservation of the items located there.
