MY HOME TOWN
My home town is Khabarovsk. It is situated in the eastern part of our country. It was founded in 1858. Now it is 153 (one hundred and fifty four) years old. The population of the town is about 600,000 (six hundred thousand) people. It is a big town.
Khabarovsk stands on the right bank of the Amur River. The Amur stretches out 4,500 (four thousand five hundred) kilometres long and is very wide. It is a great navigable river in the Far East.
Today Khabarovsk is one of the largest industrial cities of ch branches of industry as heavy, light, food, chemical and shipbuilding are developed in it. There are a lot of industrial enterprises in my town.
Khabarovsk is an educational centre of the region. There are many research institutes, higher and specialized secondary schools, universities, libraries and museums. There is also a Far East Home Ministry Law Institute of Russia where I study.
Khabarovsk is a civilized town. It has rich cultural traditions. There are many theatres, concert halls and movie-houses to have a good time in. The city is known for its sights, historical monuments, old parks and beautiful embankment.
There are many fine green streets, squares, beautiful buildings in my town. The central square of it is Lenin Square. The main street is Muravyov-Amurskiy Street. The traffic in it is very heavy especially in rush hours. There are many cars, buses, trams and trolley-buses in the town. I live not far from the centre. It takes me 15 minutes to get to the centre by bus.

THE RUSSIAN POLICE
The Police are the central law enforcement body in Russia, operating under the Ministry of Internal Affairs. It was established in 2011 instead of militia, the former police service.
The main goals of the police are an active fight against crime, and improvement of investigative and preemptive activities. The police are to ensure law and order in public places, the safety of traffic and the protection of property and facilities.
The top priority for the Interior Ministry is the optimization of regional police bodies. Another priority is the building of a new crime prevention system. It should be based on close cooperation with citizens, state authorities and civil society institutions.
The Russian Police operates according to the Law on Police. The new Law defines status, rights, and obligations of police officers, frees police from unusual functions, and affirms partner relations between police and society. The Law on Police outlines the limitations related to police service, and requirements for proper police conduct.
The Law on Police outlines the equipment authorized for police work, including batons, gas means, handcuffs, electric shockers, light stun devices. Police dogs, water cannons and armored vehicles also belong to this group as well.
To increase public control, the Law provides for the regular publication of surveys to monitor public opinion on police activities. In addition, regional councils comprised of representatives of various public organizations are to be created to advise police leaders on the policy of law enforcement bodies.
The new Law arranges a working relationship between police and citizens. It is to enable each police officer to regard himself as a part of the society while performing his duties. The society, in its turn, should have a better understanding of the fact that it has delegated to the police the functions of protecting itself from lawlessness.
