·  Не только сами специалисты малых предприятий, но также их руководители ожидают, что Программа поможет установить эффективные контакты, лучше изучить бизнес среду. Руководители крупных предприятий более заинтересованы в ознакомлении с новыми технологиями управления.

·  Выполнение проектного задания и его реализация на предприятии зависят от численности направляющей организации. Приоритетными направлениями проекта для специалистов с крупных предприятий являются совершенствование структуры управления на предприятии в целом, внедрение новых технологических, производственных процессов и уточнение и адаптирование плана развития и функционирования отдельной службы предприятия. Проекты, разработанные специалистами малых и средних предприятий, в основном были направлены на совершенствование структуры управления на предприятии в целом, освоение новых видов продукции (услуг) в существующей сфере деятельности и совершенствование кадровой политики.

·  Необходимо отметить, что независимо от типа направляющей организации около трети респондентов не выполняли проектное задание

·  В ходе исследования не было выявлено существенных различий в эффективности реализации проектного задания для крупных, средних и малых предприятий.

Анализ эффективности реализации Государственного плана с точки зрения руководителей направляющего предприятия

·  Основными определяющими факторами выбора Программы для руководителей являются государственный статус Программы, возможность приобретения новых бизнес-контактов, возможность зарубежной стажировки, а также рекомендации знакомых. Таким образом, можно сделать вывод о том, что для популяризации Программы и привлечения специалистов особенно важной является работа над имиджем Программы, создание ассоциаций и ресурсных центров.

·  Руководители достаточно высоко оценивают эффективность Программы. Более 30% специалистов считают, что внедрение разработанных в рамках Программы проектов на их предприятии привело к положительному экономическому эффекту. Средняя эффективность реализации проектного задания по оценкам руководителей составила 16.6 млн. рублей. Стоит отметить, что значительная часть проектов еще находится в стадии внедрения, что зачастую связано с масштабностью проекта, и поэтому полученная оценка эффекта, возможно, является заниженной.

·  Также необходимо обратить внимание на то, что 70% руководителей в ходе опроса не дало содержательной оценки экономического эффекта Программы. Поскольку участие в опросе и ответы на все вопросы не являются обязательным условием участия в Программе, то необходимо изменить анкету таким образом, чтобы вопросы об экономической эффективности стали более привлекательными для руководителей. Необходимо изменить структуру вопросов, возможно использование не количественных, а качественных оценок.
